Office of Planning, Design & Construction
The Office of Planning, Design, and Construction is the strategic
long-term planning and development office for state facilities.
• Manages planning, design and construction for all state
building projects.
• Manages architectural and engineering firms and general
contractors who perform work on master planning, major
renovation and new construction.
Worcester Trial Court
• Scope of projects include new construction, renovation,
preventative maintenance, emergency repairs, energy
conservation and other efficiency improvements.
• Projects include: Courthouses, correctional facilities,
state hospitals, recreational facilities, higher education
facilities and other specialized public buildings.

Designer Selection Board (DSB) Roles & Responsibilities
Designer Selection Board selects Designers, Programmers and Construction Managers
for most public agencies. The DSB is an 11 member, independent, volunteer board, the
majority of whom are Architects and Engineers. DCAMM has a non-voting position.
• 3 Architects, 3 Engineers and 2 Public Members are appointed by the Governor.
• 1 Architect appointed by the Boston Society
of Architects (BSA).
• 1 Engineer appointed by the American Council
of Engineering Companies (ACEC).
• 1 General Contractor appointed by The Associated General Contractors (AGC).
Each member is appointed for a 2 year term. The DSB meets bi-weekly to award
projects to applicant design teams. Most larger and more complicated design projects
are awarded through an interview process. Review of all applicant proposals are
subject to the state’s open meeting laws.

Designer Selection Board – Selection Criteria
Firm/Company Principal registered in Commonwealth
Prior similar experience illustrating qualification for project – good graphics are helpful
Identity and qualifications of key persons and consultants – team is important
Depth of firm with respect to size & complexity of project
Past performance of public and private projects
References should be available
Current workload with DCAMM and availability for advertised project
Geographic location of firm with respect to proposed project
Participation of MBEs & WBEs as prime or sub-consultants
Any prior Professional Liability Claims occurring in last 7 years on which monies were paid
Insurance criteria met

Designer Selection Board – Selection Process
All applications first reviewed by Executive Director (Gordon Sainsbury)
Applications are divided into three groups:
Group A
• All criteria of Advertisement met
Group B
• Minor errors - e.g. No SDO certifications although nominated
consultant is MBE/WBE
• Applicant can be moved to Group A at DSB discretion
Group C
UMASS Lowell New Academic Building
• Major errors - e.g. Ownership not fulfilled, no MBE/WBE
• Applicant rejected.
All applications sent to DSB members one week in advance of Board meetings. Each
group has front sheet listing applicants and their errors if in “B” or “C” Groups.

Designer Selection Board – Selection Process
Procedure for Voting:
Project Specific Contracts
• DSB mandated to select 3 finalists from among all applicants using a scoring system of their choice. (System
is direct 3, 2, 1, with highest scoring applicant procuring project.) (It is not a weighted system.)
• Finalists shall be ranked in order and a record of their vote, with stated reasons, shall be sent to the
Commissioner of DCAMM.
• The Commissioner is required to appoint #1 Designer selected, or file a written justification of any other
choice.
Project Non-Specific (House Doctor) Contracts
•DSB selects 3 or 4 finalists from among all applicants.
•Finalists are listed in alphabetical order and sent to the Commissioner.
•User Agency appoints the selected Designer from above 3-4 finalists to match their skills to a particular
project.
DSB may require all finalists for specific contracts to appear for an interview and make a presentation.

MBE/WBE Participation on Public Building Projects
(Under G.L. c.7, §40N, E.O. 524, 526, & 527 and ANF Bulletins 14, 17 & 18)
•MBE/WBE participation goals set by DCAMM & the Supplier Diversity Office (SDO
- formerly SOMWBA).
•Goals apply to DCAMM projects, state agency projects and all “state assisted
building projects” includes projects by municipalities and political subdivisions
when costs paid in whole or in part by the Commonwealth.
•DCAMM and other state agencies monitor, track and report
participation on their projects and SDO tracks and
monitors municipal state assisted building projects.

Revised MBE/WBE Participation Goals Published 2012
• DCAMM and the Supplier Diversity Office (SDO) announced revised MBE/WBE
participation goals on state agency and state-funded municipal vertical
construction projects effective for spending and projects advertised on or after
January 1, 2012.
• Based upon Disparity Study undertaken by DCAMM and Mass Housing.
• Combined MBE/WBE Participation Goals:

• “Lowest responsible and eligible bidder”
• Small projects (ECC < $5 million)
• Filed sub-bid law applies to projects with an Estimated
Construction Cost (ECC) > $100K
• Filed sub-bids are solicited through a separate process from
the General Contractor

the following:
• CM At Risk procurement for projects over $5 million
• DCAMM certification in category of “general building
construction” is required to submit proposals to be a CM
• Pre-qualification (RFQ Stage) and (2) Final CM selection (RFP
