Dave Porter is a lead consultant with the UK-based Purchasing and Materials Management Services Consulting Group
(PMMS), one of the world’s largest consulting teams specialising in procurement and negotiation.
Commencing with North West Water, Dave has enjoyed a successful career in the water, construction, technology,
environmental and consultancy sectors in a wide range of roles embracing procurement, engineering, project
management and environmental management.
As a senior manager, he was responsible for delivery of the Environment Agency’s capital programme in the North
West encompassing construction and technology projects including real time data monitoring and associated control
systems. Moving to a Head Office strategic management role, he re-engineered the Agency’s capital procurement
processes.
He has extensive experience of supplier management and internal customer relations gained from leadership of
major projects, business process re-engineering and implementation of quality management programmes. He has
successfully led a range of business and procurement change initiatives.
Since joining PMMS in 2001, Dave has worked with a variety of public and private sector clients including the Higher
Education Procurement Academy, Welsh Government and the Value Wales Initiative, National Assembly for Wales,
Orange, BAA, Biwater, Lloyds TSB, British Nuclear Group, NATO, Scotland Excel, British Energy, Severn Trent, S4C,
Royal Mint, Office of Government Commerce, Buying Solutions, Home Office, NHS, CIPS, NPIA and numerous City,
Borough and County Councils. Examples of the support provided are:

Benchmarking procurement performance of major organizations and formulation of improvement action plans.

Design and delivery of skills development programmes.

Leadership of PMMS skills development and consultancy support to the Welsh Assembly Government’s ‘Value
Wales’ Initiative (all Welsh public sector organisations), Scotland Excel (all Scottish Local Authorities) and
National Policing Improvement Agency (all UK police forces).

Leadership of PMMS skills development support to the UK central government and wider public sector through
the Buying Solutions learning & development framework and for Buying Solutions staff (now Crown Commercial
Services).

Production of guidance and training material on current (2004) European procurement legislation for the Office
of Government Commerce and provision of related advice and training to numerous public sector organisations.

Advice and support on the application of the Competitive Dialogue process to procurement of waste treatment
facilities, telecoms infrastructure, town centre re-development, IT systems, subway systems, transport and
countryside access improvement projects.
