Marine Crisis Management Research in Contemporary China
Crisis management is an important category of contemporary diplomatic and strategic studies
from the angle of international politics. Marine crisis management is closely related to national
interest and international safety. The ocean is not only the basic space in which people live, but also
the important field in which crisis management and international relations are involved. With the
development of science and technology and economic globalization, various crises and sudden
incidents are appearing constantly, bringing greater and greater threat to every country and even
the whole world. Especially the crises that come from or happen at the ocean are exerting a greater
impact and seem to have the tendency to expand increasingly. On the one hand, the ocean is of
much impotence to every country and the human society, on the other hand, the ocean is facing all
kinds of crises, which calls the attention to marine crisis management and marine safety. The
maritime crisis has contained such respects as politics, economy, military, traffic, etc., including the
two layers of domestic crisis and international crisis. However, the marine crisis beyond the
territorial sea mainly belongs to the category of international crisis, and marine crisis management is
an important branch of crisis management and international crisis management. China is a typical
continental and littoral nation, where marine crises occur frequently and easily. The history of
humiliating the nation and forfeiting its sovereignty suffered since modern times began from the
ocean. In 21st century, the traditional security existing for a long time and the non-traditional
security threat increasing day by day caused the diverse origins and influences of marine crises, thus
our nation faces complicated situation of marine safety. Marine crisis management research is
comparatively weak in the research of crisis management, so this dissertation is an active attempt to
expand and enrich the range and content of crisis management. Besides, this dissertation try to
construct a scientific, reasonable and advanced mechanism of maritime crisis management, so as to
help relevant departments effectively manage the marine crisis and secure the national defense and
development of China. This dissertation insists on the idea of theory connected to practice. It
analyses the basic theories of marine crisis management firstly, then specifically makes a study of
mechanism construction which suits the marine crisis management requirement of China in the new
period, combining the course of China's maritime crisis management, current situation of China's
maritime crisis management in the new period, practice case of maritime crisis management and
international practical experiences of maritime crisis management. It puts forward that the marine
crisis management mechanism of China in the new period should be constructed under the direction
of the Scientific Concept of Development and the New Concept of Safety, by constructing the
process of forewarning, policy-making, controlling, problem-solving and rehabilitation of maritime
crisis ail-roundly, and by integrating the aspects of legal system, intelligence channel and defense
capability.
