Dear Colleague:
Santa Clara University Philalethic Debating Society invites you and your squad to participate in the Rev.
James J. Dempsey SJ- Marty Cronin Invitational Speech and Debate Tournament to be held on the weekend
before Thanksgiving, Friday-Sunday, November 22-24, 2013.
The tournament is named in honor of the late Rev. James J. Dempsey, S.J. and Coach Marty Cronin.
Fr. Dempsey was a long time college coach at Santa Clara University and co-founder of the collegiate
Northern California Forensic Association, the regional league that exits today. Mr. Marty Cronin was an
outstanding teacher and coach at both Santa Clara University and Douglas County High School in Nevada
where he was also a league officer and mentor to many debaters and secondary coaches. He was a past officer
in the Nevada state high school forensic association and active in state politics. Both Fr. Dempsey and Marty
Cronin personified what is great about forensics and debate education.
We are pleased to announce that we are again a NIETOC designated bid tournament for those interested in the
National Individual Events Tournament of Champions.
Again this year we're asking schools to call in to confirm registration the Thursday afternoon before the
tourney to expedite early rounds on Friday and Saturday. Lincoln-Douglas and Policy debate start Friday,
November 22. Parliamentary and Public Forum plus Events start Saturday, November 23. Sunday
elimination rounds are staggered between debate and events.

Web Registration
Entries will only be accepted on-line at http://www.debateresults.com. It will take you a few minutes to set up
your school's account, but once that is done, the system is a breeze. Plus, the system will save all your judges
and competitors - so when you enter the next tournament that uses this system, you will not have to type the
judges and competitors names again. To enter go to www.tabroom.com. Please note that high school
tournaments and college tournaments are separated. You can find the SCU Dempsey Cronin Invitational under
the National Circuit (NatCir) for high schools on Tabroom.com.
Deadlines
The system will accept entries and changes until NOON Monday, November 18, 2013. Make drops and adds
on the web page after that up until the tournament begins. All space in debate and events will be allocated on
a first come, first served basis; register early. Changes or drops after Monday, November 18, 2013 at NOON
will be charged a $10 nuisance fee. All schools must phone in Thursday, November 21, 2013, to confirm their
registration to408.554.4693. Schools not phoning may have their registration canceled.
Tournament Hotel
The San Jose Airport Park Hotel (formerly Holiday Inn) will be the designated tournament hotel with a special
rate for Dempsey participants with rooms for up to four people at a $84.00 rate. Please contact the hotel
reservations at 408.793-3300 to make arrange housing. Our contact hotel person is Adam Furstenberg, Sales
Manager. The hotel also has free shuttle service to/from SCU via the VTA #10 bus.

Topics
L/D Debate Topic: NFL September/October topic
Policy Debate Topic: National topic on Latin America
Public Forum: NFL November Public Forum Topic.
Parliamentary Debate: three topics will be provided each round; each team is allowed one strike each.
Divisions
Novice and Open Division in Debate and Events except Congress. Novice is defined as a student's first year of
competition.
Patterns
Debate Pattern: Policy, Parliamentary, Public Forum and Lincoln-Douglas Debate plus Congress in one
pattern.
Events Pattern: Extemporaneous/Dramatic Interpretation /Expository/Original Prose Poetry / Oratorical
Interpretation/ Impromptu /Persuasive /Humorous Interpretation/Thematic Interpretation and Duo
Interpretation. All Individual Events will be combined into one pattern to make the schedule more
efficient. Double entries in Events are allowed but be warned that it may be a challenge to make it between
rooms.
General Tournament Rules
School registration in part or whole may be rejected due to space considerations - please register early! Every
year several schools cannot attend or have their entries restricted.
The tournament will consist of six preliminary debate rounds and the three preliminary rounds of events. All
divisions will receive trophies. We reserve the right to combine divisions if the entry warrants.
Events Rules
Generally we use CHSSA rules but there are exceptions that include: Persuasive will include both advocacy
(Original Advocacy) and other "persuasive" speeches (Original Oratory). Extemp is combined national and
international.
Semifinals will be held in individual events with 50 or more entries or the discretion of the tournament
director. Undersubscribed events may waive finals. Due to scheduling, we will only be breaking to Octos,
entries permitting.
Schools entering Duo teams should also email a list of Duo names to Mjaich@scu.edu to confirm that the web
entry is correct (yes, last year we had issues with the web entry being wrong).
Congress Rules
Congress will have one open division only. Please designate the PO's with a 'po' for every ten entries. Please
note that Congress is listed under IE's. Please enter Congress judges into the IE judge pool. Bills are included
at the end of this invite.
Sweepstakes Rules
The tournament awards a sweepstakes for overall performance small and large entry schools and best speaker
awards for team debate divisions. Small schools are those schools with fewer than 20 entries.
Sweepstakes is based solely on students advancing into elimination rounds in both IE and Debate. Varsity IE
entries earn 1 point for breaking into Semis and 2 points for breaking to Finals. Varsity debate entries earn 2
points for breaking to eliminations (2 points for LD entries and 4 points for Team events). Novice entries earn
1 point per student breaking to eliminations.
Judging
Each judge covers two teams (Parli or Policy); four Public Forum teams/ four Lincoln Douglas debaters/duo
entries or six event entries in each pattern. School will pay a judging penalty fee per event slot, Congress entry,
Lincoln Douglas/Duo Interp or debate team not covered by school judges. Judges are committed one round
past where their school drops from competition. Judges are assumed to be experienced and prepared to judge
their assigned events or debate formats. Debate judges are free to determine style questions at the beginning of
each round. School judges who fail to check in at the judging table when assigned may have their team fined
the aforementioned penalties per round. Please contact us if you're unsure of your judging commitment.
Please note, schools with multiple judge changes during the weekend should not enter names per se but just
"School Judge 1", "School Judge 2", etc. So for example, Memorial High would add "Memorial Judge 1",
"Memorial Judge 2", etc. This would make it much easier to assign ballots at the judging table.

Below you will find the Congress bills for the tournament.
CONGRESS BILLS
Bill # 1: A Resolution to Eliminate Interest Rates on FAFSA Loans to Reduce Student Debt
WHEREAS, Students already incur insurmountable debt from the cost of college
education; and
WHEREAS, The Federal Government is profiting off of the interest paid by students
through the use of student loans; and
WHEREAS, Out of the 20 million students that go to college each year, 12 million rely on
student loans; and
WHEREAS, 37 million of all Americans have outstanding student debt, averaging at
$25,000 per person; and
WHEREAS, Eliminating interest rates would help alleviate student loan debts and allow
for more consumer spending, spurring the US economy; now, therefore, be it
RESOLVED, That the Congress here assembled make the following recommendation to
eliminate interest rates on FAFSA loans.
Bill # 2: A Bill to Stabilize Relations between Iraq and Kurdistan
BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:
Section 1. The United States encourages the following:
The Federal Government of Iraq and the Kurdistan Regional Government should resolve
transport fees on existing oil pipelines.
The Federal Government of Iraq should ensure that payments owed by Iraqi oil companies
operating in I Iraqi Kurdistan are made.
The Kurdistan Regional Government should negotiate with Turkey to limit the amount of
oil exported through pipelines to Turkey.
Section 2. Thirty million dollars in funding for economic development will be granted to
the Kurdistan Regional Government and fifty million dollars in funding for economic
development will be granted to the Federal Government of Iraq if all three conditions in
Section 1 are met.
Section 3. The Secretary of State will determine when all three conditions are met.
The Office of U.S. Foreign Assistance Resources will be responsible for providing funds to
the named governments.
The Office of U.S. Foreign Assistance Resources will document how the funds are being
spent.
SECTION 4. Funds shall be granted within three months of successful negotiations.
Section 5. All laws in conflict with this legislation are hereby declared null and void.
Bill # 3 A Resolution to Eliminate Agriculture Subsidies to Concentrated Animal Feeding Operations
WHEREAS, Animals are being tortured in concentrated animal feeding operations
throughout the United States; and
WHEREAS, Animals are forced to live in their own feces, urine, vomit, and even amid
the corpses of other animals; and
WHEREAS, These feeding operations result in unsanitary situations which harm U.S.
consumers; and
WHEREAS, The suffering of sentient non-humans is morally the same, the species barrier
does not justify discrimination; now, therefore, be it
RESOLVED, That the Congress here assembled should eliminate all of the United States
agricultural subsidies for concentrated animal feeding operations.
Bill #4 . A Bill to Restrict the NSA
WHEREAS, the National Security Agency has been caught spying on average US citizens,
and
WHEREAS, Americans should have a right to privacy, and
WHEREAS, government surveillance leads to more and more rights violations,
RESOLVED, the NSA be banned from capturing citizen communication information
unless they are named in a court ordered warrant.
BILL #5 - A Bill to implement a Flat Tax
WHEREAS, the current system of taxation produces waste and inequality,
BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:
Section 1. The United States Department of Treasury should install a flat tax system
allowing a single federal income tax rate for all citizens, with no regard of income.
Section 2. The United States is currently using a progressive tax system, requiring higher
income tax on those with higher incomes and a reduced rate for those with smaller incomes.
Section 3. The U.S. Department of Treasury will be responsible for enforcing this bill.
SECTION 4. This Bill will go into effect January 1, 2014.
Section 5. All laws in conflict with this legislation are hereby declared null and void.
BILL #6 – Immigration Reform
WHEREAS, there are millions of undocumented aliens living in the US, and
WHEREAS, doing nothing is granting them de facto amnesty,
BE IT ENACTED BY THE CONGRESS THAT:
Section 1: All non-citizens who have lived in the United States for the past five years and
have not been convicted of a felony be given special temporary residency status allowing
them to initiate the process of becoming an American citizen.
Section 2: Individuals in this status convicted of a felony crime during the citizenship
application process would be deported.
Bill #7 – E-Cigarettes Control Act
WHEREAS, electronic cigarettes are growing in polularity, and
WHEREAS, e-cigarettes may be increasing youth interest in tobacco and other drug use,
BE IT ENACTED BY THE CONGRESS THAT:
E-Cigarettes be treated as tobacco cigarettes under current laws including age restrictions,
taxation and restrictions.
Bill #8 – Foreclosures and Eminent Domain
WHEREAS, foreclosures continue to be a drain on the U.S. Economy, and
WHEREAS, abandoned properties perpetuate declines in home values, and
WHEREAS, the Federal government has failed to stem abuse by U.S. Banks,
BE IT ENACTED BY THE CONGRESS THAT:
Municipalities be granted the power of eminent domain for the taking of private properties
in the process of foreclosures for either resale to the owner or transfer to a new owner as
determined by the city.
Bill #9 – Corporate Executive Pay Control Act
WHEREAS, many US corporate leaders receive excessive salaries and bonuses, and
WHEREAS, income inequality is growing worse in today's economy, and
WHEREAS, companies reward executives who break the law or manage an annual loss,
BE IT ENACTED BY THE CONGRESS THAT:
No executive salary annual increase in compensation or bonuses exceed 10% of the prior
year including stock options, shares and/or value of perks and vacation time.
Bill #10 – End Agricultural Subsidies ACT
WHEREAS, the US Federal budget is experiencing significant deficits, and
WHEREAS, American farmers should be able to compete with international growers, and
WHEREAS, the small farm has been replaced largely by corporate operations,
BE IT ENACTED BY THE CONGRESS THAT:
All Federal agricultural subsidies should be gradually reduced by 5% per year beginning in
2015 until the subsidies are completely eliminated.
How to Register for the Tournament on Tabroom.com
In order to register for the tournament, you will first need to have an account for Tabroom. Go to
Tabroom.com and click Sign Up at the right side of the page to create an account. After creating your
account, you’ll have to join a circuit to register for tournaments. The SCU Dempsey Cronin Invitational
is part of the National Circuit (US HS) circuit. If you already have an account, you’ll have to log into
your account in order to register for the tournament. If you’re still having trouble, email Melan Jaich
(mjaich@scu.edu) or our Tab Director, Mariel Cruz (cruznmariel@gmail.com) for assistance.
How to Register Students
-Go to the tabroom.com web page.
-Click on the tournament name (SCU Dempsey Cronin Invitational 2013) from the list of
tournaments from the tabroom.com web page. This takes you to the invite and registration page. If you
can’t find the tournament on the main calendar, you can enter the tournament name into the search box
in the upper right-hand corner.
-You should be redirected to the SCU Dempsey Cronin Invitational 2013 webpage. On this
page, click the Register tab
-Log in to tabroom.com. You’ll need to set up an account with tabroom.com if you don’t
already have one.
-After logging in, you’ll be sent to the Registration page for the tournament. You’ll need to have
students in your Roster before proceeding to the next steps. See Adding Students to Roster if you
haven’t done this already.
-To register for the tournament, click the Entries tab
-On the right side of the screen, you’ll see the events offered at the tournament. Click on the
event you want to register for.
-Click Add Entry
-Next, click on the drop down menu to choose the students you want to register. If you don’t already
have your students added to your Roster, click Add Entrants to Roster to add students to your Roster.
See Adding Students to Roster for more info.
-Next to Student 1, find the student’s name in the drop down menu
-Next to Student 2, find the second student’s name, if applicable
-Scroll down to the bottom of the page and click Save Entry Details. The student names should
appear on the entries screen.
-Continue this process for each entry that you have for the tournament. Each of your entries should
appear on your registration page.
How to Register Judges
-From the Tournament Registration page, click the Judges tab
-In the box that says Judge Groups, and click on the group you want to add your judge to, for example
click Policy Judges to enter judges for policy debate.
-In the upper right-hand corner, click on the drop down menu in the Add Judges box to enter to your
judges. If your judges haven’t been added to your Roster yet, you’ll have to add them to your Roster
first. See Adding Judges to Roster for more info.
-If you already have judges added to your Roster, click the name of the judge you want to add.
-Then click Enter Judge
-On the next screen, click Save Details to save your judge’s information. If there are additional
notes you would like to make about your judge, you can add them on this screen.
-In the Judges Groups box, a number will appear telling you how many uncovered rounds you still
have to fulfill.
-Repeat these steps until you have entered all your judges.
Adding Judges to Roster
-Click Add Judge to Roster
-Enter in the judge’s information
-Click Save Judge
-Click Add a New Judge to add more names. Once you have all the judges entered, go back to
the Tournament Registration page.
-Do this by clicking the Tournaments tab on the left side of the screen
-Then click SCU Dempsey-Cronin Invitational. This takes you back to the Tournament
Registration page. To go back to the Judge Entry page, click the Judges tab. Then click either
Debate or Events to go register judges.
Adding Students to Roster
-Before you can add the teams, you have to enter the students onto your Roster. Click Add Students to
Roster on the right side of the screen.
-Click Add a New Student
-Enter in the student’s information and then click Save Student and Add Another. Once all
your students are added, you can go back to the tournament registration page and continue with
registration.
-Do this by clicking the Tournaments tab on the left side of the screen
-Then click SCU Dempsey-Cronin Invitational. This takes you back to the Tournament
Registration page. To go back to the Student Entry page, click the Students tab. Then click
the event or debate division you want to register for.
To View Entries and Participating Schools
-Go to the main tournament registration page for the SCU Dempsey Cronin Invitational
-On this page, click Entries to view tournament entries.
-The events offered at the tournament are listed on the right side of the page. Click the event you want
to view entries for to double check your registration and to see who else is registered for that event.
-To view a list of the participating schools, click on the Invite tab on the main tournament page.
-On the right side of the page, in the Info box, click Schools Registered to view a list of all
schools registered for the tournament.
Download
