Are You Ready? State Plans for ACA Implementation

As of October 1, states will be taking applications for health coverage under the ACA.
Whether your state has taken the Medicaid expansion or not, big changes for Medicaid are
underway: applications, service delivery expectations, eligibility rules, coordinating with
the exchange. This workshop will feature three states’ approaches to integrated SNAP
and other human services programs with their ACA planning. We’ll hear about their
service delivery model for health and how it’s impacted SNAP.

SNAP Fraud Prevention Strategies: A Path Forward

This workshop will discuss fraud prevention strategies utilized by FNS and new initiatives
undertaken to strengthen the quality of technical assistance and support to improve efforts
to fight recipient fraud, with a focus on trafficking. Initiatives will include greater use of and
outcomes derived from predictive analytics, education and voluntary compliance efforts,
new pilot initiatives, and enhanced fraud detection capabilities. Speakers will also discuss
innovative strategies and approaches implemented from the State and law enforcement
perspective.

SNAP Reauthorization Panel Discussion – Where are We Now?
The panel will include state staff, federal staff, and advocacy group representatives. The
purpose will be to discuss the main issues likely to be in play in SNAP reauthorization, the
states’ concerns and recommendations, and how the volatile political landscape will affect
the outcome. The discussion will take place in the context of APHSA’s preliminary
recommendations, which will focus on identifying fresh approaches to SNAP that can
retain the program’s many strengths yet adapt it to the new demands of fiscal constraint,
administrative flexibility, and linkage to other health and human service programs and
concerns.

Medical Expense Deduction: Issues and Best Practices

Many states are working to increase SNAP participation among eligible low-income
seniors. When seniors with qualifying out of pocket expenses claim this deduction, it can
make a huge difference in the amount of benefits they receive. This workshop will review
the ins and outs of the medical expense deduction from a national policy perspective, best
practices, pros and cons of the medical expense deduction waiver as well as efforts states
have undertaken to increase the use of the regular deduction.

The Latest in SNAP Research

Representatives from FNS and ERS will share findings from recently completed SNAP
research and highlight upcoming studies. Topics will include findings from the SNAP Food
Security Survey and the Healthy Incentives Pilot, along with findings from recent reports on
food security of children and the disabled, and the relationship between SNAP receipt and
diet quality. Presenters will share the latest SNAP participation rates, including new
approaches to estimating SNAP access at the state and county levels, along with updates
on the National Food Survey and more.

ABAWDS and the 3 Month Time Limit
DeWitt Room
For the last 4 years, most states have had a statewide waiver from the 3 month time limit
that applies to childless unemployed adults. As the economy improves and unemployment
falls, states will lose their ability to waive the time limit across their entire state. By 2015,
virtually every state will be dealing with the time limit and ABAWD policy. That makes the
coming year an important time to review ABAWD policy – the requirements and the
options – in order to give you time to make adjustments before the time limit comes back
into effect. This workshop will review all aspects of childless unemployed adults and the
ABAWD policy: how the time limit works, to whom it applies, qualifying work/job training
programs, how voluntary vs. mandatory E&T programs interact with the rule, the sub-state
waiver process, individual exemptions and all the other details you didn’t know you forgot!
