2013 Wold Improvement & Service District Annual Meeting
Minutes
Board Members Present: Roger Woolington – President; Larry Davis – Vice President/Secretary; Bob
Rodekohr – Treasurer; Mike Schmidt – Director; Deryl Woirhaye – Director
The 2013 annual meeting of the Wold Improvement and Service District, at the Station #4 Big Laramie
Valley Fire Department fire house, was called to order by Roger at 10:45am. A welcome was followed
by the pledge of allegiance.
The minutes of the 2012 annual meeting were unanimously approved. Reading of the minutes was
dispensed of by unanimous approval.
Bob gave the 2013 (Sept. 1, 2012 – Aug. 31, 2013) treasurer’s report. The District received assessment
payments totaling $4,650. Total receipts were $6,545, including $95 beginning balance, $1,780 in
donations and a $20 capital credit from Carbon Power. Total expenses through August 31, 2013 were
$2,605, yielding an account balance as of August 31 of $3,940. No invoice for partial progress has been
received for the centerline survey. The treasurer’s report was unanimously approved.
60 owner/members registered as present for the meeting, just exceeding the 33% quorum required by
the recently revised District bylaws. Currently the District is composed of 177 owner/members.
OLD BUSINESS
The June mail ballot election for approval of the $10,750 budget for 2014 and a bylaws change lowering
the required quorum for the annual meeting from 50% to 33% were both approved. The budget was
approved by 69% of those voting (a simple majority was required). The bylaws revision was approved by
68% of those voting, barely exceeding the two-thirds required.
The on-site work for the Wold road centerline survey was completed this summer by Steil Survey
Services of Cheyenne. The larger part of the work and cost occurs in the office, on computers. The work
will not be completed until 2014 when the required additional funds will be available. The next phase of
the project will be the development of a joint digital map joining the results of the road survey and the
digital property descriptions map already available at the Albany County offices. After that, the District
will be asking for road access easements from those District members through whose properties the
Wold roads officially pass, based on the joint map.
Steve Strobel aired his concerns and his lack of support with regard to the road easements. No support
for him or his positions were offered by any others.
John Gorski again aired his opinion that the method of District voting can be unfair as all partial owners
are given a full vote on District business and elections. His concern is that a few properties with multiple
owners could push decisions in their favor. Roger reminded him that the definition of voting members is
stated in Wyoming statutes. Larry stated that two properties have six owner/voters each, all others
have fewer owners.
The slash pile is not being used as heavily as in the past, and Roger asked if people thought we should
try to return half of the acreage to the Forest Service. After discussion it was moved, seconded and
passed to maintain the current lease and slash pile size, for now.
With regard to road maintenance, Mike indicated that in several places the gravel has been moved to
the sides of the road to the extent that either a shovel work crew or additional gravel will be required in
the next year or two. Mike also said that new culverts will be required in a couple of locations.
Mike was complemented and thanked for his voluntary efforts in dragging the roads. Nancy McDonald
suggested that Mike be compensated for fuel cost at least. Mike declined.
Also the Ericksons were complemented and thanked for their efforts in applying gravel and rocks to the
Clock Rd. washout.
Mike also reported on the cost for forest exit signs.
NEW BUSINESS
A $7,500 budget for 2015 was presented by Bob. The normal base budget would be augmented by the
activities associated with acquiring road easements. With a quorum in effect, the budget was approved
unanimously.
Jean Borland suggested, and moved after discussion, to include a 15% contingency for the base budget.
This was unanimously approved, increasing the 2015 approved budget to $8100 ($4,000 x 1.15 plus
$3500).
With regard to future road maintenance and addition of new gravel, Mellita Bellis suggest using a larger
gravel size as it seems to stay put better.
Concerning the Wold website, Roger said that he is currently doing the maintenance, adding and
deleting items of interest to the community. He asked for help if anyone was willing. No volunteers
spoke up at the meeting.
Three board members’ terms are expiring this year and their seats are therefore up for election. These
are the director seats currently held by Larry Davis, Mike Schmidt and Deryl Woirhaye. None of the
three are seeking re-election. Only one person – Constant Marquer – turned in an application to run by
the August 27 deadline. With the approval of the Albany County Clerk’s office, additional applications
were offered for anyone wanting to run. If at least three candidates are not available, selection will be
by write-in votes for the other positions.
Roger suggested the District members think about changing the board to three members if we cannot
find five people to serve. This would require a bylaws revision.
It was decided to again pay for our use of the fire house by voluntary donations. A fire boot was made
available for that purpose. It was also decided to use part of the donations to pay Mike Schmidt, John
Gorski and Tom Loftin for their pushing up of the slash pile. Mike and Tom declined.
Clarence Unruh asked about the status of plowing of Tick’s parking lot this winter. It was reported by
Steve Strobel and Mike that Indications are the Forest Service is going to let a contract for the plowing.
Steve Martindale reminded people that those over 62 can get an annual park pass from the Forest
Service or any National Park, so they would not have to pay to park in Tick’s.
It was noted by Helen Bailey that several people have not paid their assessments. She indicated that
those not paid by September 5 will have liens sold to the public for the cost of the assessment and
current fines. Annual interest rates of 18% are accrued until the assessment and the interest and fees
are paid.

The meeting was adjourned, and a nice lunch was served consisting of side dishes and desserts brought
by members and hamburgers and hotdogs provided by the District.
