• The people in a
country that have
the power to make
laws and to make
sure that people
follow the laws

good and some bad

• where the rules or laws protect everyone
• where everyone has to follow those rules, even the leaders!
• Where the leaders have limited powers. There is a limit to what
they can do. Leaders don’t have the power to do anything they
want
