The University Public Safety Division at Old Dominion University is seeking candidates for an Emergency
Coordinator II position:
Objective: Under the leadership of the Associate Director of Emergency Management, the Emergency
Planner coordinates emergency planning initiatives for the University. This position is primarily responsible
for the development and/or maintenance of department-level plans (including Emergency Action Plans and
Continuity Plans) and providing assistance in University-level planning (including the Crisis and Emergency
Management Plan, Continuity Plan, and Hazard Mitigation Plan) as necessary. The Emergency Planner
may also conduct associated training, exercising, and outreach activities in support of the overall emergency
management program.
Required Qualifications:
 Considerable knowledge of emergency management fundamentals, including but not limited to:
Incident Command System (ICS), National Incident Management System (NIMS), emergency
operations planning, continuity planning, hazard mitigation planning, risk management/assessment,
community outreach programs, and/or other related topics.
 Basic knowledge and understanding of planning processes and technologies.
 Considerable speaking, writing, communications, and presentation skills.
 Basic skill in collecting, organizing, correlating, retaining, analyzing, and producing information
related to emergency management.
 Basic skill in use of computers and software.
 Considerable ability to multitask, re-prioritize, and work independently and at times with minimal
direction and supervision.
 Basic ability to collaborate and work well in teams or committees.
 Considerable experience in one or more emergency management areas (mitigation, prevention,
preparedness, response, and/or recovery), whether in the higher education, municipal, State,
Federal, or private sector(s).
 Basic experience in emergency operations center (EOC) management, plan development, training
delivery, exercise design and facilitation.
 Must possess or obtain the following Federal Emergency Management Agency (FEMA) Independent
Study (IS) certifications within 3 months from date of hire: IS-00100.A, IS-00200.B, IS-00700.A, IS00800.B.
Preferred Qualifications:
 Basic knowledge of applicable federal, state, and local codes, guidance, and reference materials
related to higher education emergency management.
 Basic knowledge in technical report and grant proposal preparation. Basic knowledge of strategic
planning and budgeting processes.
 Basic knowledge of graphics design software (e.g. Adobe Photoshop), AutoCAD, and website/HTML
content management software.
 Basic knowledge of social media communications techniques.
 Considerable skill in designing, implementing, promoting, delivering, and coordinating emergency
management planning, training, and/or exercise programs for a large diverse organization
comparable to a higher education institution.








Considerable skill in motivating individuals to dedicate time and effort to tasks which may be a minor
percentage of their responsibilities, but are critical to the University’s functioning/continuity (e.g.
response planning and training).
Basic supervisory skills (may supervise clerical, professional, and intern/student personnel as
required).
Basic ability to establish and maintain collaborative relationships with a diverse faculty/staff/student
population, associates, public officials, civic and community groups, local/regional/state/federal
partners, peers in the emergency management profession, and the general public.
Demonstrated ability to effectively relate to and communicate with senior executives, University
employees at all levels, students, groups, and external offices/agencies. Demonstrated ability to
translate the mission and strategic direction of the University into emergency planning priorities.
Demonstrated ability to implement and improve broad-based, practical, and effective organizational
plans.
Bachelor’s degree or greater in emergency management, public administration, urban planning, or
a related field, and/or training and work experience equitable to a college degree.
Certified Emergency Manager (CEM)/Professional Emergency Management (PEM) certifications.
FEMA Professional Development Series (PDS)/Advanced Professional Series (APS)/Master
Exercise Practitioner (MEP) certifications preferred. ICS-300/400 certifications.
