Jefferson PUD Wireless O&M Support 2 of 6 RFQ Definition Organizational Background NoaNet is a non-profit mutual corporation providing wholesale telecommunications transport and is headquartered in Tacoma, Washington. For more than 10 years, it has operated a reliable public open-access broadband communication network totaling 1,831 fiber miles that provides rural areas access to broadband services, supporting 61 last-mile providers that serve more than 260,000 customers. NoaNet’s members are ten public utility districts and a joint operating agency that have served wholesale customers in Washington State since 2000. Currently NoaNet has an operations and maintenance agreement in place with Jefferson Public Utilities District (JPUD) to manage and operate their Telecom infrastructure for a five year period which includes JPUD’s wireless infrastructure. Description NoaNet’s operations team is leading the way for operational and maintenance support of our PUD member networks. This support is designed around the ability to minimize down time through effective operational monitoring, trouble isolation and repair. Objectives NoaNet seeks to acquire the services of a qualified vendor who will operate, maintain JPUD’s wireless infrastructure who can meet tight service level requirements thus ensuring a high level of overall customer satisfaction. Contract Award NoaNet intends to execute an initial contract for 12 months with the option to renew for three additional years should NoaNet deem to do so. As part of your bid vendors must complete and submit the cost information as shown in the tables under the Bid Pricing section of this RFQ. Service Level Agreement The following service level agreements are required: Two hour response time Four hour mean time to repair Vendor Eligibility Vendors must be able to demonstrate that they have sufficient equipment manufacturer experience with the current vendor equipment to properly support the network which includes: Cambium/Motorola radios Mikrotik radios Cisco switches APC UPS’s Vendors will be provide detailed equipment lists and network maps once they provide notice that they will be bidding the project. Jefferson PUD Wireless O&M Support 3 of 6 Project Goals NoaNet’s primary goal is to establish a vendor relationship to support Jefferson PUD’s wireless network for a single monthly fee for the period specified in the bid cost section of this RFQ. Scope and Guidelines The scope of this project is to establish a service provider to manage, troubleshoot, repair, and install wireless infrastructure across JPUD’s wireless network. NoaNet intends to monitor the entire wireless network. Quotes should assume that the service provider will provide: 24x7x365 troubleshooting and repair of the wireless network. Maintain UPS’s and batteries at all backhaul sites and coordinate and/or provide provisions for generator backup where deemed necessary. Coordinate and pay for all equipment repair/return costs and invoice NoaNet. Provide sufficient spares to meet SLA’s. Ability to provide turnkey line extensions to the network. NoaNet will provide all respondents with the necessary information required to successfully prepare a quote which will meet our needs including current network maps and equipment. Any oral communications will be considered unofficial and non-binding on NoaNet. Bidders should rely only on written statements issued by the RFQ Coordinator. Responses to verbal requests for information or clarification will be considered unofficial until received in writing and responded to in writing. Questions, answers and network documentation will be emailed to all bidders who provided intent to bid to Stephanie Austin, Contract Manager at saustin@noanet.net. References Please supply at least three (3) references that have used your professional services for a similar project. Include a contact name, phone number, and address, as well as a description of the services provided by the vendor. Evaluation of Quotes Quote selection will be based on qualifications and the vendor’s ability to provide the highest value to NoaNet. Quotes will be evaluated on the following criteria: Vendor’s demonstrated experience and expertise operating and maintaining wireless networks Vendor’s ability to meet the required service level agreements Vendor’s staffing levels Vendor’s experience working with the equipment types listed in the detailed equipment list Overall cost competiveness to operate and maintain the network Vendor’s network enhancements that increase reliability, stability, and response times Vendor’s ability to provide turnkey line extensions Vendor interview results and reference checks NoaNet will select and negotiate contract terms with the most qualified vendor. If negotiation is unsuccessful, NoaNet will negotiate with the next most qualified vendor, etc. until satisfactory contractual arrangements are achieved. NoaNet reserves the right to not award a contract at their sole discretion. Current Network Description NoaNet currently manages JPUD’s wireless network. The basic network infrastructure includes both licensed and unlicensed radio links. Licensed radios are typically used on the wireless backhaul portion of the network and unlicensed radios are used to connect customer locations to the backhaul portion of the network. The wireless network aggregates to a single point where it interfaces with JPUD’s fiber optic network. Jefferson PUD Wireless O&M Support 5 of 6 Quote Pricing Time and Materials for Line Extensions, Service Orders, Repair and Other Services: Rates per Hour Material Cost Bidders are expected to provide cost plus pricing for all material to operate and maintain the network including spares and potential line extensions. Sparing levels will be established upon execution of the contract. Cost Plus % Markup Vendors shall submit information demonstrating that the vendor and its staff, and/or proposed subcontractors, meet the requirements set out in the RFQ. The qualifications statement must include the project team names, roles, and qualifications (one page resumes) of the proposed project manager and critical support staff who will be conducting the services specified in this RFQ including any subcontractors.
