TRUSTEES REPORT
The trustees, who are also directors for the purposes of company law, have pleasure in presenting their report
and the unaudited financial statements of the charity for the period ended 31 March 2015.
The charity incorporated on 15 November 2011 and registered as a charity with the charity commission on 16
May 2012.
Reference and administrative details
Reference and administrative details are shown in the schedule of members of the board and professional
advisers on page 2 of the financial statements. The charity is known as ACE.
The trustees
The trustees who served the charity during the period are shown on page 2.
Structure, governance and management
Governing document
The charity is governed by its memorandum and articles of association dated 6 October 2011.
Trustees
The number of trustees shall be at least three. A trustee must be a natural person aged 16 years or older. Any
person who is willing to act as Trustee, and is permitted by law to do so, may be appointed to be a trustee by
decision of the trustees.
Objectives and activities
The Charity's objects are specifically restricted to the following:
Object 1—Young people
To act as a resource for young people up to the age of 25 living in England and Wales by providing advice and
assistance and organising programmes of physical, educational and other activities as a means of:
 advancing in life and helping young people by developing their skills, capacities and capabilities to enable
them to participate in society as independent, mature individuals;
 advancing education;
 relieving unemployment;
 providing recreational and leisure time activities in the interests of social welfare for people living in the
area of benefit who have need by reason of their youth, age, infirmity or disability, poverty or social and
economic circumstances with a view to improving the conditions of life of such persons.
Object 2—Social inclusion
To promote social inclusion for the public benefit by preventing people from becoming socially excluded,
relieving the needs of those people who are socially excluded and assisting them to integrate into society.
For the purpose of this clause 'socially excluded' means being excluded from society, or parts of society, as a
result of one of more of the following factors: unemployment; financial hardship; youth or old age; ill health
(physical or mental); substance abuse or dependency including alcohol and drugs; discrimination on the
grounds of sex, race, disability, ethnic origin, religion, belief, creed, sexual orientation or gender reassignment; poor educational or skills attainment; relationship and family breakdown; poor housing (that is
housing that does not meet basic habitable standards; crime (either as a victim of crime or as an offender
rehabilitating into society). "

The charity undertakes the following activities for public benefit in relation to its objects:
 Peer support groups
Groups have been run for young people that were identified as not achieving educationally as well as they
could that would benefit from improving social and emotional skills. The results of this group have been
improvements in the behaviour and coping abilities of the young people that has enabled them to increase
their achievements and built their capacity.
 Health Action Groups
Groups of young people have researched the needs of young people around emotional and mental health.
From this research they have developed training programmes for adults and educational resources that can be
used to support young people with their emotional health needs. They have also done work around young
people, mental health and reducing stigma and bullying.
 Young Verifiers
Achieve Change and Engagement has recruited, trained and supported young people to become Young
Verifiers to ensure that health services meet young people friendly criteria and are easily accessible by young
people that need them, thus preventing young people from being excluded from these services.
 Participation
Achieve Change and Engagement has worked with young people to encourage organisations to involve young
people in all stages and areas of their service to ensure the service meets the needs of young people. This
includes commissioning services for children and young people.
 Binge Drinking Project
A.C.E. has worked with adults, young people and children to educate them about binge drinking and find out
their views on what education and other initiatives might reduce binge drinking. A video and questions has
been produced which can be used as an educational resource.
 Peer Coaching
Young people are taught the skills to enable them to act as support to other young people to help them
improve their emotional health and wellbeing. A typical programme would include communication skills,
valuing and respecting others, goal setting, confidentiality and safeguarding.
 Targeted Wellbeing Service
Young people referred to the service are offered either individual support or group work to tackle the causes
of poor emotional health and wellbeing and are encouraged to set goals to overcome them. This service is
currently available in the Lancaster and Morecambe area and takes place in community settings.
 Current Projects
A.C.E. has been commissioned to deliver a research and participation project to work with young people to
get more information about young people’s self-harming and to develop a resource aimed at reducing the
number of young people self-harming in a local school.
As well as recruiting adult volunteers, Achieve Change and Engagement has trained and supported young
people volunteers to become involved in the delivery of the work.
A young person sits on the board and young people are involved at every level within the charity influencing
how it meets its objects.

Achievements and performance
Achieve Change and Engagement has built up a reputation for delivering quality work that makes a difference
to the lives of young people and influences adult decisions.





Has worked with young people to support them to develop new social and emotional skills which has
resulted in improved emotional health.
Has enabled young people to influence services and the work force to improve social inclusion of all young
people and especially those with poor mental health
Lancashire County Council has replicated the good practice demonstrated by Achieve Change and
Engagement in empowering young people to voice their views and influence decisions
Young people are now volunteering and bringing in income for the charity to use to meet its objects
Young people have received training to enable them to offer emotional health support to peers..
Financial review
The detailed results for the charity are included in the Statement of Financial Activities.
Reserves
The amount the trustees have agreed to hold is 20% of the gross value of any contract income received in the
financial period. 5% of this is for ACE running costs and 15% which could be used to develop ACE in meeting its
charitable objectives. This amounts to £5,493. The trustees will continue to monitor reserves.
Plans for future periods
The charity aims to build on its current good work to secure longer term funding to meet its objects. It intends
to build up a team of workers and volunteers to respond to the identified needs of people and deliver its
objects to more communities.

1. Accounting policies
Basis of accounting
The financial statements have been prepared under the historical cost convention and in accordance with the
Financial Reporting Standard for Smaller Entities (effective April 2008), the Statement of Recommended
Practice "Accounting and Reporting by Charities" issued in March 2005 (SORP 2005) and the Companies Act
2006.
Cash flow statement
The trustees have taken advantage of the exemption in Financial Reporting Standard No 1 (revised) from
including a cash flow statement in the financial statements on the grounds that the company is small.
Incoming resources
Grants where the application of the grant is determined by the funder are included as restricted funds. Grants
where there are no conditions set by the funders other than the general objects of the charity are included as
unrestricted funds. Grants are accrued when any conditions on their receipt have been met and are deferred
where conditions on their receipt have not been met.
Income with contractual service requirements are accounted for when the conditions to entitlement are met
and are accounted for within unrestricted income from charitable activities.
Funds
Income which must be spent according to the terms imposed by the donor are included within restricted
funds. Income which can be used for the general activities of the charity is included in unrestricted funds.
Resources expended
All expenditure is recognised on an accruals basis as a liability is incurred. Expenditure is inclusive of
irrecoverable VAT. Costs are charged directly to the most appropriate category.

The fund will be used to train young people in research and training skills so they can become volunteers for
the charity.
LCC Public Health Self Harm
The fund will be used to work with a group of young people with an asset based approach to develop
information about self harming behaviours and work to reduce such behaviour.

12 Company limited by guarantee
The charity is a company limited by guarantee. In the event of the charity being wound up or dissolved, each
member undertakes to contribute such amount as is required, not exceeding £1, for payment of any debts or
liabilities.
13 Related party transactions
During the period S Temple, a trustee and director, invoiced the charity £4,545 for youth worker project
management fees. This amount includes amounts to also cover expenses incurred. A balance of £1,070 was
due to S Temple at the year-end.
