Don Motioned to induct and welcome Stephanie as a NENA Board Member. The Motion was seconded. Motion carried. Stephanie is welcomed to the Board. 6 Topic: Highlands Cove Development 7 Phillipe Masser /Marcia Wing East end of Crane Creek Golf course. 80-90 acres of undeveloped land. Conner and Yourgensen want to develop 60 acres of land to develop 60 units. Connection between Breameare to East Highland View. Land to East of this (Simplot Land) make this more developable. Down Highland View to 15th and impact 15th. Issues Highland NE: o Traffic – 600 trips per day distributed between 15th street and Harrison o Harrison/Hill/Bogus Basin – Functions at Level F (Fail). ACHD is a numbers group. An intersection that performs at this level, the developer would have to work on this. In theory, intersections as far as Hill/36th are impacted. Compass website has a lot of history. Harrison is an arterial roadway. o The data o Foothills plan may or may not apply. o William Snyder – it’s not clear “density bonus”. He was involved in early discussion of “density bonus”. o Hillside Study – Jeff will come up with name to send Phillipe Masser. Brawer Hillside o A big piece of the process is understanding the developer’s rights. He has so many acres and he’s allowed so many plots. If you go in and say no to everything. Perspective is you have to follow the rules. Dates: o 6/3 – P&Z Hillside Workshop o 6/24 – ACHD Hearing is scheduled o P&Z – 7/6 Mark Baltes Topic: St. Luke’s Work Session Master Plan update Both Jeff and Mark attended the meeting on 5/19/15. 3 Neighborhoods were present at meeting. The comp plan vs. Master Plan were both discussed in the meeting. o Comp Plan – A City Document – Chapter 2 address the 7 Principles. As a reference: http://pds.cityofboise.org/media/151839/bb_chapter_2.pdf St. Luke’s Master Plan includes a change to the Comp Plan. o June 30 – To amend Boise Comp Plan. NENA’s stance is we support St. Lukes expansion but their growth must align with the Comp Plan. Surgeons came in and demonstrated why. Discussion ranged from mitigation of why Jefferson was closed, traffic impacts, load capacities, and the discussion of amending comp plan. Elaine Claig – made reference to Health District Approach, allowing St Lukes to grow within grid system, add levels to parking decks, etc. No one at St. Lukes has embraced this district concept vs. campus idea. Originally they were to go south where Boise Fry Company was there. One thought if 8 Topic: Sierra Club – Community Solar Project; Letter to ID Power 9 Alan Hausrath Has lived in 38 years. Thanked Board for what they do. Community Solar – about ½ of homes in NE are suitable for solar based on north/south facing. Other ½ aren’t b/c they are either rentals, not facing correctly, The referenced letter is to have ID Power to build a 1 mg watt array facility. We don’t know about financing model. Sell shares in array to offset power generation. This would be for people that can’t put solar panels on home. Modeled after Sacramento Power who built their array. A second model out of WA (N. Idaho), company called Avista, you buy in for $1K and they give you all the tax incentives that expire in 2016. WA also has several state incentives. There are several unknowns. Hydro Power makes up less than ½ of power in ID. The letter represents a consumer based request. o Motion: Don created a motion for that NENA supports the Community Solar Project presented by Idaho Sierra Club, Snake River Alliance, Idaho Conservation League. o Seconded: Devin o Motion Carries – NENA’s name to be reference on letter Topic: HPSF Updates 10 for St. Lukes to abandon the campus idea and do with District Approach. NENA approach – We need to support the integrity of the well-studied, thought out approach of the BluePrint Boise. We need to stand by the integrity of the Comp Plan. EENA/Keep Boise Connected Group – want to hire an independent consultant to research this. They want to raise $1,500 to raise monies. We would also like to donate $500 to Keep Boise Connected to do this research. Motion 1: o Mark: NENA supports St. Lukes expansion but it must align to the goals and objectives of the Boise Comp Plan. o Nola Seconds o Mark withdraws motion for new language. Motion Withdrawn. Carl Scheider/Gruntwerks HPSF Committee Application deadlines 6/1/15 74 applications o 25 Foods Aps for 13 applications. There are 18 food vendors but we only Jury 13. The other 5 range from kettle corn, water, ice cream. o 11 commercial o 30 craft o 8 non-profit Jury – 6/4/15 6PM Sun Ray Pizza They will put fencing down 13th and community Stage. Josh has been in touch with local business leaders about hosting a local business meeting. Josh will send out updates. They are proposed 12 meetings/year. Mel asked if she needs to ask if she needs to be involved in HPSF, banners for HPSF, tent banners, etc. HPSF Committee thinks we’ll probably use what we did last year. By next Board meeting we’ll know more. There were light banners were created and the dates can be changed. Get 4 new banners. 13th Street Historic Street Lamp Project Josh Kyzer Josh met with City. They are pushing this project into an existing project. Josh spent the last 2 weeks surveying 13th Street. They want the pattern to be symmetrical. The City contacted ID Power and they have identified 2 power sources. Next Steps: Meet with City next week to review suggested pattern that’s 2 lights/intersection Derek Hurd Planning and Historic Preservation As a preface, NENA thanks Derek for his time spent in the role of Planning and Historic Preservation role. NENA is aligned to the Historic Preservation Guidelines. Derek speaks for the Board in this role. Updates provided from Derek via email prior to meeting: 1. 1715th N. 7th came back with their reconsideration for demolition and got what they wanted this time. NENA opposed the demolition two years ago, two months ago, and at this hearing 2. 1530 N. 25th asked for forgiveness for putting in PVC clad wood windows which is not an approved material for historic districts. Amy Cook and the builder argued that PVC was not vinyl until Chairwoman Dawson defined the V in PVC for them. NENA opposed the vinyl. Application was denied. An appeal expected. Devin: Appeal goes to Boise City Council which at that time, the council can override the Historic/Preservation decision. 3. 1109 N. 15th. Applicant asked for forgiveness for putting on fake wood grain siding instead of the required condition of approval of smooth siding. The fake wood grain looks fake, and is not allowed in the HD. NENA opposed this application. This was on a garage, not visible from the street and the applicant made a long winded testimony as to why it was appropriate. Commissioner Richter made a roundabout agreeing statement with the builder and influenced a couple other commissioners into an approval of the application. 4. 2003 N. 20th - which was asking for forgiveness for the same fake wood grain siding on an entire house Sarah Schaefer reminded the Commission that fake wood grain siding IS NOT ALLOWED in the HD. NENA opposed this application as well. Application was denied, no fake siding allowed. 5. 1203 N. 18th. This is the huge lot on the corner of 18th and Eastman with the run down rental. They had plans last year to put a new modern home on the west side of the lot and then fix up the rental. Now they are proposing, and it was approved to turn the rental into one large single family residence. It will be quite a remodel project and a very nice home at the end. 6. 1216 N. Harrison. Trey Hoff designed a home for the last vacant lot on Harrison for Will Varin. It will fit in. Nola Walker NENA Harrison Blvd Flag Project Lamp Post at Dewey/Harrison missing flag holder. The flag pole was replaced this past Spring due to an accident in Jan involving the pole. Mike Hedge with the City will work with Alloway Electric to locate flag holder. Outreach - NENA E-Mail- NE Neighborhood Business Partners, Josh Kyzer? Neighborhood Plan, Collaborative Visioning Community Enhancement/Boise City Grants Board FINE Grant Request from N. Jr. High for Viking Trek 2015 Motion: Don created a motion for that NENA support the N. Jr. High Viking Trek 2015 in the amount of $250. Seconded: Jeff Motion Carries. FINE Grant Lowell Elementary – Request to transfer funds from Reuse Project to the Lowell Moon Tree project. Motion: Don created a motion for that NENA support Lowell’s effort to use $500 fine grant to use the Moon Tree project Seconded: Jeff Discussion: Mark wants to ensure a certified arborist is involved in the project. Mark/Nola will work to engage City Forestry with Teacher/Parent. Motion Carries. Safety, Code Enforcement & Transportation New Business 10 Josh – Hyde Park Sign, 1 double-faced sign. 8 street lamps in Hyde Park have been replaced and subsequently the custom Hyde Park signs are gone. Alloway Electric gave sinage to Hyde Park Merchant Association. Josh to follow up. Nola will submit form to get pricing for insurance to cover board members.
