Articles of dedication in severalty from property owners in Monroe Park, subdivision to
city of South Have, were filed by Attorney HT Cook and referred jointly to City Property and
Judiciary Committee.
12-19-1910
The following resolution was presented and passed by vote as given:
Resolution
Whereas, the property owners in Monroe Park subdivision of Dyckman & Woodman’s
addition to the village (now city) of South Haven, have made and presented to the common
council of said city, dedications of all their rights, title and interests in and to the walks, drives,
streets, avenues, boulevards, esplanade and plaza, as shown on the plat of said subdivision,
and have requested the city of South Haven, through its mayor and common council to accept
said plat of said subdivision, together with its walks, drives, streets, avenues, esplanade, plaza
and boulevards, as shown by said plat;
Therefore, Be It Resolved, that the city of South Haven does hereby accept said plat of
Monroe Park, together with its walks, drives, streets, avenues, esplanade, plaza and
boulevards.
Yeas, all; nays, none. Carried.

On motion of Alderman Moore, supported by Alderman Dodge, the Board of Public
Works was requested and instructed to purchase lamps and other material for the better lighting
of Monroe Park, North Shore Drive and other points where needed. All voting yes.

Moved by Alderman Hemenway, supported by Alderman Burge, that the clerk inform the
U.S. engineer in charge of harbor improvements in the city that the city engineer and Board of
Public Works have been instructed to pierce the revetment at the foot of North Shore Drive and
at Monroe Park on north side of river and just east of U.S.L.S.S. on south side of river for sewer
discharge pipes, this work to be done at once. Carried.

Petitions for sidewalks were read and referred to the sidewalk committee as follows:
On the east side of North Shore Drive in front of the property of the applicant,
H.W.Snyder.
One on the east end of walk A, with steps in Monreo Park, signed by G.D. Millspaugh.
A petition for the paving of Avery street, from North Shore Drive to Lake Michigan,
signed by the AveryBeach Pavilion Company, was referred to the street committee.
The sidewalk committee reported favorabley on and recommended the construction of
the following sidewalks: On south side of Phillips street, between Broadway and LaGrange
street; on walk A, Monoroe Park; on Chestnut street, east side, from Old People’s Home to
south side of South Haven street; on the south side of South Haven street, from Chestnut Street
to St. Joseph street.
Moved, supported and carried that the recommendation of the sidewalk committee be
adopted. Roll call and voting yes – Alderman Converse, Dodge, Hemenway, Pearman, Tall.
Voting No-None.

The committee, to whom was referred the petition of The Avery Beach Pavilion
Company, reported favorably, recommending granting of petition, and on motion of Alderman
Dodge, supported by Alderman Converse, that the recommendation of the committee be
adopted, it carried. Voting Yes-Aldermen Converse, Dodge, Hemenway, Pearman, Quigley,
Tall.

Four resolutions were presented, read, and adopted regarding paving of streets in
Monroe Park as follows:
“all the streets in that park of Monroe Park Subdivision of Dyckman & Woodman’s
Addition to the village (now city) of South Haven, Michigan, lying west of North Shore Drive,
including the Lake Shore Drive, Grand Bouldvard, Chicago Avenue, Kalamazoo Avenue,
esplanade, plaza and that of Avery Street lying between Lake Shore Drive and North Shore
Drive, as heretofore petitioned for by a majority of the owners of the premises abutting on said

The time for the hearing on the Monroe Park improvement having arrived, the following
resolution was presented and read:

The City Clerk was instructed to advertise for bids for the construction of the propsed
paving in Monroe Park.

The special assessment roll for Monroe Park paving was then presented and the same
was laid on the table for one week.
Bids for the construction of the paving in Monroe Park were then opened and read, but
as no action had been taken on the special roll,, the bids were held without action for one week,
and the city clerk was instructed to tabulate said bids and report at the next meeting.

Bids for the construction of the paving of Monroe Park were then taken up and the
contract was awarded to Marsman and Green of Grand Rapds, Mich., at a cost of $11,600.
It was moved, supported and carried that the mayor and clerk be and they are hereby
authorized to enter into contract with Marsman and Green for the paving of Monroe Park.
It was then moved and carried that the contractors for the paving of Monroe Park give
bond in a sum of no less than $11,600.

The bond of Marsman and Green for the construction of the Monroe park paving was
accepted by the unanimous vote of the city council.

A motion by Alderman Williams and supported by Alderman Twitchell that the bonds to
be issued to pay the cost of the Monroe Park Paving should be in the amount of five hundred
dollars each, was carried by a total yea vote.
It was then moved by Alderman Twitchell that the building that is now partly in the street,
the same being located on Lot 6, Block 9, in the Monroe Park Sub-Division of the Dyckman &
Woodman’s Addition to the village (now city) of South Have, Mich., be moved from the street not
later than July fifth (5), 1913. The motion carried.

Alderman Williams, supported by Ald. Hardt, moved that legal proceedings be taken at
once for the removal of the building in Monroe Park that is now partly in the street and
obstructing the paving of said street; the motion carried.

A petition for a retaining wall and steps on lot 3, block 17, in Monroe Park signed by
Theodore Hemsen was read and referred to the council as committee of the whole.

A motion by Alderman Pearman that the clerk advertise for bids for the repair of the
Paving on Lake Shore Drive and the Construction of a Sea Wall, was supported by Alderman
Twitchell and carried.
A motion was made by Ald. Hardt and supported by Ald. Twitchell that that Board of
Public Works be and hereby are requested and instructed to place a Water Main in the Plaza in
Monroe Park now being improved by the Park Board. The motion carried by a total vote of the
council.

Notice to Contractors
Bids will be received at the office of the Clerk of the City of South Haven, Mich., until five
o’ clock p.m. Monday, May the Eleventh, 1914, for 720 square yards more or less, to Repair the
Paving on Lake Shore Drive in Monroe Park.
Also Bids for the Construction of about 600 lineal feet of Sea Wall along the est side of
the Paving.
Specifications for same are on file in the office of the Clerk of the City of South Haven,
Mich.
Bids will be opened at the hour of Eight o’clock p.m. May Elevent.

A petition for a cement walk in Monroe Park between blocks 4 and 5 signed by Parker &
Johnson and others, was referred to the Sidewalk Committee.
The time having arrived for the opening of bids for the repair and paving on Lake Shore
Drive and the construction of sea wall for the protection of the paving.
Wm. Treloggan’s bid on paving, $1.05 per square yard and for sea wall $.95 per lineal
foot.
The bid of Eitel and Overheul for paving $.96 per square yard, and for sea wall $.60 per
lineal foot.
E. Ottoman bid, for paving $.96 per square yard and for sea wall $.69 per lineal foot.
Eitel and Overheul being the lowest bidders it was moved and carried that the contract
be awarded to same and the City to do the grading.

The Sidewalk committee reported out the petition for a sidewalk in Monroe Park and
requested that no action be taken.

A request was received from the Monroe Park Improvement Association, asking that the
following improvements be made in the park, viz.: T erect and maintain at least four electric
lights along the street fronting on the beach from the Casino to the River.
To removed sand from the streets in the park about the 15th. Of May, and that proper
street signs be placed at the corner of streets, and at the entrances to the park.
Moved by Wheeler, supported by Shur, that the request be granted.

The petition of Mr. B. Fischer for a walk in Monroe Park was referred to the Sidewalk
Committee.

Moved by Wheeler, supported by Ketcham, that the sewer committee investigate the
building of a Comfort station somewhere on the North Side water front, also one on the South
Side, and report at the next meeting of the council.

Moved by Cain, supported by Ketcham, that a sidewalk be built on south side of Avery
street, recommended by the sidewalk committee, from North Shore Drive west, in front of lots 1,
6, 7, 8 and 9, Block 1, Monroe Park.

09-04-1922
A petition was received from the Monroe Park Improvements Association asking for
certain improvements. After a lengthy discussion it was passed for further consideration.
The following petitions for the construction of sidewalks were received viz.: On south
side of Woodman street from North Shore Drive east to Park Avenue; in Monroe Park between
Block 4 and 5, a four foot walk, and beginning at the corner of Lot 1, Block 9 and Lot 7, Block 8,
from Grand Boulevard west to Lake Shore Drive, a four foot walk.
Moved by Shur, supported by Packard, that said petitions be referred to the Sidewalk
Committee to report at next meeting of the council.
Vote: Yes-Pekie, Wheeler, Shur, Packard.

The Sidewalk committee reported recommending that a sidewalk be built on Woodman
Street, and that a walk be built in Monroe Park from Grand Boulevard west to Lake Shore Drive,
and to be five feet wide, if possible this fall or early in the spring of 1923.
Moved by Wheeler, supported by Packard, that the recommendation be adopted.
Carried.

A petition for a sidewalk in Monroe Park commencing at the Northwest corner of Lot 13,
Block 8, south to Southwest corner of Lot 6, Block 9, signed by J.F. Jenners and others on
motion was referred to the Sidewalk Committee.

The Sidewalk Committee reported recommending that the following sidewalk petitions
be granted: on Center Street from South Haven Street south to North line of Edgell Street; and
in Monroe Park from Northwest corner of Lot 13, Block 8, South to Southwest corner of Lot 6,
Block 9.

The Mayor appointed the following Aldermen to investigate the petition for three life
guards for the North Side Beach: Killean, Packard and Symonds.

Lake Michigan with single strength glass in front, for both north shore and south shore.

A communication was read from Joseph P. Gorman relative to construction of a Rest
Room in Monroe Park, and if such restroom in constructed, that he be given first chance to
operate it.
