SECTION B: Project report and reflection
1. Project description: In 3-4 sentences, please describe the project and its main objectives.
The project is designed to, through holding a series of case studies and information exchange seminar
on sustainable investment for inclusive development, raise understanding and awareness of opportunities
for inclusive development within APEC economies; share experience, lessons and opinions on balancing
investment, environmental, and social objectives to increase the public support for free and open trade
and investment, thereby creating more new demand and jobs; and share experience on improving the
living environment and community livelihood.
2. Meeting objectives: Describe how the project met each of its proposed objectives. Please
outline any challenges you may have encountered in delivering the activity.
The proposed objectives of the project have been met.
In order to achieve these goals we set, five case studies were collected. The case studies were
analyzed on various aspects of sustainable investment, including: the role and forms of legislations and
regulations of investment in investor economies and host economies regarding environmental, labour,
and other social risk management, how stakeholders(host economy, investors, NGOs, local
communities, etc.) react to environmental and social risk of investment.
Based on the finding of case studies, a workshop was held to share information and experience on
sustainable investment in APEC region. In this workshop:
1) Hard copies of the case studies were provided to all participants. This could help the participants to
deepen understanding on the topic.
2) Many experts and delegates of APEC economies were invited to share their experience and views on
the role of governments could play in the promoting the sustainable oversea investment;
3) Representatives from companies were also invited to share their good practice on promoting the
sustainable oversea investment in APEC region. They also discussed key questions about the oversea
sustainable investment.
4) The difficulties and challenges on how to fulfill corporate social responsibility, how to get along with
local community, how to enhance environmental protections, were wide discussed to raise
understanding and awareness on sustainable oversea investment.
The biggest challenge is time. As the duration of the workshop is only one day, there is not enough time
for discussion. A workshop of two days is necessary.
3. Evaluation: Describe the process undertaken to evaluate the project upon completion. (e.g.
evaluation through participant surveys, peer reviews of outputs, assessments against
indicators, statistics demonstrating use of outputs etc.). Provide analysis of results of
evaluations conducted and where possible include information on impacts on gender.
Evaluation data needs to be included as an appendix.
After the workshop, a survey was made to evaluate the workshop. From the results of the workshop
evaluation, we can see that the workshop was widely accepted by the participants and the goals of the
workshop were successfully achieved. Detailed information of the evaluation please refers to table 1.
Feedbacks showed that this workshop was of great value and helpful for enterprises engaging in foreign
investment to avoid the risks associated with environmental and social problems, and will benefit the
creation of a sustainable and inclusive of development for the APEC region.

All the participants in the workshop agreed on
the following three recommendations:
1. Strengthen optimum experience
communication and sharing in the region;
2.Organize analysis of the “best cases of
sustainable investment within the APEC
region” at regular intervals;
3.Promote the forming of voluntary
sustainable foreign/cross-border
investment and trade rules for all sides to
follow; adopt feasible measures to
encourage and guide regional sustainable
investment and trade; assist developing
economies to strengthen their
environmental management capacity for
foreign investment and trade.

Comments: The workshop on the best practice of sustainable investment in APEC region was held in
Beijing on 9 Feb. 2015, with the attendance of around 80 representatives from APEC economies,
international organizations, and enterprises, and received good results. After the workshop, a summary
report was prepared and circulated within member economies.
5. Outcomes: Describe any specific medium-term changes to policy, processes or behavior that
can be attributed to result from this activity. Please include details on:
 What indicators were used to measure medium-term impact? (Example indicators:
type/number of policies/ regulations/processes changed, % of businesses conforming to new
standards, change in sector’s commercial activity, # individual action plans developed, #
agencies using resource or tools etc.)
 Monitoring plans in place and proposed indicators to measure impacts, including any
impacts on gender. Please summarise relevant information.
On one hand, after this workshop, the understanding of APEC economies on the sustainable oversea
investment improved; on the other hand, the good experience shared in the workshop will be great helpful
for enterprises to avoid environmental and social risk during their business activities.
In the future, three indicators should be monitored. The first one is the sustainable oversea investment
laws and regulations in each economy, the second one is the enterprises’ behavior in their oversea
business, and the third one is monitoring the impact on the career path of the female participants.

Details
Comments: What was the approach undertaken for participant nomination/selection and
targeting? Please provide details. What follow-up actions are expected? How will
participants/beneficiaries continue to be engaged and supported to progress this work?
There were two main approaches for participant nomination. One is the information about the workshop
was circulated with APEC's help and asked CTI members nominate participants and the other one is the
experts who are very professional and knowledgeable in the field of Oversea Sustainable Investment were
directly contacted and invited.
After the workshop a summary report was submitted and uploaded to Project Data Base with APEC
secretariat's help. This report can be downloaded and remarked by public.
Besides, we still keep in touch with the experts we invited in the workshop and continue discuss the
possibility and feasibility to further liberalize trade in Oversea Sustainable Investment.
7. Key findings: Describe 1-3 examples of key findings, challenges or success stories arising
from the project (e.g. research or case studies results, policy recommendations, roadblocks to
progress on an issue, impacts on gender).
Challenges: The biggest challenge is time. As the duration of the workshop is only one day, there is not
enough time for discussion. The workshop should be longer. We also hope there could be active
involvement of the developed economies that can provide and share useful experience of sustainable
oversea investment.
Success stories:
All participants agree that the workshop helps them to learn experience about sustainable investment.
And this new knowledge will be considered as their new way of thinking and could be used as their new
policy. Many participants hope to host more workshops and invite more FDI experts. They also suggest
that the meeting should be longer.
When we started the nomination process for collecting successful cases in sustainable investment, we
received recommendation from Oil Search (Papua New Guinea) Limited. The general manager of Oil
Search was also invited to share their good practice in this workshop. He introduced their programs on
promoting sustainable oversea investment. They have a comprehensive series of social programs to help
government and communities address social and economic challenges across infrastructure, education
and health, etc. He agrees with the sustainable development strategy.
Recommendations:
1. Strengthen optimum experience communication and sharing in the region, encourage research on
sustainable investment, and spread the fruits of this research through forums, the internet, publications
and other means.
2.Organize analysis of the “best cases of sustainable investment within the APEC region” at regular
intervals, and promote the winning enterprises’ good experiences and practices.
3.Promote the forming of voluntary sustainable foreign/cross-border investment and trade rules for all
sides to follow; adopt feasible measures to encourage and guide regional sustainable investment and
trade; assist developing economies to strengthen their environmental management capacity for foreign
investment and trade.
8. Next steps: Describe any planned follow-up steps or projects, such as workshops, postactivity evaluations, or research to assess the impact of this activity. How will the indicators
from Question 5 be tracked? How will this activity inform any future APEC activities?
After this project, the following activities are planned to take:
1) Experts’ suggestions and enterprises’ good cases shared in the workshop will be added into the
research report;
2) Some of the experts who participated in the workshop will be invited to make a further discussion and
evaluation on the sustainable oversea investment;
3) All the results from the activities above will be summarized and shared with the participants of the
workshop held before through email or other channels.
9. Feedback for the Secretariat: Do you have suggestions for more effective support by APEC
fora or the Secretariat? Any assessment of consultants, experts or other stakeholders to share?
The Secretariat examines feedback trends to identify ways to improve our systems.
The Secretariat has offered great help and supports for the project implementation. In the future, more
kind of effective communication channel will be more helpful for project management.

Explanation of project extension:
In order to improve the quality of case studies, we applied for an extension of 3 months. The APEC
Secretariat approved the application and the disbursement deadline was extended to the end of March
2015. The workshop was held on time in Beijing (Feb 9, 2015), and we submitted the Case Study
Report, meeting materials and Summary Report to the APEC Secretariat on March 13, 2015. Then the
Secretariat circulated those documents to member economies. After receiving comments from the US
on March 27, we spent some time to communicate with the US and revise the Case Study Report and
Summary Report according to the suggestions from the US.

In this session, representatives from private sectors will share their
views and experience on promoting the sustainable oversea
investment, and deepen understanding and awareness of mutual
benefit of the sustainable investment in APEC region. They will
also have a wide discussion on several key questions around the
sustainable oversea investment, such as what is the relationship
between CSR and the sustainable investment, how to get along
with local community, how to enhance environmental protections,
