members to the Board of Directors who assume office on
July 1, 2010:
• Michael Fischetti, Deputy Chief, Acquisitions, Office of Assistant Secretary
of Defense (Health Affairs)/TRICARE Management Activity,
• Maj Gen Rich Roellig (USAF, Ret.), Director of Acquisition Excellence at
Raytheon Company Missile Systems,
• Kim Rupert, Senior Vice President for Contracts, Procurement, and Pricing at
SAIC and
• Penny White, Director of Supply Chain Systems and Processes at United
Space Alliance.

Changes to NCMA Membership, effective
July 1, 2010
• Regular Membership - $125/yr ($25 new member initiation
fee)
• New Professional - $75/yr ($25 new member initiation fee)
– For individuals who are age 33 y.o. or younger on their
join/renewal date
• Retired - $55/yr
– an individual who is now a retired person not working and not
self-employed, who was previously a Regular or Associate
member of NCMA
• Member Pro Vita - $1,000
– One-time payment for life membership
• Student - $25/yr
– an individual who is a full-time student in an accredited, degreegranting institution, and does not hold full-time employment in
contract management or a related field
Changes to NCMA Membership,
effective July 1, 2010
• Organizational Group – sliding scale based on total number
of members
– an individual member who pays reduced dues under the terms of
an agreement between their employer and NCMA. Payment will
be made to NCMA by the employer of the member
• Organizational Individual – sliding scale based on total
number of members
– an individual member who pays reduced dues under the terms of
an agreement between their employer and NCMA. Payment can
be made by the individual or the employer of the member.
Members of this type of membership group may all have
different expiration dates and can be renewed at different times
throughout the year. Individuals will receive billing at renewal
time of the individual

Reasons for Dues Increase
• Inflation generally ranges from 2%-3% annually
in the U.S. Rather than raise dues annually, we
make one adjustment every 3-5 years.

Volunteers Needed For Certification
Project
• Would you like to help with the new Certified
Federal Contract Manager (CFCM) Certification
Study Guide?
• The NCMA Certification Department is in need
of a limited number of volunteers to assist in
the update of the CFCM Study Guide.
– The effort will involve reviewing Federal Acquisition
Regulation changes over the past 18 months to
determine any necessary updates to the CFCM Study
Guide.
– The project will span 60–90 days.
– Each volunteer can expect to contribute a total of 4–8
hours. You will work on your own schedule and at
your own pace.
– Current CFCM certification is preferred, but not
required for this project.

31 for details on how to volunteer.

• The Performance-Based Service Acquisition Community of Practice Virtual
Conference creates a very unique professional development opportunity for
those in the contracting arena. Attendees will hear from knowledgeable
speakers on a wide array of topics, including project management, pricing
arrangements for statements of work, performance metrics, legislation,
regulatory issues, and more. The speakers will include professionals from
both government and industry to facilitate both points of view throughout
the conference. In addition, attendees will have the opportunity to take

ideas between both the participants and presenters.
