I. RATIONALE
There has been an increasing trend on the frequency and intensity of natural disasters,
and we have seen these disasters occurring all over the globe. Further we have all become witnesses to the disruption caused by these disasters to the link between a company’s product and its consumer market.
Thus to ensure the continuity of provision of products and services as well as to sustain
profitability and security of investments, and to ensure the active involvement of the Private Sector as partner in building disaster resilient communities, it is imperative for companies to be equipped and be disaster-resilient themselves.
Pursuant to Section 9 of RA 10121, otherwise known as Philippine Disaster Risk Reduction and Management Act of 2010, mandating the Office of Civil Defense to “establish Disaster Risk Reduction and Management Training Institutes in such suitable location as may
be deemed appropriate, to train public and private individuals, both local and national, in
such subject as disaster risk reduction and management,” DRRM is Everybody’s Business
has been developed and the conduct of such course is hereby recommended.
The DRRM is Everybody’s Business is a product of the joint efforts of the Technical Working Group for the Establishment of the Training Institute1 and the NDRRMC-JICA Technical
Working Group on the Drafting of National Concept of Human Resource Development on
DRRM in the Philippines2 composed of the OCD, DILG, DSWD, NEDA, DENR, DepEd,
CHED, DOH, DBM, DOST-SEI, AFP, CSC, FNTI, LGA, UP-CE, NDCP, CHED, Miriam College, APSA, PRC, CDP and SBMA-Fire Department as well as of partner private organizations including Smart Communications, GMA 7, Philippine Airlines, DHL Express, Rappler,
PCIJ, Maynilad, Energy Development Corporation, The Medical City, SM Supermalls, and

II. GENERAL OBJECTIVES
The DRRM is Everybody’s Business is a 3-day training course designed for middle to top
managers of the private companies to aid them in formulating strategies and making
sound decisions in developing disaster-resilient companies, i.e., companies that can guarantee the continuity of provision of their products and services even in times of disaster
and also sustain profitability and security of investments.
Upon completion of the course, the participants shall be able to:
1. Understand the basic concepts of DRRM, the Philippine DRRM System, National
DRRM Framework, Business Continuity Plan and Disaster Control Group;
2. Define various mechanisms of hazards;
3. Build a strategic Business Continuity Plan;
4. Organize a Disaster Control Group (DCG) within their respective companies.

VI. PARTICIPANTS
A minimum of 12 participants and a maximum of twenty-four (24) participants shall be accommodated per training sessions which includes but not limited to the following:
1. Managers, supervisors, and employees of small and medium enterprises (SMEs);
2. Managers, supervisors, and employees of private companies;
3. Heads and administrators of private schools, higher education institutions (HEIs).

VIII. ADMINISTRATIVE CONCERNS
FUNDING ARRANGEMENT
The Office of Civil Defense through the National DRRM Training Institute will provide funding support for participants which will cover accommodation (if needed), meals, and refreshments during the course. Participants are responsible for any other personal expenses.
COURSE MATERIALS
All training materials will be available during the course. E-copies of the materials shall also be provided for the participants during the Closing Ceremonies.
ACCOMMODATIONS
The accommodations (if needed) may be available for the participants. Please contact the
NDRRMTI for the arrangement of such needed accommodations.

ATTIRE
Participants are required dress in smart casual attire throughout the classroom-based lessons during the course.
COURSE ATTENDANCE
All participants are required to attend all training sessions as stipulated in the training program. No participant is allowed to take leave and/or off in lieu during the course. Any urgent leave application due to unforeseen circumstances should be directed to OCD Education and Training Division Staff for the approval of the OIC. Participants who will experience illness should immediately inform the OCD Education and Training Division Staff for
appropriate action.
CERTIFICATION
Participants will be comprehensively assessed on their performance during the course.
The Certificate of Completion will be awarded when 100% of attendance is attained (except for emergency cases).
COURSE APPLICATION
All who have successfully completed the Course will be expected to utilize their learnings
as they return to their respective offices.
