Foreword
Last May we embarked upon the development and implementation of the Lewisham
Quality Assurance structure based on the ‘Young London Matters’ framework. A year on
we can be comfortable in that the collaborative and alternative provision included in this
directory meets a minimum standard of provision and providers are working with us to
achieve excellence.
The framework has outlined that providers should ensure that all learners are safe and
secure and that provision for Lewisham young people is effective, efficient and value for
money
Many people contributed to this Quality Assurance process. I would like to take this
opportunity to say a BIG thank you to everyone involved for the support and commitment
that have made this directory a reality.

Introduction
The providers in this directory have completed the Lewisham self assessment framework
and been visited by members of the Lewisham Alternative and Collaborative Quality
Assurance Team.
Providers will now be required to use the Lewisham Learner Tracking System (CLM) as
part of the conditions of the Quality Assurance Framework and inclusion in this directory.
Schools and other agencies who take up the services of these providers are responsible
for ensuring that programmes meet the needs of individual learners. Schools and other
agencies can use the Learner Tracking System (CLM) to monitor attendance, punctuality
and progress (attainment).
Quality Monitoring and Evaluation Framework
Purpose
The framework is intended as a tool for monitoring consistency and quality in::

Leadership and Management

Delivery of Alternative Provision (Year 10 – 11 learners)
The framework enables the Lewisham 14-19 Partnership to share effective practice and
improve overall provision and learners’ experiences and outcomes. The framework
provides criteria against which the various aspects of the programme can be assessed.

The criteria have been identified as key quality indicators for the various aspects and
stages of alternative programmes.

Lewisham Education Business Partnership
Providers completed a Self Assessment and submitted it to the Quality Assurance Team.
Two members from the Lewisham Alternative and Collaborative Quality Assurance Team
then visited the providers.
During the visit
The Self Assessment formed the basis of the visit but the Team also included:

Discussion around assessment data

Joint visits to learning environments

Discussion with teaching staff / tutors

Sampling learners’ work

Ensuring that safeguarding arrangements (including CRB checks for all staff) were in
place
At the end of the visit, views based on the evidence seen during the visit, were discussed
with the provider. Discussions with the provider concluded and provisional strengths,
areas for development and a grade were agreed collaboratively in preparation for
completion of the Quality Improvement Plan.

After the visit
Final notes of the visit were agreed jointly by the providers and visiting Lewisham
Alternative and Collaborative Quality Assurance Team members and reported to the full
Quality Assurance Group.
The Quality Assurance Team will visit Providers on an annual cycle to update the Quality
Improvement Plan. The Quality Assurance Framework has a three year cycle.

Abbey Manor College
Type of provision
Abbey Manor College provides educational programmes for 11-16 year olds who do not
conform to conventional education. Abbey Manor College offers a completely new
approach to constructive learning based on vocational programmes at KS4 (14-16) and an
integrated learning model at KS3 (11-13). The College is developing a reputation as a
centre of excellence in providing creative and innovative programmes for learners who are
on the verge of permanent exclusion from school or have been permanently excluded.

Type of learner
Excluded learners or those at risk of exclusion. Learners unable to access mainstream
school for medical or psychiatric reasons.
How can learners access it? - referral routes
Via the Local Authority, Schools, Fair Access Panel, the Special Education Needs
placement panel and direct to the College.
When, where and how is this provided – includes times of the week and / or year
Provision is provided over three locations: Broadoak (Lee), John Evelyn (Ladywell) and
Lewisham Hospital. Learners follow the Borough’s school academic year and are offered
a minimum of 25 hours a week of full time education.
Charges
£140 per week for the academic year 2010/11.
Plans to change this provision in the future
Sixth Form provision as from September 2011.

BEP Group
Type of Provision
BEP provides full-time and part-time alternative provision for 14-16 year olds in Key
Stage 4 via their Vocation Inclusion Programme (VIP).
BEP has been running VIP successfully for more than 10 years and currently work with
over 150 students in three London Boroughs. The success of this programme is due to a
combination of high level pastoral support through a dedicated keyworker, small tutor
groups (no more than 8 students per group), and an emphasis on employer links and
progression to employment, including apprenticeships and further vocational
qualifications.
Qualifications Offered:

Foundation learning including Functional Skills in English, Maths and ICT from
entry Level 1 through to Level 2

ASDAN Bronze/Silver/CoPE

Vocational courses including BTEC Level 1 in Construction, Child Care and
Hairdressing

Extended Vocational Work Experience.

Type of learner
Entry Level to Level 2 learners who would be best suited to a vocational pathway.
How can learners access it? - referral routes
Schools/Colleges, Pupil Referral Units and the local authority can refer young people to
the programme directly.
When, where and how is this provided – includes times of the week and / or year
The BEP centre in Ladywell will be open from September 2011.
BEP offer full-time and part-time provision, one to five days per week, Monday to Friday
throughout the school term.
VIP is open to Year 9, Year 10 and Year 11. Learners can start courses at any point
during Key Stage 4, including the final term of Year 11.
Days and times are negotiated with schools according to learner and school
requirements.

Plans to change this provision in the future
BEP welcome feedback from all stakeholders and as the new Lewisham Centre becomes
established, BEP intend to widen our range of qualifications over the next few years
according to local needs.
Schools and Local Authorities BEP Group works with
Schools and/or pupil referral units in the local authorities in Havering, Redbridge, Barking
and Dagenham and Brentwood. BEP are currently working with approximately 25
schools.

Be Totally You
Type of provision
Be Totally You is a not-for-profit organisation with charitable aims. Be Totally You
provides young people with accredited training on a flexible “roll on roll off” basis. Be
Totally You has been helping learners back into education and employment since 2005.
Be Totally You’s mission is to help young people achieve their full potential - working with
learners that are Not in Education, Employment or Training (NEET) or at risk of becoming
NEET. Be Totally You also specialise in small group training and one to one sessions. Be
Totally You do positive activities in Performing and Creative Arts with the local community
and schools. Be Totally You hold annual award ceremonies to celebrate the achievements
of participants and to inspire other young people within the community.

Lewisham College
Type of provision
Various courses for KS4 learners usually as part time school link provision and part of a
Foundation Learning programme or vocational courses to complement school based
GCSEs.
Work Related Learning
1 day per week over 2 years, vocational courses at L1 or L2 in a range of areas – Hair and
Beauty, Business Retail, Hospitality ( Food prep and Food service) , Construction Crafts,
IT, Child care, Music and Media, Design and Fashion, Sport. Learners work in mixed
groups with learners from all partner schools. Year 10 Mondays, Year 11 Fridays.
KS4 Alternative Curriculum
Full time pilot provision for young people in KS4 at risk of exclusion from school, of
becoming NEET or in need of a fresh start. Core programme of Functional Skills and/ or
GCSE, Work Skills, Personal Development, sport, Art or Music technology, with two
vocational options using wider college facilities and work experience.
Entry Links Programme
For Year 11 learners from local Special Schools in preparation for 16+ transition. The
courses involve an extended induction to the College and its facilities, taster programmes
in various practical areas of the college and personal and social development.
Bespoke Links
The College works with local schools to offer tailored link programmes to meet individual
schools needs. Previously Lewisham College has worked with schools to offer GCSE
Engineering, L2 construction, Fashion and Design and Hospitality.
Curriculum Enrichment, Taster days and visits
The College is happy to offer some experience of a vocational area and tour of the
facilities as part of careers education, planning for post 16 choices or to enrich an area of
the school based curriculum by seeing applied skills in the work place. Previous visits
have included GCSE Food Technology visiting the Hospitality kitchens and restaurants,
Travel and Tourism to our cabin crew training room, Maths or Physics to the Construction
department, Science to Hair & Beauty.

particular vocational interest or those in need of a fresh start in a new learning
environment.

Referral via the home school or Local Authority. Applicants for the KS4 Full time
Alternative provision are interviewed with parents/carers following referral from school.
For vocational / WRL programmes completion of an application form following
attendance at the College Open Day for Year 9s.

KS4 Alternative Provision – Monday to Friday, 9.00am – 3.00pm.

For new Yr 10 School Groups (of up to 15 learners) £13,000 per group for 1 day per week
provision for the year (5 hours x 36 weeks 180 hours) or £1, 250 per learner.

Type of learner
All learners are catered for either on a full or part-time basis. StreetVibes has a
demonstrably positive track record of working with pupils who may have special
educational needs at lower levels. Able and talented pupils with a passion for music and
media are able to work towards higher-level qualifications supported by highly trained
practising industry professionals.
How can learners access it? - referral routes
Learners can be referred through a number of pathways. Through local 14-19 teams or
directly from their ‘home’ schools are the most usual methods, although direct referrals
and referrals from other Local Authority and young people focussed agencies are
welcome.
When, where and how is this provided – includes times of the week and / or year
Provision is delivered on either a part of full-time basis and mirrors the school year across
London. All learners attend a StreetVibes centre from 9:00am until 3:00pm, although the
days that they attend are flexible.

StreetVibes BTEC provision is currently charged at £52 per day for part time learners and
£57per day for full-time learners.

StreetVibes has provided alternative education for learners from across the London
Boroughs of Bexley, Bromley, Greenwich, Lewisham, Southwark and Tower Hamlets.

Learners who are struggling with main stream education for various learning and
behavioural issues aged 5 – 18 years.
How can learners access it? - referral routes
Pupils must be referred from the relevant Local Authority or through secondary schools.
When, where and how is this provided – includes times of the week and / or year
Academic school terms, Monday to Friday, normally hours are 10am – 2pm however special
provision can be made outside of these hours if required. The Tutorial Foundation is based
near the centre of Bromley.
Charges
These are dependent on the learner’s requirements, e.g. number of hours, group vs.
individual lessons, etc. For the 11 -18 age range the group rate is £22.86 per hour or
individual rate is £36.91 per hour.

The Tutorial Foundation have also done some specialist work with Ravensborne School.

Young people considered to have some SEN needs – emotional and behavioural.
Learners with different types of learning styles as these are incorporated into our lesson
delivery.

Access is via schools sending referrals to Wize Up with details of the learner and any
support needs. The learners are then invited to attend an induction with their parent
/carers.
When, where and how is this provided – includes times of the week and / or year
Operation hours:
Monday – Friday, 9:00am to 4:00pm
Breakfast club 9:00-9:30 (hot lunch is provided)
Three sessions take place daily with young people taught in three separate groups (Group
1 all KS3, Group 2 year 10, Group 3 year 11) a typical day will consist of three sessions
being: English, Maths, ASDAN/ICT (this is an example).

£65 per day although should a placement be booked in advance for a long term a discount
is applied.

Wednesday from September 2011.
