ROLE PROFILE
JOB TITLE: Project Officer
TEAM/PROGRAMME: Child Right Governance/Child
LOCATION: Southern Area Office –

Hochiminh City

CHILD SAFEGUARDING:
Level 3: The role holder will have contact with children and/or young people either frequently (e.g. once a
week or more) or intensively (e.g. four days in one month or more or overnight) because they work in
country programs; or are visiting country programs; ore because they are responsible for implementing the
police checking/vetting process staff.
ROLE PURPOSE:
To oversee, monitor and provide technical support to project partners’/CSOs’ sub-agreement management
and implementation of activities in project locations for vulnerable children and youth, particularly on LGBT
street children and youth. The Project Officer (PO) will provide technical assistance to the local partner staff,
Street Educators and Peer Educators in project locations and and CSOs to ensure that programming meets
intended targets and results.

KEY AREAS OF ACCOUNTABILITY:
1. KEY AREAS OF ACCOUNTABILITY:
 Support and facilitate the local partners/CSOs in project locations to develop and implement
annual and quarterly work-plans for promoting non-discrimination and the fulfilment of the
rights of vulnerable children and young people including those self identifying as LGBT, such
as:

Assist project partners/CSOs to recruit and provide regular technical assistance and supportive
supervision to Street Educators, Peer Educators and Consultant, as needed.

Support the project partners/CSOs to conduct training, events and community dialogue sessions
(planning, inviting speakers and/or participants, liaise with other SC staff, and monitor using the
project monitoring forms) that follow monitoring guidance of the project.

Support the local partners/CSOs to design and implement new activities.

Assist the project partners/CSOs to collect and submit weekly and monthly reports that compile the
numbers trained and numbers reached, achievements, challenges and lessons learned.

Schedule partner regular meetings to update on key issues and provide support on activity
implementation and financial issues.

Monitor activities to ensure project effectiveness and efficiency under the supervision of the Project
Manager.

Provide technical assistance to the project partners/CSOs to design, conduct and report on
evaluation activities, according to SCI’s guidance.

Provide grant management assistance to the project partners/CSOs in project locations to submit
financial reports and program reports on time according to the policies and procedures of Save the
Children.








Undertake to promote the child-focused/LGBT/CSOs networks, particularly on fulfilling of CRC
observation conclusion, non-discrimination toward vulnerable children and youth.
Monitor and implement the progress of project activities: capacity building for stakeholders/Government
agencies/CSOs, dialogues, events, etc.
Ensure full children’s and youth participation in the design, implementation and monitoring of all
activities.
Produce and submit a monthly work plan to the Project Manager.
Prepare monthly cash projection, advance requests and expense claims and coordinate budget
activities with the Project Manager.
Propose solutions to address assessed needs and adjust implementation approaches to attain or
maintain the highest quality.
Prepare and be knowledgeable with experiences and data to effectively advocate for the project and
additional activities to benefit vulnerable children and youth especially LGBT street children and young
people.
Actively collaborate with sectoral colleagues to promote shared directions, exchange best practices, and

provide assistance.
Represent the project in networks, workshops and meetings as requested by the Project Manager.
Advise the supervisor of any anticipated problems.
Comply with the requirements of Save the Children’s Child Protection Policy to ensure maximum
protection for children.

QUALIFICATIONS AND EXPERIENCE
Essential
 BA/MA Degree in a relevant discipline, e.g., social sciences, social work, public health
 At least 2 years experience implementing and monitoring programming for most-at-risks persons,
preferably street youth, and LGBT street children/youth.
 Familiarity with peer approach/education, social work case management and counselling
 Ability to learn quickly and respond to multiple demands
 Positive attitude to working with children in schools, parents, school and communities leaders,
 Knowledge of child participation, child right governance is a plus
 Ability to work under pressure and meet deadlines
 Solid understanding of the Vietnamese government system
 Fluency in English speaking and writing.
Desirable
 Strong facilitation and good interpersonal, communicational and organizational skills
 Willingness to take on new challenges, to learn and share experiences with colleagues, partners,
and supervisors
 Excellent project management, communication and capacity building skills
 Experience implementing and monitoring programming for CSOs
 Experience managing partnership agreements.
