Job Description Job title School / department Grade Line manager Responsible for Senior Compliance Officer Directorate 6 University Secretary T4 Compliance Assistants Main purpose of the job The post holder will advise the University Secretary and the wider University as appropriate, on matters relating to; Immigration legislation and implications for ensuring the University’s continued compliance with Home Office Sponsor Licence requirements. The management of all student complaints and compliance with the Code of Conduct and academic regulations Freedom of Information and Data Protection Subject Access Requests The post holder will manage the Tier 4 Compliance team and be responsible for developing effective systems and processes to monitor the status of overseas students and their immigration status, assign Confirmation of Acceptance for Studies (CAS), and carry out additional duties related to the University’s Tier 4 compliance obligations. The post holder will also have responsibility for managing the formal student complaints process. Key areas of responsibility Key areas of responsibility will include: Lead and manage the University Tier 4 Compliance team Co-ordinate the University's annual application for Highly Trusted Sponsor status Disseminate relevant information on UKVI issues and relevant changes to colleagues around the University in a timely manner Pro-actively review and update University policy to ensure that all operational processes and procedures used throughout the institution are in compliance with the relevant legislation and guidelines. Responsible for carrying out regular internal HTS compliance audits To monitor visa refusal rates, non-enrolment rates and non-completion rates, producing regular reports and drafting responsive measures based on the data stipulated in the reports Provide advice and training to staff and students Act as central contact point for inquiries to UKVI account manager Act as key contact with UKVI Provide advice to university staff regarding the immigration status of international students (advise on withdrawals/extensions/late arrivals etc.) Ensure appropriate record keeping for UKVI purposes Provide advice to students regarding their Tier 4 status Provide expert advice and guidance regarding the management of student complaints to Page 1 of 4 senior staff across the University. Effective, timely handling of complaints in accordance with the University’s regulatory framework. Maintenance of the student complaints database. Report regularly to the Senior Management Group regarding status and nature of formal complaints Regular liaison with Academic Registry on student disciplinary matters and academic appeals Regular liaison with the Students’ Union Regular liaison with the Office of the Independent Adjudicator on behalf of the University Regular liaison with the Police on behalf of the University Where appropriate, attendance at student hearings Oversee Freedom of Information and Subject Access Requests In addition to the above areas of responsibility the position maybe required to undertake any other reasonable duties relating to the broad scope of the position. Dimensions / back ground information This is a senior compliance post responsible for establishing a new Compliance Team. The team will lead the development and management of systems and processes to ensure the University effectively complies with its Tier 4 responsibilities. The post holder will also manage all formal student complaints within the University acting as the central point of contact with the OIA, provide advice to and ensure that formal complaints are managed within the university regulatory framework. Page 2 of 4 Person Specification Criteria Essential Educated to degree Level Desirable Qualifications and/or membership of professional bodies Knowledge and experience At least one year’s experience in a similar role relating to UKVI compliance Experience of complaints handling Knowledge of the UKVI framework and associated policies Experience of UKVI audit requirements Evidence of international cultural awareness Experience of developing systems and processes and ensuring compliance General skills Experience of dealing with students, preferably in terms of complaints The ability to manipulate and analysis large Evidence of working as a ‘selfstarter’ who can work pro-actively to sets of data. review existing processes and identify new approaches where necessary Ability to lead and motivate a team Ability to work under pressure and to tight deadlines Excellent computing & IT skills. Excellent communication skills, as evidenced through compiling of detailed report-writing.
