ENGINEERING SUPPORT SERVICES ASSISTANT NATURE OF WORK This is responsible administrative and supervisory staff support work in coordinating, preparing and monitoring various activities and assignments, and in assisting management by performing a variety of other departmental administrative support services within the Engineering Department. Work involves the responsibility of planning, assigning and reviewing the work of clerical personnel engaged in customer service and administrative clerical functions. Work includes oversight of the overall coordination and facilitation of general office and operational activities, including personnel/payroll, assigned data entry, special projects and assigned programs. Work includes developing and maintaining statistical and financial information relative to engineering projects. Work requires the exercise of considerable independent judgment, ingenuity and initiative. Work is generally performed under limited supervision and requires a thorough knowledge of departmental programs, procedures and policies. Work decisions are based on experience and knowledge of the department's operations, with the more difficult and technical policy or procedural questions being referred to an administrative supervisor for assistance. Work of this class may include responsibility, as delegated, for the selection, placement, promotion, training, safety, appraisal and discipline of any assigned employees. Employees in this position are expected to be able to perform any and all work tasks and comply with any work schedules or attendance or duty requirements which may be established by City or department rules. Work is reviewed through conferences, conversation, and the analysis of reports and evaluation of results achieved. ILLUSTRATIVE EXAMPLES OF WORK Plans, assigns, trains and supervises a staff of clerical employees engaged in duplication processing and records retention, or as assigned. Provides varied administrative support and related functions to the department in cost analysis, payroll/personnel and other administrative or fiscal related activities, as assigned. Explains departmental policy and pertinent rules and regulations regarding employees’= records to employees, managers and the public. Audits and monitors all personnel transactions for accuracy, completeness, conformance with labor agreements, personnel rules, regulations and procedures, and timeliness. Produces reports on a weekly, monthly and quarterly basis; audits the reports for errors; makes appropriate corrections, when necessary and creates reports from the automated system to respond to information requests from others. Assists staff and management in facilitating engineering projects and programs; including monitoring, tracking, and inputting staff’s project time. Participates in the selection, placement, promotion, training, safety, appraisal and discipline of assigned personnel. Researches, compiles, sorts, retrieves, tabulates and summarizes data from files and other sources in composing and preparing memoranda, correspondence, reports and briefs. Prepares manuals and other formal statements of improved procedures, methods and systems of operations. Performs related work as assigned. DESIRABLE KNOWLEDGE, SKILLS AND ABILITIES Considerable knowledge of the principles and practices of the City organization and assigned department's programs, objectives, procedures and policies. Considerable knowledge of modern office equipment, filing systems and procedures and electronic data processing systems. Knowledge of the organizational and operational procedures of major departments within the assigned administration. Knowledge of the methods and techniques involved in conducting operational and administrative studies. Knowledge of the principles and techniques employed in effective office administration, personnel management and budget preparation. Some knowledge of the principles and practices of public administration. Ability to competently plan, assign and supervise the work of assigned personnel. Ability to enforce regulations, policies and procedures with firmness, tact and impartiality. Ability to work independently on complex and/or routine assignments. Some knowledge of research methods and techniques, and methods of report presentation. Ability to understand and carry out complex oral and written instructions Ability to exercise sound judgment and discretion in applying and interpreting operational rules, regulations, policies and procedures. Ability to establish and maintain effective working relationships with employees, representatives of other agencies, outside contractors, and the public, as necessitated by the work. Ability to effectively communicate clearly and concisely, orally and in writing. DESIRABLE TRAINING AND EXPERIENCE Graduation from an accredited four-year college or university with major course work in business administration, public administration or related field with progressive office management assistance including some supervisory experience., preferably in an engineering environment.
