Municipality of Pola, Oriental Mindoro
Final Report
The Municipality of Pola registered a total population of 32,984 in 2010 as shown in
the above table. From 21,884 in 1960, it increased by 51 percent over a 50-year
period. The municipality’s population growth has been relatively slow lately except
during 1918, 1939, 1960 and 1980 where population accelerated by 6.61, 4.15, 4.70
and 3.99 percent respectively. (Refer to table 3.2)
The growth pattern of Pola’s population from 1960 to 2010 did not resemble that of
the province. Pola has lagged behind the province, as far as growth rate is
concerned, except during the period of 1960 to 1980 (refer to Table 3.3). The high
rate of increase of Oriental Mindoro’s population may be attributed to the rapid
growth of Puerto Galera and Mansalay, which grew by 4.05 and 2.90 percent,
respectively, between 2000 and 2010. (Please refer to table 3.2)

Population Distribution
3.1.3.1 Total Population by Barangay
As shown in Table 3.4 below, Barangay Matulatula was the most populated among
the 23 barangays in the Municipality of Pola. It shared 11.11 percent to the towns’
total population. It was followed by the barangays of Maluanluan (9.55%), Batuhan
(7.89%), Calima (5.7%), Casiligan (5.43%), Pula (5.16%), Pahilahan (5.08%) and
Bayanan (5.07%). The rest of the barangays contributed five percent or less each
with Barangay Zone I, with the least contribution at 1.38 percent.

Using the average household size of 5 for the censal year of 2007 there are around
6594 households in the municipality with Matulatula having the highest number of
households at 733 followed by Barangay Maluanluan at 630. Barangay Zone I has
the least number of households with 91.

MPDO Calculations
Data on percentage distribution by barangay as presented in Table 3.5 indicate the
unbalanced distribution of the municipality’s population. Urban population with 1,085,
while the rest has a total population of 31,899 or 96.71 percent. The most populated
barangays of Pola were Barangays Matulatula with 3,663 populations, Maluanluan
with 3,151 and Batuhan with 2,604 populations, accounting for 28.55 percent of the
town’s aggregate population. Barangay Zone I registered the lowest number of
population with 454 or a mere 1.38 percent of the total population.

At the above rate of growth, Pola’s population is expected to double in 192
years
Presented in Table 3.7 is the projected total population per barangay using the 2010
participation rates.

3.1.3.4 Male-Female Population by Age-group
The age and sex composition of Pola’s population in 2010 as shown in Table 3.9 was
disaggregated using the 2007 participation rate. There were slightly more males
than females, as indicated in the municipality’s over all sex ratio of 106 (i.e., there
were 106 males for every 100 females in the municipality. The sex ratio was highest
in the age bracket of 25-29 and in the older age group of 55-59, 60-64 and 80 &
over).

The age sex structure of a population defines the volume of demand for various
goods and services and supply of human resources, as well as presents important
immediate and long-term implications to future population growth. For instance, in
the reproductive ages (15-49) years, the female population is relatively lower than the
male population at 23 and 22 percent, respectively. This may indicate a slow rise in
birth rate at least in the near future.
3.1.3.5 Urbanization Level
Urbanization level refers to the percentage of urban population to the total population
in the municipality. Table 3.10 indicates that the municipality’s level of urbanization
was almost the same for the past two censal years at 3.97 and 3.28 respectively.
Tempo of urbanization, on the other hand refers to the difference between the
population growth in the urban and rural areas. Negative or zero values indicate that

the municipality and the provinces rural population grew faster than the urban
population. Data also show that Pola had a faster Tempo o Urbanization than
Oriental Mindoro.

Expectedly, the most densely populated area were Zone I and Zone II with 158 and
180 persons per hectare respectively.
Notably these urban barangays are
decongesting as its gross density continually reduced from 1995 to 2010. Outside of
the urban areas, densities were extremely low with the highest registered in Batuhan
at seven (7) persons per hectare.

The age sex structure of a population can also be interpreted in terms of its
implications to economic productivity. Over-all, 53.97 percent of the total population
in 2010 was in their economically productive years of this, 52 percent were males
and 48 percent were females as shown in Table 3.12 below.

.There are around 15,180 child and youth (0-14 years old) and over 65 years old
dependent population in 2010 as shown in Table 3.12. The age dependency ratio
was estimated at about 85 per one hundred working persons. This implies that 100
working individuals would have to support about 85 more persons aside from
themselves. The dependent population is composed mostly of those who belong to
the young age bracket at 41.90 percent.
3.1.4.4 Projected Labor Force
Presented in table 3.14 is the projected labor force using the 2007 male and female
participation rate of 27.81 and 26.16 respectively.

3.1.4.5 Labor Force and Employment
Table 3.15 presents the Labor Force Population by Sex and employment for the year
2008 using the CBMS Survey Result of 2008. As indicated in the table, about 98
percent of the household population 15 years and over were in the labor force. Of
these, 97.88 percent were employed, 71.63 percent were male and 26.25 were
female.

Table 3.16 below shows the household population 10 years old and over by Marital
Status and sex for 2007 censal year. As shown in the table married individuals
outnumbered those who are single at 11,471 or 48.40 percent of the total household
population 10 years old and over of this number, females are slightly more than male
at 5,749 while male accounted at 5,722. Notably, there are more than widowed
female at 852 compared to the male with 279.

3.1.5.2. Religious Affiliation
Table 3.17 below presents the different religious affiliation in the municipality with
Roman Catholics as dominant religion with 27,284 members or 87.56 percent of the
total population based on the 2008 CBMS Survey Result. It was followed by the
Iglesia ni Cristo at 1,046 members or 3.36 percent and Born Again Christian with 850
members or 2.73 percent. The rest accounted for 6.35 percent or 1982 members of
various religious affiliations.

SOCIAL SECTOR
4.1
EDUCATION
Education in Pola is provided through formal education in schools as well as trainings
and non formal education through Alternative Learning Systems (ALS). The latter is
an on-going program under the Department of Education (DepEd). There are various
trainings in computer literacy, electronics, welding and cell phone repair.

Elementary School

Table 4.1 below shows 1.58 percent increase in elementary school enrollment
from SY 2009-2010 to SY 2011-2012 with minor fluctuations during SY 20102011 to SY 2011-2012.

Majority of the elementary schools have met the recommended 1:35 student –
teacher and student – classroom standard ratio. There were only six (6) elementary
schools which exceeded to recommended student – teacher standard ratio; namely

For student classroom ratio, there were also five elementary schools which failed to
meet the recommended standard ratio of 1:35. They were Bacawan E/S with 1:46;
Bayanan Primary School and Calima E/S both registered 1:37 and Pula E/S &
Tagumpay E/S both also registered 1:39.
Bacawan, Calima, Pula, Tagumpay Elementary Schools and Bayanan Primary
Schools still need either additional teachers or classrooms based in the recorded
ratio.
Inventory of Educational Facilities
Formal education is provided through a network of schools which are strategically
located in the Poblacion and the other barangays. At present there are 23
elementary/primary schools in the municipality of which only one is privately operated
(refer to Table 4.4 for number of schools and Figure 4.1 for Community Facilities
map).

Based on the table above, majority of the public elementary schools have no
adequate facilities except for a few who have a well maintained library, health clinics,
restrooms and playgrounds. Others have none and the rest with facilities but needs
improvement or require priority action. On the other hand the lone private
elementary school has almost complete and well maintained facilities.

Table 4.10 indicates that, similar to primary schools most secondary schools have no
adequate facilities except for the lone private school who has a well maintained
laboratory, library, clinic, restrooms and playground. The rest of the public secondary
schools have none except for a few with facilities but needs improvement.

Tertiary Education
There is no tertiary school in the municipality. Majority of high school graduates were
enrolled on nearby towns of Socorro, Pinamalayan and Bansud, while others prefer
in the cities of Calapan, Batangas and Metro Manila Colleges

As shown in Table 4.11 the municipality is deficient in the number of health facilities
and manpower. In order to provide adequate health services, especially to the
remotest barangay and depressed areas. The municipality should pursue to
construct additional Barangay Health Centers as well as to operationalize the newly
constructed two storey rural health center at Barangay Bayanan. Augmentation of
the present number of health personnel is also a must.
4.2.1.2 Facilities and Services Rendered
Public health services in Pola are delivered through one (1) Rural Health Center at
Zone I, and three (3) barangay health stations in Calima, Casiligan and Tagumpay as
well as twelve (12) Barangay Health Centers situated at Barangay Bacungan,
Bacawan, Biga, Batuhan, Calubasanhon, Maluanluan, Malibago, Matulatula, Misong,
Pahilahan, Pula and Tiguihan. There is a newly constructed Rural Health Center at
Barangay Bayanan with 3 bed capacity; the said two (2) storey building is not yet fully
operational but soon to be fully functional in the month of August. The present Rural
Health Unit has three (3) bed capacity rendering the following services and
programs: maternal and child health care, control of diarrheal diseases, micronutrient
supplementation, family planning, TB control program, expanded program for
immunization, vector borne disease, control of communicable and non communicable
diseases, bloodletting and others. Availment of complete and adequate health
services were usually sought by residents of Pola at the community and private
hospitals in nearby town of Pinamalayan and the Provincial Hospital and Private
Clinics at Calapan City.
4.2.1.3 Leading Causes of Mortality and Morbidity
The leading cause of mortality from 2009 to 2011 was Cardio Vascular Disease
which had increased by 11 for the year 2010 and with its lowest recorded decline last
year (2011) by about seventeen (17) per ten thousand population. The recorded
thirty (30) cases per ten thousand population of Multi-organ Failure in 2009 made it
the second leading cause of mortality (refer to table 4.12)

In 2009, Multiorgan failure is the foremost caused of mortality at 30 cases, followed
by cerebrovascular disease, hypertension and cancer at 13, 12 and 9 respectively.
As compared to 2010 and 2011, diabetes is the least caused while cerebrovascular
disease remained the topmost number of deaths at 24 in year 2010 and 7 in 2012

As seen in Table 4.13, the ten leading causes of disease in 2009, 2010 and 2011
vary significantly.
For three years, Acute Respiratory Tract Infection has the highest number of cases
recorded at 2,712 in 2009, which further decreased to 1,916 in 2010 and significantly
dropped to 1,745 in 2011. On the other hand, other contributing cases of disease are
wounds of all forms, diarrhea, UTI, Upper Respiratory Tract Infection.
Finally, Acute Respiratory Tract Infection remained the topmost cause of morbidity in
last three years which is commonly seen in all ages.

4.2.1.4 Mortality and Morbidity Rate
The municipal health status indicators from 2007 to 2011 are presented in Table
4.14. The Crude Birth Rate (CBR) decreased with minimum fluctuations while the
Crude Death Rate (CDR) increased with minor fluctuations from the year 2008-2010,
CBR had dropped by as much 3.2 births per ten thousand population from a
registered 17.8 to 14.6 in 2010 to 2011, while CDR increased from 2.1 to 4.2 per ten
thousand population in the same period.
The Infant Mortality Rate showed a great increase with major fluctuations from 2007
to 2011. These are particularly evident in 2008 with recorded drops of 68 deaths per
10,000 live births from previous year, however it recorded remarkable increase year
2009 and decline of 140 and 126 deaths per 10,000 live births for the next two (2)
years.

Barangay Zone I of Poblacion has a perfect number of households with 100
percent access to sanitary toilet facility, while Puting Cacao has only 48
households with sanitary toilet out of 173 households or a measly 28 percent.
4.2.3
Burial Ground
4.2.3.1 Status and Inventory of Private and Public Cemetery
The Municipality of Pola has two (2) cemeteries located at Barangay Batuhan.
These occupy an aggregate area of two (2) hectares. The Municipal Government
owns half a hectare while the remaining 1.5 hectare land is a private cemetery owned
by the Catholic Church. The cemeteries are accessible through the Pola-Socorro
National Road and Fosterville-Pantay, Barangay Road. At present, both cemeteries
are already congested

4.2.4. Solid Waste and Waste Water Facilities
Solid waste management still remains a major concern for the municipality. The old
dumpsite at Barangay Bayanan has since been rehabilitated and closed for almost
three years. The property has been acquired by the government for low cost housing
purposes and the new dumpsite has been moved to nearby private property which is
under CARP. The new area which is more or less one (1) hectare has been rented
and maintained by the Local Government. It has a backhoe for land filling purposes.
Using waste generation rate of 0.5 kg/person/day (HLURB-Guidebook Volume 2)
based on the estimated population, the collection areas of the four (4) barangays are
generating 2681 kg/day or 8 cubic meter (based on an
estimated waste density
of 330kg/m3 – HLURB Guide Book-Volume 2). Garbage is collected by one (1)
dump truck with a 5 cubic meter capacity.
The cumulative waste generation for the next ten (10) years based on the projected
population is about 30,377 cu.m. Using the waste density of 330kg/m3 and a landfill
depth of 5.0 meters, the area requirement by the year 2022 is about 9.06 hectares
(See table 4.17 for the volume of waste generated/facilities and Area Requirements)

HOUSING
4.3.1
Inventory of Dwelling Units by Types of Construction Materials
The most current data on housing (2008) presented in Table 4.18 shows that 3326 or
46.24 percent of the total dwelling units in the municipality are made of strong
materials (concrete, brick, stone, wood and galvanized iron), light materials (bamboo,
sawali, cogon and nipa) comprise 38.57
percent or 2774 dwelling units while the

10 percent or 702 units. The rest are made up of either salvaged/makeshift and
mixed but predominantly salvaged materials at 5.09 percent or 366 units.

4.3.2 Inventory of Residential Subdivision
At present the Local Government of Pola is still pursuing the realization of the
housing project for government officials, employees, teachers and indigents. The
construction and development of a 2 hectare subdivision located at Barangay
Bayanan were suspended for almost 5 years due to legal problems by the contractor.
At least, six (6) units have been constructed but have yet to be occupied.
4.3.3. Inventory of Households and Housing Units Living in Dangered Areas
There are more or less 266 housing units or households living in dangered areas.
Most of these are situated at Barangay Batuhan, Bayanan, Maluanluan, Biga,
Matulatula and Zone II. Considered as temporary settlers, majority of these
households have built their dwellings along riverbanks road right of way, government
lots, lakeshore and idle farm.

4.3.4 Inventory of Lands for Socialized Housing
Since 2001 ten (10) Hectare lot has been acquired by the Municipal Government of
Pola for low cost housing project that will cater government officials & employees,
teachers and indigents’ housing needs. A portion of it will also be appropriated as
settlement area for temporary settlers of the municipality.
4.4
SOCIAL WELFARE SERVICES
4.4.1
Social Services Rendered
The Municipal Social Welfare and Development Office (MSWDO) is the department
mandated to care, protect and rehabilitate the segment of population which has the
least in life in terms of physical, mental and social well being. Among its programs
and services in 2011 were the following.

The Emergency Assistance Program provides limited assistance in cash or in kind to
indigent families. The program components included Food for Growth (FFG), which
had served 820 beneficiaries and malnourished children.

The Aid to Individual in Crisis Situation (AICS) had given assistance amounting to
P516,562.00 for 410 indigent families under the Emergency Relief Program which
involved the provision of basic needs to disaster victims as well as financial and
material to re-construct houses that were totally or partially destroyed by natural or
manmade disasters.

The Self-Employment Assistance (SEA) program had provided 262 beneficiaries
livelihood-oriented services.

Program for persons with disabilities consisted of providing artificial devices to this
group of people.

As of 2011, there were 1914 Senior Citizens and 23 Barangay Elderly Organizations
which were under the Office of the Senior Citizen Affairs (OSCA) supervision and
being assisted by the MSWDO.

The Family Welfare Services had provided pre-marriage counseling to 116 couples.
Parents Effectiveness Services (PES) for 15 participants, Responsible Parenthood
Program for 39 parents and Family Case Work Program for 45 families.

Table 4.21 shows the number and status of Day Care Centers and Day Care
Workers. There are a total of 32 Day Care Centers situated in all barangays except
Zone II. Of these facilities, 23 are active, 6 are temporary, two need construction and
1 is being constructed. On the other hand, there are 32 Day Care Workers, (refer to
Figure 4.21 for Community Facilities map)

4.5
PROTECTIVE SERVICES
4.5.1
Facilities and Manpower
The main police station of Pola with a total land area of 200 square meters is located
at Barangay Zone I. At present, it is equipped with two (2) land vehicles (one patrol
jeep and one motorcycle) for the mobility of the police force within the municipality.
Fire protection services, on the other hand is being carried out by the Bureau of Fire
Department personnel. There is no officially designated fire station, BFP personnel
are temporarily housed in a makeshift shanty below the newly built Sangguniang
Bayan Annex Building. Services are being carried out with the use of a newly
repaired fire truck.
Based on the inventory of personnel presented in Table 4.22 below, the police force
and fire protection staff are inadequate. The present personnel to population ratio of
policemen are 1:1269 and the firemen population ratio is 1:4712. The nationally
accepted policemen population and firemen population ratio is 1:1000 and 1:2000
respectively.

There are twenty seven (27) recorded crime incidences at Pola in the last five years
involving 26 males and one female. Various crimes such as murder, rape, physical
injuries, robbery, acts of lasciviousness and theft are committed by the offenders in

majority are basketball courts numbering to forty one (41) and three (3) recreational
areas (open and covered). Most of these facilities are considered adequate and in
good condition except for a few which needs minor repair.

Ballgames particularly basketball and softball are the top favorite sports of the
youth in the municipality. Oftentimes, these games have been played during
summer through inter-sitio league in every barangay. The lead proponents of
these activities are the Sangguniang Kabataan with the support of each
Sangguniang Barangay through their Barangay Chairman.
During school days, athletic meet which covers track and field and different ball
games are being held in the municipality. The events’ participants are pupils from
primary public schools and students of secondary public and private schools.

ECONOMIC SECTOR
5.1
Agriculture
5.1.1 Crop Production and Land Utilization by Type
About 81.40 percent or 13,051.3416 hectares of Pola’s total land area are devoted to
agriculture. Coconut is the major agricultural crop occupying 5603.50 hectares
distributed in all barangays. Rice is the second predominant crop planted in 14
barangays. There are 859 hectares of irrigated rice planted by 560 farmers in 13
barangays and 417 hectares of non-irrigated (rainfed) rice planted by 200 farmers in
other barangays. The municipality is also a major producer of high value crops,
banana, citrus, fruit trees and vegetables. Table 5.1 shows the area coverage and
average production of major agricultural crops.

Farming Techniques
The current farming practices consist of several components. Farming management
practices varies for individual crops. Cropping systems consist of interrelated
activities in the farm which involve the quality of land, crops planted, livestock raised,
climate or weather condition and availability of water supply.
The types of cropping system are the following:
1. Mono-cropping – growing of single type of crop on a piece of land on an annual basis
like palay, coconut and citrus.
2. Intercropping – growing of two types of crops simultaneously on the same piece of
land. Farmers have a base crop like coconut intercrop with banana or any other
crops planted in between rows of the main crop. The main objective of intercropping
is to maximize the use of land for higher production and stability of farmer’s income.
3. Mixed cropping system – a common practice of farmers in one backyard. It is the
growing of two or more crops intermingled without any row pattern. The objective is
to meet per capita requirements for vegetables and other crops. The system is also
popularly known as subsistence farming.
4. Integrated farming – it is a method of integrating major permanent crops like fruit
trees/HVCC with vegetables/roots crops, poultry and livestock and inland fishery for

sustainability. It is the intensification of cropping in time and space dimension.
Through integrated farming, forage grasses were planted to serve as feeds for small
and large ruminants. Farmers allow livestock to graze the land reducing labor cost
on grass cutting, in turn the excreta of these animals serve as fertilizer for some
crops. When livestock and crops attain a certain level of growth, they were marketed
providing additional income for farmers. This practice is considered as sustainable
agriculture aimed at meeting the needs of the present generation without
endangering and damaging the resource base of the future generation. It is also
known as organic or natural farming considered as low input but highly productive
system. Organic matter like animals’ and plants wastes serve as the main source of
fertilizer. Table 5.2 below shows the different farming techniques in different
barangays.

Rice
About 67 percent of the total rice area of Pola is irrigated while 33 percent are nonirrigated. Table 5.1 shows that Pola produced 5,580.75 metric tons of Palay. Rice
production performance in the municipality is satisfactory with an average
productivity of 4.37 metric tons per hectare per annum. There are five major rice

producing barangays- Maluanluan, Casiligan, Biga, Pula and Panikihan representing
70 percent of the total irrigated areas,
Most of the farmers in Pola practice semi-mechanized farming in the land preparation
of rice field using carabao drawn plough and hand tractors. Trans planting of rice
seedlings and harvesting are done manually. Post-harvest facilities are limited and
palay drying in basketball courts, roads and vacant lots are common during harvest
season.

Permanent and High Value Crops (HVC)
Approximately 11,733.61 hectares were devoted to permanent and High Value Crops
(HVC). Of these, coconut occupied the biggest area equivalent to 47.76 percent
followed by banana (22.91%), citrus (10.08%) and other high value crops – oranges,
rambutan, lanzones, durian, mango and coffee 6.36%. (See also Table 5.1)
For the year 2011, banana production is 26,875 metric tons, followed by coconut at

at 746.29 (Please refer also to Table 5.1)
The common methods of coconut harvesting and drying are still being practiced by
the farmers in upland and lowland areas. Coconut is being harvested in practical
ways through climbing and using bamboo pole with bladed gadgets. Copra drying is
done either by flatbed smoking and sun drying.
Harvesting of banana, citrus and high value crops are done manually with the aid of
improvised bamboo ladders.

5.1.2 Livestock and Poultry Production
Livestock farming in Pola consists basically of cattle, swine, carabao and goat
raising. In terms of provincial-wide large ruminant production, specifically carabao
and cattle, Pola ranked 9th and 12th, respectively. Farmers are mostly raising native
cattle. The Department of Agriculture (DA) Region IV Office has dispersed a few
upgraded breeds of cattle but they were observed to be slow-growing. Production of
cattle is predominant in Barangay Maluanluan while carabaos are almost evenly
distributed in all barangays.
Small ruminants raising is focused mainly on goat. Pola ranked 9th in 14 towns.
Swine is chiefly produced in Barangays Bacawan, Bayanan, Malibago, Maluanluan
and Matulatula 44% of total inventory. Immediate concerns are the prevalence of
hog cholera and lack of funds for vaccination. The barangays with the most
concentration of goats (>100 head) are Tagumpay, Puting Cacao and Tiguihan.
A total 21,953 heads of chicken were produced in 2011, 47 percent of which were
produced in Tagumpay, Bacawan, Pula, and Tagbakin. Refer to Table 5.4 and 5.5 for
the livestock and poultry situationer.

Swine production occupies the biggest area with 4.35 hectares, followed by carabao
and goat production with 3.5 hectares and 1.5 hectares respectively. In terms of
production value, swine tops the list with Php7.5M followed by cattle productions with
Php4.0M. Please refer to Table 5.5
Most of the existing livestock operations are backyard raising except for swine with
few commercial production. Majority of poultry raising are backyard operations.
Agricultural Marketing
Most of the farm products produced by Pola are not traded within the municipality.
These are mostly brought to nearby towns of Socorro and Pinamalayan and as far as
Metro Manila and Southern Visayan Provinces. Farmers from Biga, Campamento

5.1.3
Fishery and Aquaculture
Pola Bay serves as the major fishing ground of majority fisherfolks which number
around 900. Fishing is the main livelihood in the coastal areas. Motorized and
paddled boats are the main craft of catching fish. Gill net, hook line and sinker,
payao & beach seine are fishing gears and paraphernalia’s commonly used. Fish
species caught are round herring, mackerel, tuna, siganid and surgeon fish. Other
marine products such as squid, cuttlefish, shells and shrimps are also abundant in
the area. October – January & February – September is the fishing seasons.
Average fish catch of motorized boats are 3-5 kilos per day, and 1-2 kilos per day for
paddled boats during October-January for ten (10) fishing days and February to
September for 20 fishing days. The estimated fish catch of motorized boat and
paddled boats is 84 metric tons.
There are more or less 15 commercial fishing boats (bakulong) operating in the area,
majority of which are coming from the neighboring towns of Pinamalayan and
Naujan. Two (2) of them are locally operated. Although, most of these fishing boats
are more than 3 metric tons, special permits have been granted to allow them to
operate in a designated zone within the municipal waters where most of the payaos
are located. Average fish catch of these boats is around 10 metric tons per month.
There are three (3) Marine Protected Areas (MPAs) or fish sanctuaries with a
combined total area of 97.93 hectares located at Barangays Bacawan, Puting Cacao,
Tagumpay and Misong. Table 5.6 presents the location and area of the MPAs.

The combined fishing ground and aquaculture production of Pola for the year 2011 is
255 metric tons. Fisher folks using mechanized and paddled boats has the biggest
share of fish catch at 84 metric tons, while commercial fishing boats accounted for 60
metric tons.
Latest available data showed that fishponds covered a total of 524.5 hectares. Most
of these fishponds are located at Barangays Batuhan, Panikihan, Casiligan, Malibago
and Pola. The total production of brackish and inland fishpond totaled to 87 metric
tons while floating cages accounted for 24 metric tons.
Fishery products were usually marketed locally particularly in the neighboring towns
of Socorro, Pinamalayan, Metro Manila and as far as in the provinces of Aklan and
Iloilo.
There is no available fish landing port and cold storage. Pola Port serves as the
alternate landing area of commercial fishing vessels.

5.1.4.2 Strategic Agriculture and Fishery Development Zones (SAFDZs)
Pola’s prime agricultural lands are designated Strategic Agriculture and Fisheries
Development Zones (SAFDZ), the development of which followed with the
requirements of the Agriculture and Fisheries Modernization Act (AFMA) or Republic
Act 8435. SAFDZ, which comprise 1,811.76 hectares or about 13 percent of the total
land area are devoted to crop, integrated crop and inland fisheries. These cover the
whole of Barangays Bacawan, Batuhan, Bayanan, Biga, Casiligan, Maluanluan,
Matulatula, Misong, Panikihan and Tagumpay and the coastal areas of Barangays of
Puting Cacao, Tiguihan, Zone I, Zone II and Calima.
The Agricultural Intensification Plan (AIP) of the municipality has focused
interventions in these areas through infrastructure support projects farm to market
roads and irrigation facilities; farm inputs – seedling materials, fish fingerlings and
organic fertilizers; and technical services provided by the Municipal Agriculture
Office.
On the other hand, fisherfolks of the coastal areas have been provided with small
fishing boats and paraphernalia’s aside from technical assistance for capability
building trainings.
5.1.4.3. CARPable Areas/Lands
Barangay Batuhan, Bayanan and Tiguihan have been declared as Agrarian Reform
Communities (ARC) by the Department of Agrarian Reform (DAR) with the combined
efforts of the Local Government, the residents and officials of the barangays, the
people’s organization and the Provincial Office of the DAR. There were 370 hectares
of agricultural lands in these areas that were already awarded to the farmer
beneficiaries.
At present there are still 1173 hectares of CARPable Lands with 1084 potential
farmer beneficiaries in Pola. The Municipal Agrarian Reform Office (MARO) is
targeting to cover at least 68 percent or 825 hectares of the CARPable area with 276
farmer-beneficiaries (refer to table 5.7)

Support Services Provided by DAR
Agrarian Reform aims to improve the quality of life of the peasant beneficiaries who
were awarded with lands under the Comprehensive Agrarian Reform Program
(CARP). It is a mandate of the Department of Agrarian Reform (DAR) to lead the
implementation of the CARP through land tenure improvement, agrarian justice and
coordinated delivery of essential support services to client-beneficiaries. As for
support services, the DAR provided trainings for livelihood to the farmers and
members of the cooperative. On May 2011 the Support Services Division of the DAR
held training for the members of Tibayan Agrarian Reform Community Cooperative
(TARCA) for Smoked Spanish Sardines wherein 23 members participated. On
October 24-25, 2011 and November 3-4, 2011 the DAR provided trainings of food
processing to same organizations wherein 15 members were trained. A 4.2 km Farm
to Market Road was constructed connecting barangays Bayanan and Pahilahan
under ARISP III Project of DAR Rural Water System Project at Barangay Tagbakin
was completed on June 2012 that will serve 124 households. This project is a joint
effort of the DAR-ARISP III Program and the Local Government Unit of Pola. The
project has a total cost of Php 2,869,109.00.
The Bureau of Foods and Drugs (BFAD) has approved the permit license to operate
as Food Manufacturer of non-alcoholic barangays to Matulatula Agrarian Reform
Community Cooperative (MARCCO) for Calamansi – Ginger Honey Juice on June
10, 2011.
The Department of labor and Employment (DOLE) through project grace granted an
amount of P250,000.00 financial assistance to the cooperative on November 15,
2011. The said amount will be utilized for the procurement of additional equipment
for Dalandan Juice processing and additional working capital for the operation. The

Department of Science and Technology (DOST) has also extended a soft loan to the
cooperative amounting to P100,000.00 for improvement of product label and
analysis.
BICCAMPU Agrarian Reform Community of Barangay Biga, Calima, Campamento
and Pula, formed CASEMPCO as its flagship cooperative. The cooperative
produced VCO as its main product. The LGU of Pola provided P100,000.00
assistance intended for the purchase of equipment to be used in the production of
Virgin Coconut Oil. Since CASEMPCO is a DAR assisted organization, it was
recommended by the MARO for the GRHSP Assistance or Grass Root for Human
Security Program through the assistance of Mr. Takashi Nagatsuji from the Japan
International Cooperation Agency. The said GRHSP Assistance is managed by the
Ministry of Foreign Affairs of the Japanese Government. CASEMPC0 has already
established marketing contracts with COCOWELL and UNIQUEASE, COCOWELL is
a manufacturing company of VCO and other line product owned by Yu Mizui and
UNIQUEASE is owned by Jachiyo Nakamura.
5.2
Commerce and Trade
5.2.1 Inventory and Distribution of Commercial Establishments and Traders
by Type
As of December 2011, there are 360 existing commercial establishments and traders
in Pola. About 140 or 38.89 percent of these are retail establishments, most of which
are sari-sari stores.
These establishments are concentrated mainly at Zone II,
Maluanluan and Batuhan.
On the other hand, service firms comprise 32.77 percent. These consist of
photography, tailoring, computer, barber and motor shops located at Zone I, Zone II,
Batuhan, Bayanan and Panikihan.

At present, business activities are catered in a 500 square meter, 65 year old
municipal public market which can accommodate more or less forty (40) stall holders.
With the increase in trading activity and number of population, the present
market
cannot fully accommodate new small and medium entrepreneurs. Local as well as
transient traders used the streets and alleys with their makeshifts during Saturday,
which is the market day, town fiesta and holiday seasons. Aside from these
barangay talipapas (small market) sprouted in nearby areas for lack of space in the
market. The situation greatly contributed to traffic congestion and consumers
mobility.
To address this problem, a new public market will soon be constructed at a
proclaimed market site located at Kabilang Ibayo, Batuhan that can accommodate 50
stall holders.

5.3
Industry
At present there is no identified well established manufacturing and processing
industries in the municipality except for three (3) cooperatives which processed citrus
like Matulatula Agrarian Reform Cooperative, (MARCO) at Matulatua; canned fish for
TIBAYAN Multipurpose Cooperative at Bayanan and Virgin Coconut Oil (VCO) for
CASEMPCO of Barangay Calima.
There are also small processors of banana into banana chips at Barangay Tiguihan
while others are engaged in Nipa Shingle making located at Batuhan, Panikihan,
Malibago and Pula.
The small and medium industries employed only few and their operations are
sporadic in nature. These can be enhanced further to become a significant economic
activity by providing essential technical, financial and marketing support as well as
Small and Medium Enterprises Development (SMED) training programs.
5.4
Tourism
At present the long stretch of Kabilang ibayo, Batuhan shoreline as well as the whole
islet has been declared as Municipal Eco-Tourism Zone. There are around twelve
(12) tourism establishments in the area which cater local tourist, however only four
(4) among these establishments are operational due to limited visitors arrival. (Please
refer to table 5.11)
The municipality is also endowed with a number of white sand beaches mostly found
on Barangay Tagumpay and Misong, waterfalls in the upland Barangays of Tagbakin,
Tagumpay, Calima and Biga, historical assets in Poblacion and Bayanan and other
scenic spots as well as vast track of mangrove areas which can be tapped as
alternative tourist attractions.
The Local Government is looking at the potential of tapping these areas for tourism
development. At present, a Municipal Tourism Council has been organized with the
help of the Provincial Tourism Office.
There are around 110 recorded local visitors from the period 2009 to 2011 catered by
local resort owners which employed a total of four personnel. There is no recorded
local income contribution by these establishments.

5.5.1 Transportation
5.5.1.1 Inventory of Roads and Bridges
As of 2011, Pola’s road network had a total length of 115.689 kilometers. Of these
24.214 kilometers were national, 32.407 were provincial, 2.288 kilometers were
municipal and 56.78 kilometers were barangay roads. Data also shows that majority
of the provincial and barangay roads were paved with gravel and/or earth.
There are four (4) new road segments that were constructed under the Infrastructure
for Rural Enhancement Sector (InfRES) of the Department of Agriculture (DA).
Several roads were also opened under regular DA programs and the Department of
Agrarian Reform – ARISP Project.

The municipality has a total of 14 bridges connecting the different barangays, six (6)
of these are maintained by the National Government, five (5) by the Provincial
Government and three (3) by the Municipal Government. Majority of the bridges are
made of concrete and one (1) cable hanging type while the newly constructed and
prominent among the bridges is the 54.80 meter President Bridge made of steel
connecting the Poblacion area and the islet of Kabilang Ibayo at Batuhan.

The operation and maintenance of all road networks are done collectively by the
provincial Government, the Municipal Government and Barangays with support from
volunteers of the community.
The Provincial Engineering Office maintained
provincial roads with their mechanized units while the Municipal Government with
four (4) dump trucks, one (1) pay loader and one (1) road grader providing support in
the maintenance of rural roads. Limited funds for fuel, lubricants and repair cost
hampered the costly operation of maintaining roads considering the specified length
and terrain of each.
5.5.1.2 Mode of Transportation by Type
The major access to the municipality is through the Pola-Socorro National Road
going through the main road artery of Strong Republic Nautical Highway towards the
Capital City of Calapan and Metro Manila via Roro and Ferry vessels. The SRNH
served also as gateway to Visayan Provinces. The transport mode in this main
thorough fare is dominated by public transportation (tricycles, motorcycles and
several multi-cabs).
Table 5.15 below shows the inventory of land transportation vehicles. Public utility
vehicles comprise 0.62 percent while private vehicles (cars, jeepneys, multi-cabs)
account for 6.24 percent. Motorcycles, which are utilized to reach the upland and
far flung barangays, constitute 60.17 percent while tricycles and bicycles account for
16.63 and 15.08 percent respectively. Other vehicles are government transport with
1.102 percent.

The coastal barangays on the other hand, can only be accessed through the Pola
Bay. Table 5.16 below presents the inventory of water transportation vehicles plying
through the coastal areas. These vehicles consist of 291 motorized bancas and 332
unmotorized bancas in Poblacion, Batuhan, Bayanan, Buhay na Tubig, Calima,
Tiguihan, Puting Cacao, Tagumpay, Misong, Biga, Campamento, Pula, Malibago and
Panikihan. In the Poblacion, the deployment of these facilities to transport people
and goods is centered at the local wharf located beside the public market.

In order to support economic development there is a need to provide more access to
activity centers and neighboring municipalities and to integrate upland coastal and
remote barangays. This entails the opening and construction of additional roads and
upgrading of existing provincial and barangay roads to a reliable all weather system
as well as the conversion of all bridges into permanent structures. New bridges that
will connect adjacent barangays shall also be constructed. Table 5.17 shows the
present and projected road requirements based on the acceptable standard ratio.
The projected rural road requirement will be based on the proposed land use plan.
Using the standard for urban road requirement of 2.4 kilometers per 1,000
populations and rural road requirement of 1.5 kilometers per 100 hectares of
arable/agricultural land, there is a significant inadequacy in the transport network.
With a projected urban population of 1,133 for the current year, there should have
been about 2.7192 kilometers of road for the urban area as compared with the
existing 2.288 kilometers. On the other hand, with arable lands of 13,051.2941
hectares, there should have been about 195.77 kms of rural roads as compared to
the existing 115.397 kilometers. Table 5.15 present the road requirement for the
planning period.

5.5.1.3 Transport Terminals
There is no permanent terminal for public utility vehicles in the Poblacion except for a
designated street and sidewalk areas. It is essential to provide adequate transport
facilities (e.g. establishment of tricycle terminals and development of wharf) to meet
the needs of the increasing population, support economic development and improve
access/circulation situation in the urban area.
5.5.2
Power
Existing Power Supply
Electric power supply is provided by Oriental Mindoro Electric Cooperative
(ORMECO) with main office at Simaron, Calapan city. The electric cooperative was

established in 1973, under the auspices of the National Power Corporation, it also
supplies power to the entire Province of Oriental Mindoro. The sources of power
came from Diesel Power plant – 3.5 megawatts and 6.5 megawatts respectively,
Paitan Mini Hydro provides 1.6 megawatts, and land base generator providing 6.1
megawatts. However, the maximum supply of current cannot be generated fully due
to some mechanical trouble. Thus regular brownouts are scheduled by the
cooperative management.
The status of electrification as of June 2012 showed that all barangays of Pola have
already been energized.
The municipality has 6,445 potential house connections, as of December 2011, there
were only about 4,342 listed members and 3,686 connections, breakdown as follows:
domestic – 3,388; commercial – 180; Public Buildings – 98; Public streetlights – 18,
others – 2. (See Table 5.18 to Table 5.20)

There are 587 potential households in the newly energized barangays of Bacawan
and Buhay na Tubig and undetermined number of households in different sitios.
These have been identified for energization within years 2012-2016. These
barangays, mainly located along the coastal areas and mountainous terrain are
previously using batteries, kerosene and generators.
5.5.3. Water
5.5.3.1 Facilities
The municipality is endowed with a number of springs that could be tapped as major
sources of potable water. The Pola Water District (PWD) derives its water supply
from three (3) spring systems located in Barangay Pahilahan which have an
approximate total actual production of 604.8 cubic meters per day and one (1) deep
well located at Barangay Bayanan with a total production of 259.20 cubic meters per
day.
Other potable water sources are combinations of individual and communal water
system, deep wells, shallow wells, dug wells, spring and others. The municipality
has a 150 cubic meter ground reservoir located at Barangay Pahilahan.
Table 5.22 or inventory of water sources shows that 21 percent of total households
are serviced by Level III systems (individual household connection). These are in
Pahilahan, Zone I, Zone II, Batuhan, Bayanan and Panikihan. Majority of the
household population have level I system, (52%) where water is sourced from natural
springs being enclosed in spring boxes deposited in a reservoir and connected by
distribution pipes with communal faucet. The remaining 21 percent have level II
system of water supply.

5.5.4 Information and Communication Technology
5.5.4.1 Postal Service
The municipality is serviced by a lone Post Office manned by one personnel based at
Socorro on rotation basis. It handles an average daily volume of 65 incoming and 30
outgoing mails.
5.5.4.2 Telecommunication
There is no residential land based telephone system. The existing means of
communication is through handheld radios and privately owned cellular phones. There
are three (3) cell sites established by Smart Phil. Inc., Globe Telecom and Sun Cellular
at Barangay Bayanan and Batuhan. There are still barangays with dead spots or no
signal at all.
The Municipal Community E Center is no longer functional which limits access to internet
connections.
Pola CATV and Broadband Network Services is the only local entity providing cable
television signal in the urban area and adjacent barangays.
The inadequacy in communication facilities has caused inefficiency in inter-government;
inter- business and other private transactions.
