Guide Update Process/Timeline
•
Survey conducted in Spring 2009 indicated PMSC Guides require
update; in future, guides will be reviewed/maintained on a regular
cycle
•
PMSC decision to tackle IBR guide first
•
PMSC Guides Update Team established; government and additional
industry participation added in November
•
First draft revised IBR Guide released for public comment in early
October; feedback adjudication began in early November; joint team
reached agreement on main body of guide
•
Significant update to Pre-Award IBR section in December
•
Second draft release in January. Comments addressed and
incorporate; revised draft distributed on 4/14/10
•
Formal PMSC membership voted to approve IBR Guide as working
draft, for 2-month use/comment period prior to final publication
•
IBR Guide, Revision 1, dated 9/1/2010, approved for publication on
25 August 2010

IBR Guide Status
•
Working draft of IBR Guide unanimously approved in May for
publication on NDIA PMSC website as a working draft for use and
comment
Formal comments were requested during a two-month period ending
15 July 2010
33 formal comments and recommendations were received from PMSC
member companies and government agencies
•
•
– All were adjudicated, documented along with the rationale for acceptance
or rejection (23 accepted in whole or in-part;10 rejected), and ratified by the
PMSC Board
– A documented Summary and Disposition of Comments was distributed
with the final revision of the document to the PMSC membership and
individually included in formal responses sent by PMSC to the companies
and agencies to acknowledge and thank them for their comments
•
Yesterday, the final revision was approved for publication on the NDIA
PMSC website effective 9/1/10

• Clarified that IBR is not an EVMS review
– EVMS should be reviewed in connection with management system risk

– EVMS risk should be assessed by checking its status via coordination
with applicable CFA responsible for EVMS surveillance
• Additional material/guidance added regarding pre-award IBR
– Acquisition planning guidance to identify when pre-award IBRs should
be considered
– Mechanisms for applying and funding pre-award IBR requirements
– Key process differences associated with timing of pre-award IBRs, e.g.,
availability and maturity of data available prior to contract award
