1. The Government of India has applied for a credit from the International Development Association in
various currencies towards the cost of Third National HIV/AIDS Control Project and has also
received a grant from the Global Fund against AIDS, TB and Malaria for the implementation of the
HIV/AIDS Control Project (Round II-III). The Govt. of India intends to apply part of the proceeds of
this credit and grant to eligible payments under the contract for which this invitation for Bids is issued.
2. MSACS now invites sealed bids from primary manufacturers or their authorized representative for
supply of following Opportunistic Infection Drugs

A “Primary manufacturer” is defined as a company that performs all the manufacturing and
processing operations needed to produce medicines in their appropriate forms including processing,
blending, formulating, filling, packing, labeling and quality testing. Bids may be submitted by an
authorized agent for and on behalf of the primary manufacturer provided the bid is accompanied by a
duly notarized letter of authority from the primary manufacturer authorizing the designated agent to
bid for and on behalf of the primary manufacturer. No bidder can be primary manufacturer and
authorized firm agent/sole distributor for the same manufacturer’s product. (Dual bidding by
the manufacturer & its authorized agent / firms/sole distributors for the same product shall be
disqualified from the entire bidding procedure). However, merchant exporters, pre-packers &
shippers are not classified as primary manufacturers and bids from them will not be accepted.
3. Bidding will be conducted through the National Competitive Bidding procedures specified in the World
Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits and is open to all bidders from
eligible source countries as defined in the Guidelines.

Interested eligible bidders may obtain further information from the office of the Project Director,
Maharashtra State AIDS Control Society, Mumbai from 11.00 to 17.00 hrs on working days.
a)
Bidders are free to quote for any or all the drugs listed in the Schedule of Requirements and
the evaluation of bids will be done for each item separately.
b)
Documentary evidence will be required of all bidders that they have the qualifications,
experience and capacity to be able to successfully complete the contract on time.

A complete set of bidding documents may be purchased by any interested eligible bidder on the
submission of a written application and upon payment of a non-refundable fee Rs.1000/- in the form
of a Demand Draft in favour of Maharashtra State AIDS Control Society, Payable at Mumbai
during office hours from 11.00 to 16.00 hrs, on all working days either in person or by post on
payment of Rs.100/- postal charges.

Bids must be delivered to the address below at or before 14.00 hrs on 25 /11 /2010. All bids must be
accompanied by a bid security as specified in the bidding document. Late bids will be rejected. Bids
will be opened in the presence of the bidder’s representatives who choose to attend, at 15.00 hrs on
25 /11 /2010 at the office.

Pre-Bid meeting with prospective bidders will be held at the address given below on 16/11 /2010 at
15.00 hrs.
8.
In the event of the date specified for bid receipt and opening being declared as a closed holiday for
purchaser’s office, the due date for submission of Bids and opening of Bids will be the following
working day at the appointed time.
