✓ National Security Strategy (NSS) was released on Dec. 17, 2013.
・ Japan’s first fundamental policies pertaining to national security
under the complex security environment of East-Asia and Pacific
region as well as the world.
・ Pursuant to the strategy, the National Security Council (NSC) takes
strong leadership as the control tower for Japan to implement
national security policies.
✓Main direction related to S&T in NSS
・Ensuring the stable use of outer space
SSA, MDA, Positioning & Navigation, ISR, Telecommunication
・Strengthening cyber security
・Strengthening technological capabilities including dual-use
technologies
・Promoting international equipment and technology cooperation

✓ National Defense Program Guidelines (NDPG) for FY2014 and beyond
was approved by NSC and the Cabinet on Dec. 17, 2013.
✓ Medium Term Defense Program (FY2014-2018) was approved by NSC
and the Cabinet on Dec. 17, 2013.
✓ Main direction related to S&T in NDPG and Mid-term Defense Program
・Ensuring the consistency with the priorities for upgrading defense
capabilities when commencing R&D programs
・Promoting R&D to ensure Japan’s technological superiority against
new threats
・Making effective use of dual-use technologies by enhancing
partnership with universities and research institutes
・Setting a strategic and systematic R&D vision of future superior
equipment by considering the latest S&T trends, the change in battle
field techniques, and the joint operational needs, etc.

✓New “Three Principles on Transfer of Defense Equipment and Technology”
was adopted by Cabinet on Apr. 1 , 2014.
✓ New Three Principles
I. Overseas transfers of defense equipment and technology will not be
permitted when it violates obligations under treaties , other
international agreements that Japan has concluded as well as UN
Security Council resolutions or it is destined for a country party to a
conflict.
II. The cases where transfers may be permitted will be limited to those
cases which contribute to,
・Promotion of peace contribution and international cooperation, or
・Japan’s security such as international joint development and
production projects with ally and partners, enhancing security and
defense cooperation with ally and partners, and supporting the
activities of JSDF.
III. The cases where transfers are permitted are limited to those cases
where appropriate control regarding extra-purpose use and third
party transfers are ensured.
