Molecular Biology, University of Puget Sound Certificate in Commercial Real Estate Development, University of Washington Extension Morgan Shook is a senior policy and economic analyst interested in innovative economic development strategy related to real estate, transportation, and infrastructure planning. His expertise in economic, fiscal, market, GIS, and demographic analysis has been applied to financial and policy projects for cities, counties, and ports across the State. Morgan received his M.A. in Urban and Regional Planning from Portland State University's School of Urban Studies and Planning.. Morgan graduated from the University of Puget Sound with a B.S. in Biology. He also has a Certificate in Commercial Real Estate Development from the University of Washington. Morgan currently serves on the Seattle Planning Commission. He is currently AICP-certified. Representative Projects For the City of Woodland’s Transportation Benefit District Formation Study, evaluated different TBD boundary and revenue options to inform a discussion around potential TBD boundary and revenue configurations and key policy choices the City. For the Kitsap County Multimodal Plan, developed a demographic, land use, and economic assessment to guide a long-term transportation planning in Kitsap County. Provided market and land use planning for the Wenatchee Valley Transportation Council’s North Wenatchee Avenue Transportation Master Plan. Developed a market and economic assessment to guide a long-term transportation plan in the City of Wenatchee. Advised on constructing a long-term finance plan for the Skagit Council of Governments’ Regional Transportation Plan. For the Cowlitz Wahkiakum Council of Governments’ Transportation Funding Plan, managed the analysis of resources and funding for transportation capital projects, as well as current need. For Chelan County’s Transportation Funding Report, managed the development of projections of possible funding to assist the County in prioritizing transportation projects and transportation planning that resulted in changes transportation funding policies. Prepared employment forecasts for a land use model as part of an update of the Yakima Valley Council of Governments’ Metropolitan and Regional Transportation Financing Plan Update. Modeled population and employment forecasts and alternative land use allocation methods for county-wide transportation modeling as part of the Whatcom Council of Governments’ Allocations of Population and Employment to Traffic Analysis Zones. Currently developing a transportation and infrastructure funding strategy for the Martin Way corridor for the City of Olympia. Currently developing a transportation and infrastructure funding strategy for the Covington Town Center subarea. Developed a market and economic assessment to guide a long-term transportation and infrastructure planning for multiple jurisdictions and service providers, for the Port of Douglas County’s Odabashian Bridge Area Investment Strategy.
