With many years of construction experience coupled with safety, loss control, and litigation
management, he and his team of experts have worked to put NBIS on the map as the recognized
market leader in construction risk management. Bill has over 28 years of experience in the Crane,
Rigging, and Construction industry. Previously he worked as Safety and Health Specialist with the
Directorate of Construction, U.S. DOL-OSHA, where he guided and assisted all departments and field
offices on crane and construction policies, procedures, and safe working practices. Bill is a
recognized leader in the industry and has been published in Crane Works magazine and Lifting and
Transportation magazine. He has also been acknowledged in the book, “Crane and Derricks.”

Robert C. Moore is the Chief Legal Officer for NBIS and its subsidiaries and the Transportation
Program Manager. He has been in the transportation and construction field for over 30 years. He has
been active in numerous trade organizations and currently sits on the Specialized Carriers & Riggers
Association Transportation Governing Board, the Transportation Safety Committee and is President
of the Specialized Carriers & Riggers Foundation. Having worked for Great America, AIG and several
other major insurance companies as a senior litigator, Moore’s 35+ years of experience in such areas
as Construction Litigation; Products Liability; Professional Liability; Specialty Lines Coverage;
Personal Injury Defense; and Tort Reform, have made him a nationally recognized speaker on
contractual liability and construction defect.

The NBIS Specialized Transportation program refers to firms engaged in the transportation of oversized, over-dimensional
commodities.
Vehicle Usage

• Specialty “oversize” / “over-dimensional” / “overweight” loads.

• Specialized tractors re-geared for travel at very low
speeds.
Mileage Profile:
The nature of the specialized transportation industry lends itself to a more localized radius of operation. Typical mileage per
power unit ranges from 15,000-60,000 per year. Analysis of IFTA statements indicate the bulk of annual mileage in state of
domicile with remainder tallied in surrounding states only.
In comparison, the average general freight unlimited radius trucking firm will average upwards of 90,000 miles per power unit with
IFTA report analysis indicating operation in any number of states.

Christopher P. Nelson is the Assistant Vice President, Risk Management – Transportation for NBIS. With more than twelve years of
experience in risk management both in the trucking and insurance industry, Mr. Nelson previously served as Executive Director of
Risk Management for RAIR, a division of Lytx (formerly DriveCam). He also served as Manager of Risk Analysis for a large insurance
company that specializes in marketing and underwriting insurance for the transportation industry as well as other senior safety
executive positions with several trucking companies, providing him first-hand knowledge of the challenges carriers face in dealing

Kate Lasky – Associate Corporate Attorney
Kate Lasky is an Associate Corporate Attorney for NBIS and its subsidiaries; she has been with NBIS since 2010. Her primary
functions are: Risk Management Support with an emphasis on contract management; ensuring regulatory compliance; handling
communications with the department of insurance; coverage opinions; performing legal research and analysis; and, providing
general legal support to the organization. Ms. Lasky graduated from Rollins College in 2003, and received her paralegal certificate

Rob Edwards, Program Manager & ASME B30.27 Chair
TERRITORY

As a member of ASME B30 main committee and chair of the B30.27 committee, Rob led the
development of the safety standard for concrete pumps and concrete conveyors, now an American
National Standard. The standard affects manufacturers, maintenance and inspection personnel, and
pumping personnel. Rob has been in the concrete pumping industry since 1978, starting as a pump
operator. Rob has served the industry in many capacities from designing the original ACPA Safety
Seminar, writing the original Safety Manual and the offshoot coworker safety manual and safety
manual for ready mixed concrete truck drivers delivering to pumps, developing the Coworker safety
training, and co-authoring the certification test and study guide.

Mobile Equipment
The mobile pump “over-the-road” exposure is covered under the general liability policy via the CG 00 01 10 01
policy form (excess and surplus lines) which includes the CG 99 01 11 85 Motor Vehicle Laws endorsement. The
only instance where we have an exposure to mobile cranes on the commercial auto policy is where a specific
state (NY and MA) requires an electronic filing made by a commercial auto carrier. In these instances, NBIS will
manage electronic reporting to state DMV offices.
Vehicle Usage
Class encompasses risks that are hauling their own equipment to and from the jobsite and incidental service
vehicles.
Mileage Profile
Average mileage on supporting service units ranges from 10,000 to 20,000 miles per year with lower mileage on
heavy and extra-heavy units as they sometimes remain onsite throughout the duration of the job.

Hank Butler, Program Manager
Hank is the Vice President of Underwriting for NBIS, overseeing Underwriting Teams in Atlanta and Chicago,
as well as Program Manager for the Equipment Dealers Program. Prior to NBIS, Hank was Regional Vice
President with Framer’s Union Insurance,(a QBE Regional Company), Underwriting Vice President for Zurich’s
Mid-Market Construction Division, Branch Vice President, as well as other positons in Commercial and
Construction Insurance. Besides extensive experience with Insurance Companies, Hank has worked in the
alternative market with Pool Administrators and a Program Administrators as well. Hank has been involved in
multi-line Insurance Underwriting for all 50 States.
