One of IASC’s programs, Invest Early, is an initiative funded in part by the Blandin Foundation and governed by IASC. Invest Early is a model family support program with the goal to partner with families and early childhood programs in order to provide the best possible start for all children. The Itasca Area Schools Collaborative (IASC) invites the submission of proposals from qualified firms to assist in the accomplishment of four tasks: Articulate in writing the systems, processes, and structures that have resulted in Invest Early being identified as a model for collaborative early childhood programs. Develop a cost model that results in an ability to reasonably estimate the cost to expand the Invest Early Project to scale, as well as accurate per-child costs. Identify possible social, economic, and political policies that need to be in place in order for Invest Early’s work to expand. Recommend a personnel architecture for Invest Early that would result in the leadership, advocacy, and operational excellence necessary to ensure Invest Early’s future success and sustainability. Prospective firms should submit proposals in accordance with the requirements set forth in the attached Request for Proposal (RFP). If you intend to respond to the RFP, a letter of intent, which is not binding but will greatly assist us in planning for proposal evaluation, should be submitted via e-mail and should be received no later than April 4, 2014. The original and an electronic version of your proposal must be received no later than April 30, 2014 or your proposal will otherwise be disqualified. The provider whose proposal is the best solution for our project will be selected on May 16, 2014. At that time, we will notify all providers of the status of their proposal, whether successful or unsuccessful.
