REPORTS / VERSLAE PRESIDENT’S REPORT The Board elected me as President in 2013 and my term expires at this AGM. The two years have flown by and were two of the best years of my life. At the start of my term, my dad surprised me with his presence at the Gala Dinner (in Port Elizabeth). He taught me so much how a leader should act, how to make a stand, how to stand by what you believe in. Sadly, he passed away two months later, but I still have fond memories of that event. I would like to thank the Board for the trust placed in me. On behalf of the Board of Directors, I take pleasure in submitting a brief annual review to our members VetHouse Prof Banie Penzhorn served as Managing Director of the SAVA until his retirement at the end of January 2015. Our gratitude to Prof Penzhorn for his hard work and dedication. Dr Paul van Dam was appointed as Managing Director in February 2015. Congratulations and a hearty welcome to him; he has already shown that he is committed to making the SAVA a special association. He also continues as editor of VetNews, where he has also made some positive changes during the past year. I also extend my sincere appreciation to all the VetHouse staff and a special word of thanks to Elize Nicholas, for her personal assistance during my term. Marketing and Communication no longer is a portfolio on the Board and is overseen by the MD. In this regard, a special thanks to Christelle Fourie and Sonja van Rooyen for all their work during the past two years. The Board has made a decision to embark on a more active marketing programme in future, possibly in collaboration with SAVA-CVC, SAVETCON and the SA Veterinary Foundation. Input from members is invited in this regard. Member Benefits The Board is undertaking an extensive process to examine benefits to its members. More information will be disseminated in the near future. An important component of member benefits is advocacy and liaison; some of the engagements with other role-players by the Board during the period under review were: Liaison with Black Veterinary Forum, with Dr Thireshni Chetty having been co-opted on the SAVA Board to establish a more direct link between the two organisations Liaison with Department of Agriculture Forestry and Fisheries [DAFF] Representation on National Animal Health Forum [NAHF] Discussions with Faculty of Veterinary Science Discussions with DAFF regarding Compulsory Community Service [CCS]; also a member of the CCS Communication Forum. Meetings and discussions with South African Veterinary Council [SAVC] Corresponding with Department of Higher Education and Training regarding the establishment of a second veterinary faculty 13 Discussions with the Veterinary Clinical Committee of the Medicines Control Council Corresponding with the Department of Environmental Affairs regarding TOPS permits and related matters Input to the Commission of Narcotic Drugs against the potential banning of ketamine Meeting with the Minister regarding OBP vaccines During my term I made a special effort to establish a Veterinary Wellness programme. A Wellness Day was held during August 2014, a training weekend was held during the weekend before the Congress and wellness sessions take place during the Congress as well. I also encourage all Groups and Branches to include at least on lecture on a "Veterinary Health"related topic during their congresses. Finance (Director: Dr Johan Marais) Dr Marais did an excellent job, managing the SAVA finances. His report is included. Representation on SAVC (Director: Dr Joseph van Heerden) At each Board meeting Dr Joseph van Heerden submits a very comprehensive report on the activities of Council/his liaison with Council on our behalf. He does a sterling job and promotes the interest of our members at Council, creating an essential link between the regulatory body and the Association. At the annual liaison meeting between SAVC and the SAVA Executive, a number of issues of joint interest were discussed. Amongst these was the "admission of guilt" fine imposed by Council on veterinarians (especially consultants) who previously did not register a practice; after this, Council decided to allow a grace period and to not immediately impose these fines. A National Heritage Committee was established; SAVA is represented on this committee. The SAVC Inspectorate will probably be implemented in 2016. International Liaison (Director: Dr Barry Coates) The President and MD attended the annual meeting of the International Veterinary Officers Coalition. Not only did we learn that almost all veterinary associations face the same issues, but we also have been given the opportunity to utilise the knowledge and experience gained by our colleagues in facing these. The SAVA is a member of the Commonwealth Veterinary Association (CVA) and is represented here by Dr Roy Aronson. The CVA agreed to waive our membership fee, on condition that we spend a similar amount on continued education activities in African countries that also are part of the CVA. The Board decided to join forces with WSAVA in this regard and provided support to an event organised by Dr Lawson Cairns in Maputo early in July. More such events will follow. Together with the SAVC, SAVA is investigating membership of the African Veterinary Association, where Dr Clive Marwick will represent us. An invitation to attend our Congress was extended to the Presidents of the Veterinary Associations of Namibia and Botswana. We hope to establish closer ties with them (and other neighbours) in the near future. SAVA also is a member of the World Veterinary Association and through our Groups, of other World Associations. 14 Committees (Director: Dr Barry Coates) During the past year, the Animal Welfare Committee was reconstituted as the Animal Ethics and Welfare Committee. Dr John Austin is the new chairperson and we are looking forward to the inputs of this committee in future. Dr Kenneth Joubert was appointed as the new chairperson of the Education Committee. The other committees continue with their work under the same chairpersons as before. A special word of thanks to Dr Francois van Niekerk, chairperson of the Constitution Committee who, with the able assistance of Mr Harry Rosen, revised the Memorandum of Incorporation (MoI). The revised MoI was approved at a Special General Meeting held on 18 April 2015. The Board is in process of implementing the changes that lead from this. A project to draft new policies and procedures, based on the new MoI, has also been embarked on. The Board is investigating the current structure of committees, and input in this regard will be appreciated. Groups and Branches (Director: Dr Graham Tedder) SAEVA presented a successful congress in February. They have restructured their committee and are working on a number of new initiatives. They are also continuing their efforts to make phenylbutazone available to equine practitioners; we all hope that their efforts will come to fruition. The Wildlife Group had a very successful congress in March. This Group is going from strength to strength and now is the third biggest Group in SAVA. Representatives of the NVCG attended the WSAVA Congress in Bangkok recently. Here Dr Mark Shepherd, as representative of the SAVA, endorsed the Global Pain Council's Guidelines for the Recognition, Assessment and Management of Pain. Dr Kevin Stevens is Chairman of the WSAVA congress steering committee (CSC), Dr Mark Shepherd is Chairman of the Financial Advisory Committee (FAC), Dr Remo Lobetti is involved in the African Small Companion Animal Network (AFSCAN) and Dr Martin De Scally serves on the WSAVA Global Nutrition Panel, whilst Dr Lawson Cairns heads up the Continuing Education (CE) for Southern Africa. The ABIG Congress was held in May and was well attended by veterinarians and nonveterinarians, underlining the importance of cooperation between vets and other role-players in the field of animal behaviour. RuVASA presented a very successful congress early in June, marked by a major initiative to improve relations between private and Government vets. A foundation for future improved cooperation has been laid. A special word of thanks to Dr Faffa Malan for his work on the disease reports. The SAVA Young Member's Group was established at a meeting held at VetHouse on 24 June. Dr Frans van Heerden was elected as chairperson and with his committee, now has the task of taking this initiative to the rest of the country. Support from branches in this regard is required, as we would like to provide our young colleagues with events that are aimed at their specific needs. The Poultry Group has managed to bring the World Veterinary Poultry Congress to South Africa. This congress will take place in September, and we wish them all the best! 15 A big thank you to the chairpersons of all the branches for all their work during the past two years. The mini-congresses play an important role, not only in the distribution of knowledge, but also in providing a major opportunity for social interaction. I visited most of the congresses during the last two years and thank you all for the hospitality shown. Subsidiaries and Affiliates (Director: Dr Rebone Moerane) SAVETCON SAVETCON was actively involved in a large number of congresses during the past year, amongst which is the World Veterinary Poultry Congress. The SAVETCON AGM will also be held during the SAVA Congress. SAVA-CVC Some restructuring is taking place within SAVA-CVC, amongst which is the appointment of new directors. The SAVA MD will play a more direct role in the management of SAVA-CVC in future. An AGM will also be held during the SAVA Congress. Community engagement is an important strategic activity, and I encourage all members to become involved, either direct (by providing time/rendering services) or indirect (by supporting the efforts financially). CLOSURE Congratulations to Dr Johan Marais, who takes over at President of the SAVA, and Dr Rebone Moerane on his election as Vice-President of SAVA. The Association is in good hands! DR HENK BASSON PRESIDENT 16 REPORT - DIRECTOR OF FINANCE Herewith an update on financial movements of SAVA for the year 2015 up to the month of July. The following few points are mentioning: The SAVA made no profit for the year ending 2014. Tighter control of spending was implemented during 2015 to make sure that budgets are not exceeded. New software will be acquired by VetHouse to improve the quality of printing on the vaccination booklets, which we believe is an important service rendered to veterinarians. Membership fees were increased by 7% for 2015. Although direct comparisons cannot be made, the Australian Vet Association charges e.g. AUD$ 900-00 for membership and an additional AUD$ 400-00 for equine membership. I am sure we are all feeling the pinch, and the idea here is not to overcharge, but to cover costs of the particular financial year. Several budgets have been cut to increase profitability and the new MD, Dr Paul van Dam, is looking at innovative ways to curb spending at VetHouse. Tenants at VetHouse have given SAVA notice and this is currently a concern, as some of this income might not be recovered for this financial year. NEW MATTERS FOR DISCUSSION / NUWE SAKE VIR BESPREKING 7.1 SPECIAL RESOLUTION / SPESIALE BESLUIT IT IS RESOLVED THAT: The current Memorandum of Incorporation of the SAVA be amended to accommodate the necessity for an increased number of directors to serve on the SAVA Board. In this regard, therefore, the wording in the SAVA MoI which currently states “The number of directors shall be seven” be replaced with “The number of directors shall not exceed ten” RATIONALE: The current Memorandum of Incorporation of the SAVA states “The number of directors shall be seven”. There are currently six elected directors and a managing director, while the SAVA representative on the SA Veterinary Council is co-opted onto the Board. In addition, the immediate past-president remains a director for one year, which brings the total to nine directors. This anomaly is being addressed in the thoroughly revised Memorandum of Incorporation, which will be submitted for approval at the next AGM. In the interim, it is proposed that the wording of the specific clause is changed to: “The number of directors shall not exceed ten”. Dr Basson, thanked Prof Penzhorn for his hard work and dedication to the profession. The post will be advertised as soon as possible. Dr Paul van Dam, was appointed new Editor of VetNews and congratulated on the new look and content of the VetNews Magazine.
