He is one of the nation’s leading conservative voices and a strong advocate of free market enterprise. His public service includes terms as mayor of Cincinnati, treasurer of the State of Ohio and Secretary of State, among many others. SESSION SPEAKERS Dr. Monty Lobb, Fellow at American Center for Civic Character Character Ethics: Can They Be Recovered, and How? As former Assistant Secretary of State, Dr. Lobb’s background includes stints as a public defender, Deputy General Counsel at the Ohio Treasury, General Counsel and Chief of Staff at the Ohio Secretary of State office. In 2004, he was awarded the State of Ohio Certified Public Manager of the Year Award. Dr. Lobb is the president of Kenosis, Ltd., an organizational change consulting firm. Dr. Melanie A. Spangler Associate Professor of Business, MVNU “Is Business Ethics an Oxymoron?” Dr. Melanie A. Spangler received her J.D. from Capital University Law School and her MBA and bachelor’s degree from Mount Vernon Nazarene University. Prior to her work in academia, she practiced law for five years and was employed as an Assistant Prosecutor and Assistant Law Director in Newark, Ohio, handling criminal and civil litigation.
