RUWASA-CAD PROJECT II JICA/MoW Facility Management Plan RUWASA-CAD PROJECT II JICA/MoW Introduction As far as Water Supply Project is concerned, operation and maintenance simply means full community management of the constructed water schemes. The willingness of the user community to take up operation and maintenance responsibility must be demonstrated in this stage of operating the scheme in a sustainable manner. There is no doubt therefore that the issues on operation and maintenance have to be discussed on many occasions at all levels of scheme management committees and the community at large. Experience has proven that once construction has been completed, and water is running, people tend to relax. Purpose The purpose of this Facility Management Plan (FMP) is to secure community’s ways of operating and maintaining their facility in an appropriate manner in order to make sure that clean and safe water is supplied to the targeted community. Target (O&M) A number of days without water is reduced from 120 to 60 per year by 2016. (O&M) Number of breakdown is minimized from 8 times to twice per year. (Finance) An amount of saving is reached 3,000,000 /= in 2016. (Governance) A number of reporting to users is more than 4.per year (Behaviour) A percentage of people who fetches water from unimproved water sources are reduced from 47% to 20% by 2025 (Environment) Any environmental destruction activities (e.g. improper solid waste disposal, wastewater disposal, and livestock keeping) do not occur around water source. 1.
