Job Description Post Title: School Business Manager Salary: £30,739 to £37,132 (pro rata) Responsible to: Headteacher Hours of Work: 37 hours per week, term time plus 2 weeks Key responsibilities To set up and maintain systems, procedures and routines to ensure that the school budget is managed efficiently. To ensure requirements and deadlines required by TKAT are met To ensure best value in purchasing services for the school. To manage, develop and deploy the administrative and premises staff. To liaise with TKAT central office in matters relating to personnel, audit regulations, finance and statistical returns. To be responsible for the premises management of the school. To be responsible for HR matters relating to all staff. To be responsible for Health and Safety matters regarding the school premises. To be part of the Leadership Team. To be responsible for the development and management of the school accounting function, ensuring its efficient operation according to agreed procedures and to review and develop those procedures as necessary. To provide financial information for the development of the short and long term school budgets, providing advice for the Headteacher and Governors on the setting of the school budget. To prepare the annual school budget and amend/update during the year as required Report regularly to the Headteacher giving comprehensive variance analysis and accurate year end forecasting. To attend Governors’ sub-committee meetings as required. To be responsible for the preparation of all school accounts for audit and liaise with the TKAT Finance team or auditors as appropriate. To develop and monitor all accounting procedures and resolve any problems i) The ordering, processing and payment for all goods and services provided to the school. ii) The operation of all bank accounts, ensuring that full reconciliation is undertaken at least once per month. iii) Maintain an inventory of assets. iv) Preparation of invoices and collection of fees, taking action when necessary to recover bad debts. v) Meet the deadlines set by the TKAT Finance team To be responsible for financial returns to TKAT including the GAG summary Report. 10. 11. 12. 13. 14. 15. 16. 17. 18. 19. To manage the financial aspects of the letting of the school premises. To maintain salary information. To provide finance procedures, advice and support for the Leadership Team, Heads of Department and teaching staff. To be responsible for school insurance policies; handling any claims that arise. To negotiate, manage and monitor contracts, tenders and agreements for the provision of support services. To generate income for the school. To develop and manage the administrative function including school reception, records, reprographics, word-processing, and desktop publishing. To have an overview of the quality of printed material produced for internal and external use. To be responsible for HR matters relating to all staff. i) Provide support, advice and guidance on changes to staffing structures, recruitment, pay, job evaluation and terms and conditions of employment . ii) maintain confidential staff records iii) Advise staff regarding salaries, expenses, sickness and maternity procedures and relevant HR policies. iv) Maintain the Single Central Register. To be responsible for all matters relating to the school premises including management of premises staff To be responsible for Health and Safety matters regarding the school premises. PERSON SPECIFICATION Essential Education to degree level or equivalent work experience Qualifications and Professional Membership Profession al Experience Personal Qualities Proven budgetary expertise and financial acumen. Successful senior management experience, to include strategic planning, administration, financial management and project control. People management skills, the ability to delegate / negotiate, emotional intelligence. Competency of IT systems and MS Office. Resilience, ability to problem solve and positive outlook Desirable Relevant professional qualifications (e.g CSBM, accountancy, business management, estates management qualifications or similar). Membership of relevant professional bodies. Awareness and understanding of health and safety. Procurement experience and resource management. Experience of working in educational institutions.
