This is needed in order to strengthen the organisation so that it can be more effective as an international actor in giving effect to its objective of being an international association of NHRIS which promotes and strengthens NHRIs to be in accordance with the Paris Principles and provide leadership in the promotion and protection of human rights. At a number of ICC Bureau meetings it has been recognised that there is a need to improve the ICC’s communications strategies and systems. The ICC has expanded in terms of membership in recent years and its communications strategies have changed radically with the development of new technologies. The role and functions of national human rights institutions (NHRIs) have continued to receive greater acknowledgment at an international level. As the body responsible for coordinating NHRIs at an international level the need for greater access to information about the ICC has increased. The ICC together with the Office of the High Commissioner for Human Rights’ National Institutions and Regional Mechanisms Section (NIRMS) in a secretariat function are responsible for administering the accreditation process which is critical to ensuring recognition of NHRIs at an international level. As more interest in NHRIs grows there is a need for the ICC to ensure that it has an effective communications strategy both for its members and for the external stakeholders. A wide range of communication issues have been identified that require addressing. These include matters related to the ICC website; ICC internal email; communication relationship with its members; external stakeholders - including the media; and giving effect to the fact that the ICC recognises 4 official languages namely English, French, Spanish and Arabic. It is foreseen that through investing in communications the ICC will become strengthened and more effective as an international actor in giving effect to its objective of being an international association of NHRIS which promotes and strengthens NHRIs to be in accordance with the Paris Principles and provide leadership in the promotion and protection of human rights. Duties and responsibilities Objective of the assignment 1 To establish improved communications strategies and systems within the ICC thereby enhancing its effectiveness through being more visible and ensuring greater sharing of information. The consultant will undertake the following tasks: Phase 1 Conduct a Communications Needs Analysis / Audit; Conduct a Name Change Analysis Phase 2 Liaise closely with the ICC Name Change Sub-committee and draft a Branding Strategy and Implementation Plan should a new name be chosen; Provide a road map for the ICC name change together with the new Branding strategy; Develop a communication strategy and action plan integrating a broad range of media Provide the ICC with an evaluation of the current website and advise as to how it could be improved; Draft and develop a Communications Strategy and Implementation Plan that explores the use of various new technologies (e.g. Facebook, twitter etc. …). Advise which ones would be most effective for the ICC.
