The 2015 adoption institute is for the review of: Grades K – 8 • English Language Arts/Reading; • CORE Reading Intervention; and, • Modern, Classical and Native Languages 3 What Can be Submitted? May we submit instructional material for grades other than K – 8? No. The adoption is for Grades K – 8 ELA/Reading; CORE Reading Intervention; and Modern, Classical and Native Languages only. The Grade K – 8 adoption for these subject areas is scheduled for May 31, 2015. May we submit instructional material other than textbooks? Yes. See the definition for instructional material in the RfA and slide 21 . Material must relate to the adoption subject areas. Are we required to bid a series for on-level ELA? No. Publishers may bid any instructional material that is consistent with the adoption subject areas and sub-categories. See RfA for course descriptions. 4 What Can be Submitted? What is the definition of CORE Reading Intervention and does it have to meet the 90% threshold if submitting as core/basal? Instructional materials specifically organized and intended to support a program of instruction to develop increased reading skills of struggling readers. Yes, if submitting as core/basal it must meet the standards at 90 percent. Do items submitted as supplemental require a free teacher edition? And, if so may the free teacher edition be print or electronic? No, not unless it is offered as free on your Form E. It can be either print or digital. 5 What Can be Submitted? Instructional Material must meet the following: • Draft Blue Line Master – Due by May 1, 2015 • Final Form – Due by December 1, 2015 • Current copyright…may not be dated after 2016. Would e-Books provided with an integrated cross-platform interactive eReader meet the RfA requirements? Question Yes. The e-Books submitted for core/basal consideration must be at a minimum in PDF format. Please clarify the requirements for Windows compatible/readable on PC vs. platform neutral? We ask that your material be Windows compatible for the review. However, if it is not you must provide the appropriate device for 6 review. What Can be Submitted? Question If we have an adaptive student text in the CORE Reading Intervention category, may we bid it as core/basal? If yes, would it have to score at 90% or higher? Yes, you may submit adaptive student texts as core/basal. Yes, to be considered core/basal they must meet the standards at 90% or higher. 7 Form Submission Deadlines Be sure to submit the proper forms for core/basal (CB) and supplemental (SU) material. 8 Addition and Withdrawal Deadlines • Consolidated, revised Form E by 3/31/2015 • Free materials by 6/12/2015 • Revised Form E should contain a version number (V2, V3, etc.) 9 Instructional Material Definition Instructional Material means: • • • • • School textbooks Educational digital media Online direct instructional programs Electronic books, and Other technologies, media and formats that are used as the basis for instruction, including: – combinations of textbooks – learning kits – supplementary material – modular educational programs 10 Lowest Available Pricing • Publishers must offer New Mexico lowest prices • All price reductions must be communicated to PED and Depository 11 Prohibited Activities: •Contact with Reviewers or Facilitators of Record •Contact with Secretary of Education or Designate(s) •Material Submitted through Method Other than Review Institute •Conducting a Pilot Program less than 18 months prior to Institute •Selling or Providing electronic “delivery systems*” with Purchase *Publishers may not offer such items as part of the RfA, and may not offer such items as an incentive to school districts or schools to purchase the publisher’s material. 12 Overview of Adoption Process • Core/basal review for standards’ compliance • Reviewed by Level II and Level III teachers • Summer Institute – May 31 to June 5, 2015 • Material scored on alignment with standards • 90 percent = recommendation for core/basal • 80 – 89 percent = second review • Below 90 percent = supplemental 13 Publisher Responsibility at the Summer Institute • Submit Review Sets w/6 copies Form F – Sunday, 5/31/15 • Citation Presentation – Publisher Opportunity to shine • Present Concise PowerPoint relevant to Form F Citations • Not a sales presentation • Simply inform Reviewers how to read your citations 14 Publisher Responsibility, cont. • • • • Presentation equipment – provided by IMB Please bring presentation on digital media Digital material – equipment provided by IMB Publisher is responsible for providing links, passwords, user IDs, publisherspecific requirements. If your material is behind a fire-wall, please do tests to ensure that this will not interfere with easy access at the Review Institute. • IMB will make all efforts to schedule review of digital-only material on the first day of the Summer Institute (Monday, June 1, 2015) • Please be on site that day to answer questions Question Do we need to have a content expert on hand for possible questions regarding the content of Form F? No. Publishers do not need a content expert available. Your Form F citations need to stand on their own. If you have digital-only material, please be on-hand in the event we need access. 15 Other Questions Questions Will you provide enrollment information for each course? Yes. Enrollment information for each course listed in the RFA (course and were posted to the IMB web-page.) What should I do if I cannot open Forms D and E – they open as XML, not as a useable Word or Excel document. Can you send me a useable file format by e-mail? Try these solutions first: (1) upgrade your Internet Explorer if you are using V7, as this is a common problem with IE7; (2) open the forms using a different browser, such as Chrome or Mozilla. If you are still unsuccessful, contact IMB and we will be sure you have useable forms. 16 FORMS: We will cover Forms A, B, C, D and G… …then Forms E and Form F 17 FORM A: Publisher Information • For Depository • Authorized Representative • Designated Contact Representative • Synopsis of Material Submitted 18 FORM B: Certification of Standards •All print material must meet MSST standards •All core/basal titles submitted in print version must be available in electronic format (see instructions for Form E) •The Form is exception-based. Report only those print items that currently do not conform to MSST but will conform at the time of bid submission. RFA p.68-71 Question The instructions for Form B “Other Information” (RfA states that materials must be in “both written and electronic formats.” Does written mean “print?” Yes. Written format would be a print version of the material. At this time we are requiring that core/basal print instructional material be available in digital format, PDF or better. Mandatory for any core/basal title for ELA K – 8 titles listed in item (1) above Are research-based measures documentation and Lexile scores only required for the ELA categories and not the MCN languages categories? Question The research-based measure requirement is applicable to only ELA K – 8 titles. Lexile measures are required for ELA categories and sub-categories. Column I - Publisher Bid Fee Slide 1 of 4 (RfA p.81-82) – Enter bid fee for each item listed on Form E – Include the retail price for free material – Calculate single-student cost – Different bundles/same elements = separate fee Question For instructional programs that are sold/licensed as complete systems for a classroom (combining print and online components) are bid fees calculated by dividing the price by the number of students served? Yes. See RfA for instructions on calculating the singlestudent cost. If the price for the system is $2,500 for one year for 25 students, the calculation is $2,500 x 6 = $15,000; divided by 25 = $600. The bid fee = $600. 32 FORM E: List of Instructional Material Column I - Publisher Bid Fee Slide 2 of 4 Questions If we listed the contents of (different) bundles, would we have to pay a fee for listing those items? If there are variations of the same bundle (i.e. different multiple copies of same item in bundle), would that be considered an alternate format or would we pay a fee for each variation? Yes, on both questions. Unique bundles listed on their own lines with a unique ISBN or unique identifier will each have a separate price and a separate bid fee. Variations of the same bundle are not considered alternative formats; each bundle is subject to a publisher fee for each variation. See RfA page 82 , “Examples of Retail Price and Publisher Bid Fees.” 33 FORM E: List of Instructional Material Column I - Publisher Bid Fee SLIDE 3 of 4 In the publisher bid fee example in the RfA, the fees total $3,509. Is that the bid fee for one title? If multiple titles are submitted that contain the same program elements, would that bid fee be multiplied by the number of titles submitted. For example, if titles are submitted for three different courses, and they contain the same elements as in the example, would the bid fee increase to $10,527? Bid fees are calculated on a per-item basis, that is, every line in Form E will describe a material or group of materials that the publisher wishes to have available for sale. Each line will have a purchase price and a corresponding bid fee based upon the purchase price. The example shows different hypothetical items available for purchase for one hypothetical title. If, in your example, you had two additional titles with the exact same elements on each line with the exact same purchase price, yes, the bid fee would be 3x the total. Otherwise, your bid fee will be the total of each item (other than alternative formats.) See Example on the next slide (Slide 33). 34 FORM E: List of Instructional Material Column I – Publisher Bid Fee Slide 4 of 4 The following example shows bid fees for three hypothetical titles. Title 1 (English I) has the same prices for three items as Title 2 (Elements of Lit). Title 3 (American Lit) has completely different prices. Bid fees are based on the retail price for individual items, and cannot be calculated using a “multiplier” approach. 35 FORM E: List of Instructional Material J. Column J – PDF or better − Required for core/basal items − Enter Y or N for both CB and SU titles on the SE line Question Does the NMSA 1978 Section 22-15-13(E) requirement to provide instructional materials on the multiple list in both written and electronic formats only apply to core/basal submissions and not to supplemental materials? Required for Core/Basal: Instructional material submitted for core/basal consideration must be available in digital format (PDF or better.) If your supplemental material meets this requirement, 36 fill out columns J and K. FORM E: List of Instructional Material K. Column K – Format type for PDF or better − Use the drop down menu to complete this column Question Must publishers who submit an all-digital program also provide a print version of the program for classroom use? No, At a minimum, print editions—where available—or digital versions must be provided to the regional review centers . Would instructional materials wholly digital be required to provide content in PDF format? No, because instructional materials submitted for core/basal as digital already meet the minimum requirement of a PDF. 37 FORM E: List of Instructional Material L.
