________________________________________________________________ 2007/SOM1/CTTF/011 Agenda Item: VI.E.1 APEC Rapid Response Network/ Point of Contacts for Protection of Critical Energy Infrastructure Purpose: Consideration Submitted by: Russia Counter Terrorism Task Force Meeting Canberra, Australia 19-20 January 2007 APEC Rapid Response Network/ Point of Contacts for Protection of Critical Energy Infrastructure _____________________________________________________________________ (Russia’s initiative) Proposal: • To establish by the end of 2007 a Point of Contacts (РОС) for use in the event of urgent incidents or threats to the security of pipelines as a part of APEC critical energy infrastructure. • To define and prioritize the most important vulnerabilities among energy infrastructure sites, including pipelines, and share methodologies for assessing and mitigating them. • To assess potential risks of terrorist attacks; develop a compendium of effective security response best practices across all energy sectors within APEC economies; encourage regional cooperation to enhance critical infrastructure protection. • This rapid response capability will enhance APEC members’ ability to react to imminent security threats to pipelines and other critical energy infrastructure sites. Background: The security of APEC critical energy infrastructure is connected and mutually dependent. Given the global nature of the energy infrastructure, we should recognize that no economy can insulate itself from danger elsewhere. We believe that APEC economies should commit to address threats and vulnerabilities to critical energy infrastructure, and to promote regional cooperation in this field. This places a shared obligation on APEC members to set, monitor and have a rapid response capability to urgent energy infrastructure security threats or incidents. One of the first steps to gain a better understanding of APEC energy network’s vulnerabilities and ways to improve our efforts to prevent disruptions by deliberate attack is to designate а РОС of people/organizations in each APEC member who can be contacted in emergency situations related to protection of pipelines and to initiate the relevant response. This network could provide more effective means of sharing critical energy infrastructure security best practices and expertise. Guidelines for use: The names and contact numbers listed in the APEC РОС fort protection of pipelines as a part of APEC critical energy infrastructure should be used only in situations requiring urgent action on the part of another economy in order to protect or respond to an imminent threat to the energy infrastructure that cannot be addressed in a routine manner or during usual business hours. APEC members should provide adequate safeguards to restrict access to this document to only those persons within its organizations who require access in order to perform his/her duty. Members are also asked to be cautious and judicious when deciding to use these points of contact.
