The two extensions are a departure from the prevailing character of the existing buildings on the site but this is not to the detriment of the area. The alterations will have a significant positive impact when viewed from within the base but will not be seen from outside the base due to the topography of the area and the surrounding vegetation. The proposal will therefore not have an impact on the wider landscape. Residential Amenity There are no residential properties close enough to the base to be affected by this proposal. Biodiversity Considerations The ecological survey suggests that there is a roost site for a small number of pipistrelle bats in building 10C11. In this instance, NRW does not object and considers that there should not be a detriment to the maintenance of the favourable conservation status of the bat species present, providing that:with MCC prior to any work commencing at the site. The MS should include, but not be limited to, timing of works, measures to avoid killing & injuring bats during works, use of materials (such as timber, roofing membranes), positioning and size of entrances, size & location of roosting areas, vegetation retention / management, proposals for lighting as appropriate and should be implemented as agreed. species & its use of the structure. As part of the on-going refurbishment of the base as a whole, replacement bat roosts, feeding and hibernation buildings have been provided elsewhere of the site. Our biodiversity officer is satisfied that an EPS Licence will not be required subject to the full implementation of a method statement. This can be secured by condition. Land Potentially affected by contamination Given the site‟s use as a Royal Ordnance factory since 1938, NRW request that a Preliminary Risk Assessment (PRA) is completed as a minimum to support this application. This can also be secured by condition. These conditions can be discharged straight away if the PRA demonstrates that no contaminative activities have taken place in the area of the proposed development. 6.0 RECOMMENDATION: Approve Conditions: 5 years PRA for contaminated land
