NENA Interconnection & Security Committee Subcommittees, Working Groups, (etc.) Scopes/Goals/Direction/Status - UPDATE 11/30/2015 Interconnection & Security Committee (ISC) SCOPE/GOAL: The Interconnection & Security Committee is focused on the technical development, maintenance and evolution of NG9-1-1 systems architecture, both for real-time interfaces within the ESInet as well as those external interfaces into the system. These would include aspects such as system management, architecture and interfaces definitions. The committee also oversees the technical integration and operational impacts of existing and newly formed security (encryption, authentication etc.) technologies on the overall ‘system’. DIRECTION: The Interconnection & Security Committee is now finalizing the work for i3 v2 and continuing to discuss issues regarding emerging topics and security through regular weekly conference calls and meetings. It is also expected to handle both the evolution of the i3 ESInet and interconnection with evolving originating and PSAP networks. DIRECTION Through weekly meetings of its component WGs, the NG9-11 Architecture Evolution Subcommittee is working toward the generation of specifications that address the evolution of the base i3 architecture, with a specific focus on the development and deployment of forest guides to support the validation of location information and the routing of emergency calls. This includes the maintenance and update (as appropriate) of the following NENA base i3 specifications: NENA 08-751, NENA i3 Technical Requirements Document NENA 08-002, NENA Functional and Interface Standards for Next Generation 9-1-1 Version 1.0 (i3) NENA 08-003, Detailed Functional and Interface Specification for the NENA i3 Solution – Stage 3 It also includes the generation of a NENA deliverable addressing the Legacy Selective Router Gateway. The near-term goal of i3 Architecture Working Group is to complete the update of the i3 Stage 3 standard (NENA-STA-010.2, formerly NENA 08003) by the end of 3Q2015. The i3 Architecture Working Group has also resumed work on the development of a document that describes the functions and interfaces of the Legacy Selective Router Gateway (LSRG) with a target completion date of 4Q2015. DIRECTION The i3 Architecture WG will achieve the goals described above through weekly conference calls and the active participation and contribution of its members. CURRENT STATUS OF WG as of 11/30/2015: The i3 Architecture Working Group has completed its initial review of over 1,000 public comments. The working group is now considering a number of text contributions to provide a resolution to a number of those comments, as well as working with the GIS Data Structures WG to harmonize both pending documents. We hope to finish this review and submit for a second public review of the substantive changes by year's end. In addition, the WG has begun review of a contribution proposing updates to the draft Legacy Selective Router Gateway standard. (2) Analyze current Femtocells and Small Cell deployments in regard to wireline and Interconnected VoIP E9-1-1 parity for devices that are not generally mobile and provide as appropriate new recommended NENA standards to allow the most precise location information. (3) Analyze the greater growing use of CMRS wireless handsets with Wi-Fi voice capability or Wi-Fi only handsets for indoor Wi-Fi calling situations that are not generally mobile and the current default to wireless E9-1-1 Phase 1 and Phase 2 calling. (4) Analyze other similar current and near-term potentially problematic cases and expected new situations, and either include in a standard to formally establish expected methods or define for additional future work. DIRECTION The NMW-BCC WG has conducted regular meetings with the goal of the group to produce an information document covering the three areas outlined in the scope. CURRENT STATUS as of 11/30/2015: Authoring Committee Review completed 9/18/2015. WG addressing 52 individual comments and 2 Word documents with comments. Have substantially re-written the document in response to the comments. Need to confirm with the Working Group on when we expect to have a new consensus revised document based on the adjusting and re-writing. WG has also been working with the new Class of Service standards WG given the large overlap in many issues. The committee’s goal is to monitor industry, science, and technology activities for any such items with implication for 9-1-1, research possible impact and draft appropriate documents that can be forwarded to other NENA Committee's or regulatory and industry standard organizations in order to ensure all devices may access 9-1-1 anytime and anywhere. The Sub-Committee pools the respective knowledge of its members to understand new operations and/or technology implications, bring appropriate updates to the attention of the 9-11 community and describe the impact on emergency call services. DIRECTION The FirstNet Interoperability WG is defining the relationship between NG9-1-1 and FirstNet. Documentation is being developed that identifies how attributes available in NG9-1-1 are made available to First Responders and identifies how FirstNet secondary users interact with NG9-11 and PSAPs. CURRENT STATUS as of 11/30/2015: Regular calls are occurring on a monthly basis. The Subcommittee is reviewing NENA 07-504.
