Approval of June 24, 2014 MCRUD Steering Committee – MCRUD coordinator reported that he has
not been able to do June’s minutes yet. The June minutes will be tabled until next meeting.
III.
New Fact Sheets – Hannah Jary, Alcohol Epidemiologist for MDCH. Hannah briefly discussed the
following fact sheets. If you have specific questions about the sheets you can contact Hannah

IV.
Brief Round table Reports
Erin Shahly – ROCC is hosting a family movie night at the Farmer’s Market next week. Planning a
party for teens at Air Time (trampoline park). ROCC is in the process of developing a yoga and
meditation program for students before school.
Hannah Jary – her long term project is looking at the relationship between outlet density and
hospitalizations. Hannah will be presenting posters at the Michigan Cancer Consortium, Michigan
Primary Care Conference, and will be attending the Public Health Conference in New Orleans.
Amy Buckingham – the coalition has spent a year redefining itself. The coalition is focusing on
alcohol and prescription meds. The coalition is looking at alcohol advertising throughout the county.
Amy reported that clerks are twice as likely to card for tobacco as compared to alcohol. The coalition
is getting the message of “Carding is Caring” out to retailers. Recently YouThink Montcalm has been
working closer with Great Start Collaborative. How do we embed alcohol messages into the Relay for
Life Walk?
Janine Kravetz – Bay County Prevention Network – Opiate Conference coming up. Kids from a
school were caught doing Xanax so Janine will be working with the school on this issue. Janine
mentioned that there is a work group who’s goal is for “all babies to have a safe journey from
conception to birth.” Janine believes the fact sheet entitled, “Alcohol Consumption and Teen
Pregnancy” will be something that this work group can utilize.
Mike Tobias – Capitol Area Project Vox (CAPV) held a successful Celebrate Recovery Walk and
Rally on September 13. Mike reported that CAPV is a relatively new group of mainly people in
recovery who are working to educate, celebrate, and advocate around recovery. Mike asked how many
others people are working with people in recovery and most of the attendees reported that they are
working with people in recovery. (Peer Recovery 360 (Midland, Arenac, and Bay Counties).
Montcalm County prevention folks are working more with people in recovery. The group in Montcalm
is called RISC, which stands for Recovery Integrated Systems of Care. Genesee County has a strong
working relationship with people in Recovery. Partnering with Great Lakes Addiction for Technology
Center. Managing out Sobriety Together (MOST) runs the annual Sober Fest event. This event draws
about 3,000 people. People from the Automotive Plants and Unions make up MOST. Doing a lot with
training recovery coaches and developed a 48 hour curriculum for recovery coaches. Lisa Peeples –
There is a countywide ROSC group at this time with subgroups. Berrien County has been doing some
Peer Recovery coach training as well. Wendy – ROSC programming, recovery coaching, meet once a
month. Celebrate Recovery event.
Lisa Peeples-Hurst – Lisa reported that this is her first MCRUD meeting in about a year due to
another ongoing meeting at the same time. They have held a Vendor Education forum for both tobacco
and alcohol retailers. They continue to conduct alcohol compliance checks. Berrien County has about
300 retailers. The Just Health Coalition (Benton Harbor) is beginning to look again at limiting exterior
alcohol and tobacco signage at retailers. The City of Benton Harbor has recently began charging a
$1,000 fee for alcohol retailers. There are 20 retailers in the city. The City of Benton Harbor is also
charging a $500 fee to tobacco retailers. Lisa encouraged people to check out LARA’s website to see
how much alcohol retailers are purchasing. A new group, Advocates and Leaders for Police and
Community Trust, (ALPACT) has been created and Lisa is a co-chair of the group. Law enforcement,
court representatives, and others come together to talk about issues that are affecting the community
and this group is focused on building community trust.
Sarah Derwin – Marquette County Health Department – Coalition has been busy all summer. The
coalition partnered with Senator Levin’s office on a meth and opioid awareness summit. It went really
well and was at full capacity. Law Enforcement heavy. The coalition is planning for Red Ribbon week.
Help out with beverage server training, we do this twice a year. Been focused on promoting the
coalition through social media too.
Jessica Moeller – St. Clair Community Mental Health – Alcohol vendor education is going on in
Lapeer, Sanilac, and St. Clair Counties. The coordinating agency has been going through the merger
process with Genesee County. They are starting to focus more on alcohol issues.
Wendy Bowlin – We have a new prevention coalition – “Everyone 4 Prevention.” Part of the fines
associated with DUIs and MIPs are going to be earmarked for this new coalition. The prosecutor had a
lot of influence with this decision. Because of this the coalition’s bank account is doing well. A suicide
prevention presentation with Barb Smith is in the works. More schools did MIPHY this year. A
Recovery 101group is being held in a local church. A Health Fair in a school is being planned for
January 29, 2015. The Parenting Awareness Michigan coalition is putting together a resource book.
Wendy also reported that she will be retiring and that Shelly O’Henley will be taking her place.
Lisa Coleman – in September trained 250 individuals in beverage server training in TAMS. Reaching
out to local colleges with the help from Luanne Beaudry from Prevention Network. Focusing on
Churches in the community “Hope and Health” inviting whole congregations to get involved. This
“Hope and Health” initiative is helping us build our faith based relationships.
V.
Committee Reports & Recommendations
a. Executive Committee (EC) – Discussion of FY15 MCRUD Calendar (see attached). About the only
decision left is when and where to have the Upper Peninsula meeting. Most likely the meeting will be
held in Newberry. A decision will be made by next meeting. The plan is to have less steering
committee meetings but get more people involved in work groups.
Coalition Showcase Event – Lisa Coleman will lead the group. Sarah Derwin and Lisa PeeplesHurst have offered to help plan the event. Sarah mentioned that she think it will be most helpful for
coalition people the details on how people implement initiatives.
Amy Buckingham – Youth Activities Work group – Erin Shahly offered to help with this work
group.
Mike reported that he will be emailing a zoomerang survey out to the e-list within the next couple of
weeks that will gauge people’s interest in helping out with a work group or what roles people might
be able to do for MCRUD. MCRUD coordinator mentioned that we will be looking for a new chair
at some point, a MCRUD secretary to take minutes and attendance, and various MCRUD liaisons.
b. Development Committee – Prevention Network did not have their Partner with PN Dinner this
year. Instead, PN sponsored a reception at the SUD conference. There is some money budgeted
for MCRUD meetings this year but if MCRUD had a development committee we might be able
to secure more funds to do more.
c. MCRUD Membership Policy/Agreement Work group – Discussion of Membership Policy (see
attached); The current meeting schedule is the fourth Wednesday of the month at 10:00 a.m.
The next meeting is October 22. MCRUD coordinator reported that one of the most significant
changes is asking people to serve 1-2 hours per month on a MCRUD work group or as a liaison
to another statewide organization. There is also discussion around a MCRUD membership
application.

Local/State/National Issues or News
 Click here to see current pending alcohol bills and bills related to alcohol for this Legislative
Session. After you click the link, type “liquor” into the “Bill Content” search box. You will
see about 150 pending alcohol bills. All pending bills will die after December 31, 2014. This
lame duck session could be particularly dangerous due to the many people in leadership that
will be leaving the legislature. Several bills continue to be monitored (4891, extending alcohol
sales to 4:00 a.m., making it easier for gas stations to get a liquor license, craft brew tastings
and sales at farmer’s markets, and several other bills).

MLCC Semi Annual Public Comment Hearing – Wednesday, December 3 at 10:00 a.m.
Lansing. MCRUD coordinator encouraged people to attend the hearing. Lisa Peeples-Hurst
reported that she is planning on attending the hearing.

Powdered alcohol – MCRUD coordinator reported that there is a bill banning powdered
alcohol making its way through the legislature. The bill also has some other unrelated
provisions in it. One provision has to do with items of secondary use and value and another
on conditional licensing.
VII.
New Business
 Underage Drinking Prevention Plan for the State – if anyone is interested in being on this
work group let the MCRUD coordinator know. A time limited work group will be
formed for the purpose of creating an underage drinking prevention plan for the State.

Old Business – no old business that hasn’t been discussed previously.
X.
Resources/Upcoming Conferences – Most of the resources are hyperlinked so you can get
more information. MCRUD also posts a lot of articles and announcements on its facebook
page.
