Parking Procedure Bow Valley College parking is managed and operated by Impark. Purpose The purpose of this procedure is: 1. To provide information to BVC in regards to campus parking; 2. To provide direction in regards to public parking; and 3. To provide direction in regards to reserved visitor parking. Scope Compliance with these procedures extends to all members of the College community. Compliance Employees (including contractors) and students are responsible for knowing, understanding, and complying with Bow Valley College procedures to the extent that procedures relate to their position, employment, or enrolment at the College. Monthly Parking 1.1. Staff 1.1.1. Parking stall is available from 6:00 am – 5:00 pm, Monday to Friday including statutory holidays that fall from Monday to Friday. 1.1.2. Monthly parkers receive one placard (which hangs from the rear view mirror) and one access card for each stall. Multiple placards and cards are not available. 1.2. Carpooling 1.2.1. 21 Carpooling stalls are available 1.2.2. Rates are discounted to encourage carpooling 1.2.3. Please refer to the Carpool procedures 1.3. Motorcycle parking 1.3.1. 7 Motorcycle stalls area available 1.3.2. Specifically signed for motorcycles and located on level P3 1.3.3. Monthly parkers receive a sticker with decal information imprinted with lot number, license and decal number. This sticker must be placed on their windshield, handle bars or luggage tag and must be visible so as to not receive a ticket. 1.4. Educational Partners parking as per leases 1.4.1. Athabasca University, Olds College and University of Lethbridge have a dedicated number of monthly staff stalls as per their lease. 1.5. Rates 1.5.1. South Campus South Campus carpool South Campus motorcycle West Campus surface West Campus caged $325.00 + GST $300.00 + GST $100.00 + GST $215.00 + GST $240.00 + GST 1.5.2. Parkers must make their monthly parking payment directly to Impark. Payments can be made the following ways: Cash or debit (if paying month to month in person) Cheques (including postdated) Credit card (VISA, MasterCard, American Express) Automatic pre-authorized deduction from your chequing account BVC Educational Partners can have their stalls billed directly to them accordingly. 2. Public Parking – Daily and Hourly 2.1. All public parkers and reserved visitor parkers pay the same rates to park in South Campus. Rates (including GST) effective March 2013: 2.2. South Campus Public parking is available from 6:30 am until 10:00 pm. If you are within the South Campus building your vehicle can stay in the parkade after 10:00 pm and you will still have access to your vehicle by using the elevators. Hourly Early Bird Daily Max Evening Weekend/Holiday $5.00 (from 6:30 am – 5:00 pm) $17.00 daily maximum (enter between 6:30 am to 9:00 am and valid until 6:00 pm) $20.00 daily maximum (if in after 9:00 am and valid until 6:00 pm) $5.00 (flat rate effective 5:00 pm) $6.50 (flat rate) Rates include GST and will be reviewed and changed as needed. For daily parking Impark machines accept cash or credit card (VISA, Mastercard and American Express). The machines do not accept credit debit cards such as VISA Debit) 2.2 Anyone parking at South Campus, who is not a monthly parker, must proceed down the ENTER ramp and upon reaching the ticket machine by the Impark parking office, push the button and pull a ticket on the ticket machine. They should keep their parking ticket with them and when they are leaving they could pay at the pay station across from the bookstore, which accepts cash or credit cards, prior to going back to their vehicle or, if they are paying by credit card they can pay at the parkade exit ticket machine located on the median as you are driving out of the parkade. 2.3.There are 55 public car parking stalls and 2 public motorcycle stalls. These stalls are available to anyone who wants to park on an hourly or daily basis and availability will be displayed by the OPEN/FULL sign that is posted above the parkade entrance on 6th avenue. 2.4.West Campus Surface Lot No public parking weekdays Monday to Friday $3.15 (flat rate effective 5:00 pm) Saturdays, Sundays $5.25 (flat rate) Cash or credit card is accepted at the Impark meter located on the surface lot. 3. Guest Parking – Reserved Stalls 3.1. There are 12 regular visitor stalls and 2 disabled visitor stalls available for BVC and the Partners to book for guests. These are stalls numbered 1-12 and disabled stalls 14 and 15. These stalls are the same price as public parking stalls but can be reserved as a guaranteed stall by booking it online in the calendar (similar to booking meeting rooms). Please see attachment titled Visitor Parking – Verify Stall Availability. As well, you can email Impark@bowvalleycollege.ca and the Parking Ambassador can assist you. 3.2. Validation Tickets 3.2.1. See Validation Program Document attached 3.2.2. Validation Ticket Expiry Dates Validation tickets have multiple options for expiry as follows: Tickets expire automatically expire on June 30 and December 30 each year Expiry on a determined date and time set by the requestor 4. Contractor Parking 4.1. All contractor (i.e.: trades, construction) parking is located at the Shipping/Receiving dock and must be prebooked with Receiving at 403.410.1459. Space is not guaranteed. 5. Operations 5.1. The Impark Parking Ambassador is on site Monday to Friday from 6:00 am – 6:00 pm. 5.2. South Campus ticket dispensers have a “help” button that goes directly to Security if anyone is in need of any assistance. 5.3. CCTV cameras are located throughout the parkade and are being observed 24/7. 5.4. Parker Pete Amenity services are available in both West and South Campuses. 5.5. South Campus entrance door height restriction is 6’10” maximum. Monthly parkers will have a reserved stall from 6:00 am to 5:00 pm Monday to Friday (including statutory/holidays that fall from Monday to Friday). You are welcome to stay in your stall after 5:00 pm, at no additional cost, until you are ready to leave. If you leave and return (i.e.: go to a meeting at 3:00 pm and return to the college at 6:00pm) you can swipe your Impark access card and gain access to the parkade and be able to park in any stall that is vacant. As long as you use your access card for entry there is no additional cost. If the parkade is full you will not be able to park in the lot. You are not guaranteed a stall after 5:00 pm or at any time on weekends. How were the rates chosen? Rates have been chosen based on deemed market rates in the surrounding area. Is the rate going to change soon? The monthly rate will be reviewed by Impark on a yearly basis and be adjusted as per market rate. If I am leaving to go on business can I leave my vehicle in my stall while I am gone? Only if you are a monthly parker you are welcome to leave your vehicle in your reserved stall during your absence. You must notify Impark of this arrangement. Please be advised that you are leaving your vehicle at your own risk. Are there carpool stalls? Yes, as BVC is a Silver LEED building there are limited dedicated carpool stalls located in the South Campus. These stalls are at a discounted rate to encourage carpooling and they are located closest to the elevator doors. What else does Impark offer? Impark offers a “Parker Pete Amenity” program that will provide complimentary vehicle assistance to all customer vehicles parked at BVC’s parking facilities. In the event of a flat tire, dead battery, key lock-out or out-of-gas situation you can call the toll-free number and an Impark representative will come on site to assist. Impark provides 24 hour support to any parker. You can contact them at 403-299-7275. Is there motorcycle and motor scooter parking available? Parking will be available this year for these vehicles. Dollar Amount Validations What is the process? guest parker drives into parkade, pushes the button, takes a ticket, the arm goes up, guest parks in reserved parking area a designated person in the department gives the guest parker an exit ticket, which has been purchased by the department guest parker must keep both the entry ticket and the exit ticket upon exiting, the parker first inserts the entry ticket followed by the exit ticket. Balance due, if applicable, is displayed validation ticket is not returned to the parker What if the parker is given a validation ticket for $5.00 (one hour) and they park for more than one hour? Guest parker will pay the additional parking fee by cash or credit card (credit card only at parade exit). What if the guest parker is given a two-hour validation ticket ($10.00) but parks for only one hour - is money refunded? Balances on validation tickets are not refunded. If this is anticipated to be a concern, departments purchasing validation tickets should purchase small denominations; e.g. one-hour tickets. Can more than one validation ticket be used for one parking occurrence? Yes, as many validation tickets as necessary can be used as one payment (e.g. any number of one-hour tickets can be inserted upon exit, if necessary). If a parker is given a $25.00 validation ticket, can they leave the parkade and then return? No, the validation ticket can only be used once. Percentage Validation (rebate pass) What is the process? entry parking process is the same as described above on exiting, the parker first inserts the entry ticket followed by the exit (rebate) pass the total charge for parking is reduced by the percentage programmed into the rebate pass; e.g. total is $15.00 (for 3 hours) reduced by 50% (as selected by the department). Guest parker pays $7.50 (50%) department is billed on a monthly basis for their percentage of parking charges What does the monthly report look like? It shows date, time and amount charged for each parking event. It does not show entry or exit time. Can the number on the back of the parking pass be tracked? Impark does not use these numbers for tracking. The Department could record the pass numbers on their own spreadsheet in order to have their own record of passes distributed. What if a reserved visitor is given an exit pass worth $22.00 and parks for less than 5 hours? The total on the exit pass - $22.00 - is billed; there is no reduction or refund to the department. Do validation passes have expiry dates? And how long? BVC validations will have expiry dates of December and June of each year. Can the expiry date be printed on the validation pass? Yes, expiry date will be printed on ticket. Standard information printed on ticket will be name, code, expiry date, and type of validation. General Questions about Reserved Visitor parking Can one person/department book more than all 12 reserve visitor spots? No. If more than 12 visitor parkers are expected, some of them would need to use the public parking visitor spots. Can one person/department book all 12 reserve visitor spots? It is possible to do this through the Outlook booking process; however, it is important to be accurate in your booking needs and considerate of other departments. Some compromise may be required. A last minute, or special reserved parking situation may arise and a pre-booked reserved visitor spot may need to be reassigned. How do reserved visitor parkers find their spots? All 12 spots are located in one area on P1, close to the Parking Ambassador’s office. They are numbered. The cement pillar at the entry to the area has a sign “Reserved Visitors Parking”. The Parking Ambassador is available to direct parkers into the correct spot. Each stall is signed as a visitor stall. What if all of the reserved visitor spots are booked and a very exceptional and urgent request is made; e.g. Premier is attending an event and needs a parking spot? In such a case, please call Charlene Tomlinson to make arrangements. General Questions about parking in South Campus parkade How late is the parkade “open”? Signage indicates it is open until 10:00 pm. This holds true for the general public. Staff of BVC and educational partners have access to the South Campus exterior doors 24/7 and once inside can access the parkade at any time. Students and visitors that are within the South Campus can access their vehicles at any time. Note: The Plus 15 between North and South is unlocked until 11 pm. What happens when someone parks in an assigned monthly spot (other than the assigned parker)? Is there a consequence for this? There are several options, however please speak to the Parking Ambassador for assistance and determining which option you would like to pursue: Written warnings can be put on the vehicle up to two times Impark can ticket the vehicle The City of Calgary can ticket the vehicle The vehicle can be towed (City of Calgary) In the updated parking guidelines package, can the dimensions be provided for the largest possible vehicle that can be accommodated? Yes - height max is 6 feet 10 inches. Can there be a list provided of all non-reserved stall numbers? This could be forwarded to potential visitor parkers. Please obtain the most recent list from the Parking Ambassador. This list changes weekly as Impark sells stalls. How many parking spots can be expected to remain available for visitor parking? 55 spots open for visitor parking. Note: The 12 reserved visitor spots are not included in this 55 stall allotment. Can we expect there to be changes to the parking guidelines in the future? Yes, although the parking guidelines are based on thorough research and planning, they are still a work in progress. Future decisions and changes will be based on feedback and observations. Booking Reserved Visitor spots through Outlook How far in advance can reserved visitor spots be booked in Outlook? This is limited only by how far in advance the Outlook calendar is effective. Again, reasonable time frames should be considered. Once I have booked a reserved visitor spot in Outlook, am I done with the process? No, you still need to complete the Validation Order Form, take it to the Parking Ambassador and get the reserved visitor pass(s), as selected. (Unless your visitor is paying for their own parking) Q. Do BVC Partners have access to the Outlook parking booking calendar? Unfortunately at the current time we are unable to connect them in. They must call or email the Parking Ambassador directly. Agresso Account Code for reserved visitor parking passes is 6007 (as per Finance) April 2014 Validation Program The Validation Program is available for BVC staff or Partner to pay for their visitors parking. Validated tickets may be ordered by completing an Impark Validation Order Form and delivering it to the parking Ambassador located in the parking office on level P1, or by email at impark@bowvalleycollege.ca. The validated tickets will be delivered to the requestor within 48 hours. There are 2 types of validations available (Validation - Dollar Amount and Validation - Percentage). Every department or Partner may pre-order the type of validation that is best suited to their event or use for any given day. Below, you will find a general description of each validation type, and a brief summary of the applicable use, fee and procedure to follow when exiting the parkade. Depending on the type of validation ordered, payment may be made prior to the event by pre-purchasing the passes, or after the event based on the number of validated passes used during an event (as per rules applicable to each validation type). Validation – Dollar Amount This validation is also referred to as a “rebate” pass: USE: This pass is used to lower the parking fee calculated by the pay station on the main floor or at the exit lane ticket machine by any of the pre-programmed amounts listed below. It is important to note that if the incorrect rebate is provided to the parker, or if the parker remains in the parkade beyond the period covered by the rebate pass, the parker will then be required to pay the difference at the pay station or exit lane. The rebate passes must be pre-purchased in the following denominations: $5.00 1 hour rebate $10.00 2 hour rebate $15.00 3 hour rebate $20.00 4 hour rebate $17.00 Early Bird (enter between 6:30 am to 9:00 am – valid until 6:00pm) $20.00 Daily Max (enter after 9:00 am – valid until 6:00 pm) $25.00 Daily Max rebate until 10:00pm FEE: Quantity multiplied by the preferred rebate as per table above. EXIT PROCEDURE: Pay Station: The parker must first insert the entry ticket and wait for the pay station to calculate the fee. When asked to make payment, the parker will then insert the rebate ticket. The system will deduct the programmed amount and the original entry ticket (now validated) will be returned for use at the exit lane. At the exit lane, the parker simply inserts the validated ticket into the ticket machine to vend the gate. The ticket will not be returned to the parker unless the parker was required to make a payment to cover the difference in the calculated parking fee. Exit Lane: Same as above. Only difference is once the rebate ticket is inserted, the system will calculate the rebate and the gate will open automatically. Validation – Percentage This validation is also referred to as a “rebate” pass: USE: Same process as the Dollar Amount Validation, except this pass is used to lower the parking fee by any of the pre-programmed percentage amounts listed below. Under this system, the balance of the parking fee must be paid by the parker at the pay station by cash or credit card. After payment is made, the validated entry ticket will be returned for use at the exit lane. The following percentages are available: 25% 50% 75% 100% FEE: Department or Partner will be billed on a monthly basis based on usage. Accordingly, an individual account for each department must be set up with Impark. EXIT PROCEDURE: Pay Station Payment: The parker must first insert the entry ticket and wait for the pay station to calculate the fee. When asked to make payment, the parker will then insert the rebate ticket. The system will deduct the programmed percentage amount and the balance owing must then be paid by the parker. The original entry ticket (now validated) will be returned for use at the exit lane. At the exit lane, the parker simply inserts the validated ticket into the ticket machine to vend the gate. The ticket will be returned to the parker as proof of payment. Exit Lane Payment: Same as above.
