The Training Modules prepared by the Institute for the current Training
Campaign were based on a comprehensive Training Needs Assessment
(TNA) - conducted in July - August, 2009. The TNA exercise entailed - First a TOT for TNA teams at the State level, on the process, tools and framework of TNA, followed by decentralized Four Days Brainstorming
Workshops - conducted at seven Divisional Headquarters of the State simultaneously. Elected Representatives and their Official Counterparts were nominated from all the constituent districts of each Division in these
Workshops. On Day One interactions were held with ZP level
Stakeholders, on Day Two with PS level, on Day Three with GP level and on the Fourth Day with Gram Sabha level. Thus, the TNA exercise was a
State-wide comprehensive and inclusive process of assessing felt needs of all Stakeholders, thereafter, collating and prioritizing the emerging needs
- through a State Level Experience Sharing Workshop.
The TNA 2009 - led to following core areas as the basic set of needs to be integrated in the curriculum for PRI Training Modules - 2010, designed in response to emerging training needs - in terms of knowledge inputs, skill-based exercises and attitudinal change related behavioural issues -

Thus, the book of Training Modules: 2010, gives the reader an insight into the perspective and process of conduct of PRI Training Campaigns in
Rajasthan, the Campaign Calendar for the present campaign, followed by the Training Designs based on which the PRI Training Campaign 2010 has been conducted in the State, within the stipulated time-frame of a 100
Days Action Plan, approved by Hon'ble Chief Minister. The six types of
Training Designs integrated in this Module, are customized to the Training
Needs assessed before the Campaign and have been designed in
response to the emerging needs felt at each level of PRIs. They will be of use for adaptation by different States of the Country and will be a useful reference for Capacity Building of PRIs in India, to equip them for effective Local Self Governance - as mandated by the Constitution of
India.
