1. INTRODUCTION
The Modern ISBT, Tutikandi, Shimla-4 (H.P) is a BOT Project of C.K.
Infrastructures Ltd. housing multifarious activities under one roof. The
company has show cased the state of art – First of its kind in the country.
This majestic project conforms the so called hi-tech world of today. It’s
indeed a milestone in the history of Himachal’s path of progress.
The total built up area ofModern ISBT, Tutikandi is 28211sqm. It is
scattered over 15749 sqm. of land. This entire complex of the project is
split into two blocks separated by NH-22 Bypass. The ISBT part of the
project has two level of bus operations connected through ramps from
and to the NH Bypass for uninterrupted entry / exit movement of buses
in the principal direction of movement. This part of the project also
houses Shops/ Kiosks, Offices and there is a separate provision of Pick –
Up/ Drop- Off facilities for Cars/ Taxies and Local Buses.
The ISBT part of the project comprise of two glazed concourse areas,
entrance lobby, ticketing counters, clock rooms, kiosks, waiting lounges
and other passenger amenities. Island passenger’s concourses at both the
levels ensure safe and conflict- free movement for pedestrians within the
ISBT. All levels are connected by high capacity capsule lifts with
capability of handling baggage.
This multi storied complex houses commercial and entertainment floors
at upper levels comprising Shops/Kiosks, Two Screen Multiplex, 42
Rooms Hotel with Restaurant and Conference Hall. Besides it, there also
exists a Two Floor Shopping Mall above the Bus operation Area. In
addition, a multi-level car parking garage of the capacity of 150 vehicles
has also been constructed in the adjoining block. In the basement of this
block, a Banquet Hall, a amusement Park and in the open space outside
of the complex, an Amusement park is proposed to be developed. It is
also proposed that in future the proposed ISBT will be linked with the
Mall Road via Railway Station/Cart Road with Rope Way.

The construction of the modern ISBT has been a herculean task. In this
majestic complex a great care has been taken to keep minute details in
mind to give the people every comfort required. The pioneer of this
project earlier known as Khan Construction Company now CK
Infrastructures ltd. has indeed given a unique structure to the people of
the State and brought them at par with the people of metropolitan cites.
2. SCOPE OF WORK
The bidder can hire all available Advertising Space inside, outside and
over the Modern ISBT Complex except the front space of all
commercial establishment of the complex for a time period of 3years
and explore the possibilities of Advertising/ publicity. In the space area
for Hoarding/ Display purpose the successful bidder (s) can put front lit,
back lit, glow sign, neon sign or LCD/ LED panels. The successful
bidder shall have to pay for the electricity consumed on monthly basis
and in order to have electricity connection, the bidder shall have to apply
to the company for separate sub-meter specifying the desired load and
the bidder shall also have to bear the meter installation charges. In the
event of Electricity failure, the Company will ensure DG backup to the
bidder. However, to avail this additional facility, the bidder shall have to
pay to the company onetime payment of Rs.50000/- for providing the
back-up power supply connection from the DG set.

*The Bidder’s may undertake an exercise to find out the actual feasible area
before bidding since the above mentioned area is calculated on tentative basis.
3. SCOPE OF ADVERTISEMENT
The following type of Advertisement modes can be used in the premises
of Modern ISBT, Tutikandi Shimla-4








LCD/ LED
Video Walls
Hoardings
Unipoles
Neon Sign Boards
Glow Sign Boards
Show Frame Boards
Any Other acceptable new Idea/ Mode (to be specified)
a. The cost of structures, machines, publicity material and display
material shall be borne by the bidder.
b. All Advertisement/ publicity contracts shall be procured by the
successful bidder.
c. The peripheral displays shall be erected on UNIPOLE structure at
ground level where as for roof tops mild steel (MS) structures may be
allowed.
d. The entry/ exit portion of walls facing east and west part of the
project shall also contain information (Market tree) about the
facilities available at Modern ISBT, Tutikandi. The aforesaid display
will be at the cost of bidder.
*No painting on walls or buildings will be allowed in any case.
** The Advertisement in the concourse area glazed with glasses will be
permissible in the shape of one way vision only.
4. EARNEST MONEY
The bidder shall have to deposit a bank draft of Rs. 30,000/- on
account of earnest money in the name of C.K. Infrastructures Ltd. and
tender without earnest money in the prescribed manner shall be
summarily rejected.
5. RESERVE PRICE
For the hiring of Advertisement space at Modern ISBT, Tutikandi,
Shimla (H.P), the reserve license fee is Rs. 3 Lac.(Three lac). The
C.K. Infrastructures Ltd. shall, however, have the right to reject or
any of the tenders even if it is above the reserved price without
assigning any reason.
6. BIDDING PROCESS
The bidders are required to submit the offer in Lump-sum per month
on Financial bid enclosed with the tender document along with the
earnest money as prescribed at Para 4 also containing the following
information: No. of LCDs and LEDs to be installed at Arrival and Departure Level
of ISBT.
 Video walls if any.
 LEDs screen on East & West face of the ISBT Complex.
 The other modes of Advertisement/ Publicity.

Tender will be accepted up-till 3 P.M of 27 January 2015 and shall be open on

7. GUIDELINES FOR SUMISSION OF TENDER
a. The bidder may be a single entrepreneur, a partnership firm, a
company incorporated under the Indian companies Act, 1956 or
any other legal entity or a group of legal entities which is
registered under specific Act/ Regulation before the notification of
this Tender Notice. The term “Bidder” would therefore apply to all
category of entities.
b. Any entity which has been barred by Government of India/ any
State Government or any of its agencies from participating in
tendering process would not be eligible to submit the Tender.
c. The bidder shall be responsible for all of the cost associated with
the exercise prior to the preparation of Bid Document and its
participation in the selection process. C.K. infrastructures Ltd. will
not, in any way, be responsible or liable for such cost, regardless of
the conduct or outcome of the selection process.
d. The representative of entrepreneur, partnership firm, a company or
any other legal entity or a group of legal entities must enclose an
authorization letter on behalf of the bidderas a proof of him/her
being authorized signatory.
8. DOCUMENTS REQUIRED TO BE SUBMITTED
The bidders shall submit the following documents along with the
bid:a. Rs.500/- on a/c of Cost of Tender Document and Rs. 30,000/- on
account of earnest money either in shape of Bank Draft in favour
of C.K.Infrastructures ltd. or Deposited in the Oriental bank of
Commerce account no 12971131000250 along with a copy of
confirmation/ proof of Bank Deposits.
b. Vat Registration, service tax no. and pan no.
Above mentioned documents has to be submitted before signing
the license agreement.
9. SELECTION/ EVALUATION CRITERION
The criteria of selection of bidder will be based on the highest quoted
rates by the bidders provided it conforms the reserved price fixed by
the company.
10. DISQUALIFICATION
The bidder could be disqualified, if they have Submitted the Bid Document after specified time on the date
mentioned in advertisement.
 Submitted the Tender Document not accompanied by the earnest
money.
11. RIGHT TO ACCEPT OR REJECT PROPOSALS
Notwithstanding anything contained in this proposal, C.K.
Infrastructures Ltd. reserves the right to accept or reject any or all
proposals and to cancel the bid process, at any time without
incurring any liability to the affected bidder or bidders and without
any obligation to inform the affected bidder or bidders of the
grounds for such rejection.
12. ACCEPTANCE OF BIDS
After evaluation of the bids and approval of the highest quoted rate, a
letter of acceptance of the bid will be issued by the company in favour of
the successful bidder (s). In case of unsuccessful bid the earnest money
will be refund by the Co. with in 30 days of the opening of the bid.
13. SIGNING OF THE AGREEMENT
The successful bidder will have to sign an agreement with the co.
in this behalf either himself or through its authorized signatory
with in 15 days the company. Registration of agreement, if
needed, cost shall be borne on 50:50basis by both the parties.
14. PAYMENT TERMS
a. Security deposit equivalent to 6 months licenses fee shall have to
be deposited as interest free security money within 15 days from
the date of issue of letter of acceptance and before signing of
licence agreement .The monthly licence fee shall have be
deposited every month payble by 7th in advance in the form of
demand draft/ bankers cheque only favouring C.K. Infrastructures
ltd. payable at Shimla.
b. For the subsequent years, the successful bidder shall again have to
make monthly rental payments as per terms & conditions
mentioned in the agreement.
c. There will be an increment in the licenses fee after one year as per
terms & conditions mentioned in the agreement.
d. Notwithstanding anything contained hereinbefore or hereinafter,
the security money deposited by the successful bidder as per
clause (a) above, shall only be returned to the depositor
(successful bidder), only after the adjustment of any amount due,
whatsoever, from the successful bidder.
15. PENALTY FOR DELAY IN PAYMENT
In case of non-clearance or delay in realization/ clearance of the
monthly rental installment of annual bid amount and/ or other
outstanding dues, as per the scheduled time period,the bidder shall
have to pay penalty as per terms & conditions mentioned in the
agreement.
16. HANDING OVER OF ADVERTISING SPACE TO THE
BIDDER
a. The spaces meant for the Advertisement/ publicity would be
given to the successful bidder for specific period of 3years or as
agreed upon mutually.
b. The LEDs and LCDsalready installed at the Modern ISBT
Complex for advertisement/ publicity are since the property of C.
K. Infrastructures Ltd. as such, the bidder shall reimburse the cost
of these publicity modes if used by the bidder.
17. LOSS/ DAMAGE TO MEDIA
C. K. Infrastructures ltd. shall not be responsible for any loss/
damage to the bidder.
18. TAXES
Any form of Government Taxes shall be paid and borne by the
bidder and it will be the sole responsibility of the party concerned
to comply with the Advertisement Law.
19. TERMINATION OF CONTRACT
a. Both the parties shall be free to end the agreement on completion
of three years or as prescribed in the agreement.
b. If the bidder fails to fulfill the above obligations, the agreement
shall be terminated and the security money shall be forfeited.
20. EXCEPTIONAL CIRCUMSTANCES AND FORCE MAJEURE
As per terms & conditions as per the agreement.
21. REGULATORY FRAME WORK
The bidder will be obliged to protect the National interest like
National security whenever necessary and required. The bidder
will abide by various statutory requirements relating to protection
of environment, safety etc. and also abide by the directives issued
by the Government or implementing agency of various rules and
regulations and or C. K. Infrastructures Ltd. in this regard from
time to time in accordance with the provisions of the operation
agreement or the laws in force .Any left out point not covered here
related to the hiring of Advertisement space will be regulated by
the policy of company.
22. DISPUTE RESOLUTION
All disputes shall be subject to the jurisdiction of court at Shimla if
not settled/ resolved amicably.
23. PROHIBITED ACTIVITIES
The bidder shall not be permitted to use the space hired for any
immoral display or the display of any adverse sentiment provoking
religious, communal or political display which is contrary to the
National interest or detrimental to the integrity or sovereignty of
the country. To decide upon the effect or impact of any such
display which is deemed objectionable,the decision of the
company shall be final and binding. For any objection on quality or
contents of display by any competent authority, the company will
only endorse and acknowledge the legal status of the bidder who in
turn will ensure compliance for its rectification- however no rebate
or monetary compensation will be allowed for the same.
