Description of Problem or Opportunity (Provide detailed and clear information): In the non-tariff regulated
service provider environment that includes wireless, VoIP, and non-traditional communications service
providers with the ability to route emergency requests for assistance (voice, text, IM, images, and video)
into an existing 9-1-1 system, as well as, an i3-compliant NG9-1-1system, the 9-1-1 Authority currently has
no method of auditing or validating the location database used by the non-tariff regulated service providers
to ensure the databases are current and accurate. 9-1-1 Authorities need read-only access and the ability to
search all location databases used by service providers in the routing and delivery of 9-1-1 calls and other
types of emergency requests for assistance. This would require all service providers, or their agents, to be
identified to the 9-1-1 Authorities serving areas where the service providers have customers or provide
service that would allow customers access to 9-1-1 and to cooperate in a standardized method of 9-1-1
Authority access, validation, and error correction processes.
In the same respect, service providers need a standard method of pre-validating customer location and
PSAP service boundaries against the 9-1-1 Authority GIS data, including the ability to periodically reconcile
the service provider stored data and the current 9-1-1 Authority GIS data.
With the migration of 911 data out of ALI and onto VPCs owned by static VoIP providers, there is a
degradation of the data source used for mass notification applications. 9-1-1 Authorities need access to the
telephone number and location information as an additional source of data to enable VPC customers to
receive the same level of service as customers with records in ALI.
Expected Outcome/Proposed Solution (Provide detailed and clear information): Development of a standard
defining the method of 1) 9-1-1 Authority access, validation, and the error correction process to be used with
all communication service provider customer location and emergency call routing databases. 2) Service
Providers to access, pre-validate against, and periodically reconcile their stored customer location and
routing data against the 9-1-1 Authority GIS data. 3) 9-1-1 Authority use of all service provider telephone
number / location databases for use in mass notification applications.
