Welcome
Hello and welcome to the study of knowledge management with a primary orientation
towards the development of employees. This is an applied course anchored in the
innovative processes and emerging theory relating to developing human capability in
organisations.
This unit of study will advance an integrated way to explore how we can manage knowledge
and human capital development within an organisation. It will do this through study and
analysis that falls into two main parts; firstly a study of knowledge capital and knowledge
management, and secondly, a study of human resource development. The link or cross over
between these two themes will be the development of Human Capital within an overall
Knowledge Capital Framework; what will be termed Human Capability Development.
You will see we have three assessment points; an initial project essay-style assignment
requiring the application of research and investigative methods covering in Topics 1 to 6; a
second report-style case study or workplace assignment requiring a deep appreciation for
merged application of both human capital and with human resource development theories
studied in Topic 7 to 10; and, finally, a quiz to test your academic understanding and
knowledge on the topic.

Information about this unit
Unit description
This unit describes the performance outcomes, skills and knowledge required to identify
human capital; to consult on the advantages of human capital with internal and external
stakeholders or collaborative partners; and to develop and monitor the capital value
attained through implementation of human resource development activities.
Students will be introduced to knowledge management and why it is contingent upon the
development of human resources and their capital value. Rather than just focus on
information management and technology, this course will focus on people, processes and
systems. It will show how to manage within a digital or information economy while
maintaining full awareness as to how the capacity of people to perform and learn within and
outside the organisation’s boundaries will directly impinge overall knowledge capital value.
Linkage to other units
As you undertake this unit it may be useful to examine in conjunction with innovations in
learning practice or digital learning or leading change. As such assignment work in this unit
could be related to unit JNB514 Transformational Leadership (addressing national
competency standard BSBLED701A Lead personal and strategic transformation) or where
human capability development could be tied to organisational needs and a learning strategy
developed as part of study for BSBLED702A Lead learning strategy implementation

The Registered Training Organisation RTO and AMC, University of Tasmania are committed

unit and others that you are currently studying.
Training and Assessment
This unit is framed around Competency Based Training (CBT) and Assessment. The corner
stone of CBT is the competency standards contained within the industry Training Package.
The concept of competency focuses on what is expected of an employee in the workplace

rather than on the learning process and embodies the ability to transfer and apply skills and
knowledge to new situations and environments. Competency is a broad concept that
includes all aspects of work performance and not only narrow task skills. Each unit of
competency describes outcomes relating to work performed to a standard. Students
undertaking training and assessment receive a competent result when successful
performance is demonstrated.
Students may request access to personal records at any time. Requests to view personal
records should be made in writing. AMC management permit access to records only by
students or student authorised parties and AMC staff.
Credit or Advanced Standing for prior knowledge and skills
AMC recognises all Qualifications and Statements of Attainment issued under the Australian
qualifications Framework by any higher education providers and registered training
organisations (RTO) as valid credentials.
Recognition of qualifications issued by other RTO is usually for purposes of entry into a
qualification where another qualification or certain Statements of Attainment are a
prerequisite to entry, or for part completion of a qualification based on Statements of
Attainment for the units/modules already held by the student. It is mandatory that RTO’s
accept the qualifications and Statement of Attainments issued by other RTO’s.
Recognition of qualifications issued by other registered training organisations does not
require an RTO to recognise the qualifications/Statements of Attainment issued by another
RTO for any purposes other than training with that RTO, such as licensing or compliance
arrangements, e.g. security or regulatory requirements.
Recognition of qualifications issued by other RTO does have a limited lifespan. If the
qualification/Statement of Attainment is has been superseded and is no longer on the
national training information system, recognition of prior learning would be the most
appropriate way to proceed.
Recognition of Prior Learning (RPL)
Recognition of Prior Learning (RPL) is available for all Units of Competency. A Skill Check is
also available to rapidly assess if you have relevant prior experience, skills or knowledge.
The learning outcomes of each unit provide the RPL benchmarks. Candidates may receive full
recognition or advanced standing for the competencies required for a course or module.
Individuals enrolling in a vocationally accredited qualification may later opt to apply for RPL.
RPL is a formal process conducted through national RPL Guidelines and procedures all RTOs
must have in place. It is offered to assist those who may have previous experience or skills
to gain recognition and formal qualifications without repeating or undertaking unnecessary
training.
Students requesting RPL must obtain and lodge an application for "Recognition of Prior
Learning" with the course coordinator. Students receive the RPL Guide prior to enrolment
which includes the application documentation as well as a step by step guide of what is
required.

RPL will enable Participants to:





Receive recognition of current levels of skills and knowledge
Increase understanding of how to achieve qualifications
Improve confidence in their current level of skills and knowledge
Undertake fewer units/modules of training by gaining ‘credits’ or advanced
standing (higher education)
Save time and accelerate attainment of a qualification.
Learning resources
The unit achieves these outcomes through an applied learning project, and participation in
exercises and learning activities that involve discussion, debate and development of
scenarios, solutions and propositions. Group work and informal collaboration and
discussions are important learning tools and will be a key part of the resources provided in
the unit to facilitate learning.
Prescribed textbook
There is no prescribed textbook for this unit. A Human Capability Development ebook with a
consolidated set of notes is provided. This is supported by a series of Study Guides for each
topic area and handouts, readings and associated video or online resources.

Reading widely in this unit is not only encouraged but also necessary. Useful information

Independent study
This unit is designed largely for self-paced study. There are sufficient resources and activities
in the study package (study guide, readings) to allow you to progress largely by self-study,
but you are encouraged to engage with fellow students and your lecturer(s) through the
unit’s online presence.

dates, and in particular information regarding due dates for assessments.

Refund policy
All fees and charges levied on students enrolling in courses offered are clearly outlined to
students before they enrol. Flexible payment plans available for training programs and the
cancellation/refund arrangements are applicable.
AMC guarantees that no additional charges will be imposed during the period covered by the
course being undertaken. Where fees are paid in advance of services rendered, students are
entitled to a 100% refund of course fees paid, if AMC is notified before service delivery
commences. AMC guarantees to ensure that all fees paid in advance are maintained in cash
assets until services are delivered, ensuring that refunds are available if required.
Refunds may also be sought and negotiated on an individual basis with AMC where delivery
has commenced. In this instance a percentage of student fees will be refunded dependent
on the percentage of the service provided.
Enrolment fees paid by students for any program cover administrative components of
service provision and are non-refundable.
All AMC course fees are designed to minimise the impact of fees and charges on the student
through flexible payment plans, dependent on program type.

Unit schedule 2013
While study is flexible as a distance study unit, set times do exist and need to be met for
assignments. A date is also set for the intensive session. Nominal dates exist to promote
study planning and lecturer support. Should completion be planned outside this time it will
need to be negotiated with the lecturer and learning support from tutors may be unavailable.
Nevertheless all study in funded qualifications will have to be completed within set
timeframes. These will be covered in the course outline.

Specific performance requirements
In order to pass this unit you must submit all the required assessment items and obtain an aggregate of 50% overall.
In addition, all submissions of assessment items must show evidence of a substantive effort being undertaken in attempting to complete all assessments. For those students without
access to the internet assignments may be submitted by mail. You will need to have the assessment item counter signed and dated by a witness and sealed before mailing to the RTO
manager or unit coordinator.
The assessor may contact you to discuss verbally, or require further written work to clarify the content of any or all of your coursework.
Please note that while drafts of written work may be submitted on terms agreed with your facilitator, resubmission of written work for reassessment is not permitted. This is to
optimise conformance with university assessment policy and, on successful completion, assure credit/advanced standing into higher education units.

Academic referencing

Academic misconduct
Academic misconduct includes cheating, plagiarism, allowing another student to copy work
for an assignment or an examination and any other conduct by which a student:
(a) seeks to gain, for themselves or for any other person, any academic advantage or
advancement to which they or that other person are not entitled; or
(b) improperly disadvantages any other student.
Students engaging in any form of academic misconduct may be dealt with under the
Ordinance of Student Discipline, and this can include imposition of penalties that range
from a deduction/cancellation of marks to exclusion from a unit or the University. Details
of penalties that can be imposed are available in the Ordinance of Student Discipline – Part

Plagiarism
Plagiarism is a form of cheating. It is taking and using someone else's thoughts, writings or
inventions and representing them as your own; for example, using an author's words without
putting them in quotation marks and citing the source, using an author's ideas without proper
acknowledgment and citation, copying another student's work. If you have any doubts about
how to refer to the work of others in your assignments, please consult your lecturer or tutor for
relevant referencing guidelines, and the academic integrity resources on the web at
http://www.academicintegrity.utas.edu.au/
The intentional copying of someone else’s work as one’s own is a serious offence punishable by
penalties that may range from a fine or deduction/cancellation of marks and, in the most serious
of cases, to exclusion from a unit, a course or the University.
The University and any persons authorised by the University may submit your assessable works
to a plagiarism checking service, to obtain a report on possible instances of plagiarism.
Assessable works may also be included in a reference database. It is a condition of this
arrangement that the original author’s permission is required before a work within the database
can be viewed.

Penalties
It is your responsibility to ensure that the assessment items are submitted on time. If an
assessment item is dispatched after the due date or the extension date, the marking of the
assessment is at the sole discretion of the Unit Coordinator. The penalty for late
submission of assignments is a deduction of up to 10% of the maximum mark for the
assignment per day.
Penalties may also be applied for submissions that exceed the maximum word limit.
If no references are provided when required the highest possible result is 30%. Many
resources are provided in the readings and via the UTAS Library Website. Your textbook is
another useful resource. Providing a comprehensive list of references and citing them
appropriately in-text provides credibility to your work and indicates the level of research
conducted.
As an assignment/examination submission is one document, the abstract, table of
contents, introduction and conclusion should deal with the assignment submission in total.
Marks will be deducted if these are not provided. It is not appropriate to provide separate
abstracts, tables of contents, introductions and conclusions for each individual question.
Submission of assessment items
A Distance Education Assessment Attachment Form, which can be found below. It must
accompany each written assignment, report or case study assessment item.
Please note, assessment items must be submitted by no later than 16:30 hours Australian
Eastern Standard Time (AEST) on the due date or the approved extension date. If you are
studying in a remote location and unable to email or fax the assessment item, you should
place the assessment item in an envelope on or before the due date and arrange for an
appropriate Officer to sign, date and seal it. The envelope can then be posted to AMC.
Remember, it is your responsibility to keep a copy of the submitted assessment item.
Should the assignment go missing in transit you may be required to supply a duplicate
copy. Neither the lecturer nor other staff cannot take any responsibility where the digital
files submitted change format. It is recommended ‘locked’ formats such as Acrobat
Reader/PDF be used when saving your work prior to submission.

Extension of submission date
It is expected that our students meet the requirements of business practice. One of the
most important requirements is that set deadlines are met. It is expected that assessment
items are completed and submitted by the due date.
It is recognised that from time to time exceptional circumstances can arise whereby it
becomes difficult to complete an assessment item by a due date. In these circumstances,
students need to apply before the due date for an extension for extra time to complete an
assessment item.
All applications for extensions must be made in writing, using the appropriate form, to the
Unit Coordinator or RTO Manager at least seven days prior to the due date. This form is
contained under the Forms menu of the ‘Toolbox’. Medical certificates or other evidence
must be attached and the application must contain sufficient information to justify the
extension sought. Should the reason for your request be work related, please be aware
that extensions are only considered for work commitments ‘over and above' your normal
duties. Supporting documentation from your supervisor/manager may assist your
extension request. This documentation, either in the form of a company email or letter,
should be submitted with your extension request form.

senior management in an organisation. The project can be based on the Case Study provider or an

1. Executive Summary. Summary of project, parameters for the study, and the
recommended actions. The parameters may be based on an actual organisation, or a case
study, or another option approved by your facilitator.

report on the current human capability of an organisation, or part of an organisation

Focus on ensuring it generates a logical human capability development strategy with

Task description & requirements
A thirty five question online quiz will be set for students to complete. A maximum of one-hour
duration will be permitted for completion. The quiz will be loaded and made available to students
over a two-week period paralleling completion of the unit (weeks 12, 13 & 14).
The quiz will include multiple choice, true-false and fill in the blank questions. Each quiz will have
sections with questions randomly selected from the relevant question bank.
Students not able to complete the quiz online in the weeks set must apply for an extension at
least 7 days before 14 April 2014.
Students without access to the Internet will be required to liaise with their unit coordinator to
secure access to a hardcopy/physical quiz. Completion will be organised according to established
policy and procedures. It is the student’s responsibility to organise and confirm this arrangement
at least 7 days before 14 April 2014
