The Hive- Request for Post Completion Evaluation
NSEA Property Services Limited would like to invite proposals for the completion of an end of
project review for The Hive, an ERDF funded project under the Competitiveness framework. There is
a set budget for this work of £1500 exc. vat (including expenses).
The Hive –Project background
The Hive is a 2177 sq.m managed office space development built to BREEAM excellent standard
situated in the Weston Business Quarter of Weston-super-Mare (part of the Junction 21 Enterprise
Area). The project aims to encourage new business growth and create new jobs by providing a range
of business support services alongside high quality, ‘easy in easy out’ offices, ranging from between
14 and 43 sq. metres to allow for maximum flexibility as tenant businesses grow.
Contracted outputs
Under the funding agreement NSEA Property Services LTD is required to deliver the following
outputs:









X individuals assisted in starting a business
X existing business assisted
X social enterprise assisted
Deliver 2177 square metres of floor space
Assist X SME’s to improve their environmental performance
Help start up X new businesses
X new businesses to reach 12 month survival
Create x new jobs
£ x increase in GVA
Requirements
NSEA Property Services LTD require a post completion evaluation of The Hive contracted outputs.
The analysis will focus on the outputs from the building post construction and review the final
impact of the project. In doing so it will examine the effectiveness of the project in terms of delivery
benefits to the community and in meeting the stated objectives of the ERDF programme. The
appointed evaluator will use the data collected through the administration of SME support
(registration forms, action plans, job creation evidence etc) and any other data deemed relevant.
The evaluator will verify the data collected, undertake a key stakeholder survey and comment on the
programme’s achievement of objectives and lessons learnt.
Please provide a fixed price quotation (by the 3rd of July 2015) within the budget provided along with
your proposed methodology, your previous experience of ERDF evaluation or other funding reviews
and timescales for completion. Ideally this will be on or before 14th August 2015, so please state your
ability to meet this deadline.
