Chapter 1
Definitions, Organization and Grading
1.1. Definitions.
1.1.1. Purpose. The purpose of the manual is to establish guidance and procedures for the
organization and operation of the Cadet Corps (MO - 851).
1.1.2. Designation. The official designation is “Air Force Junior Reserve Officer Training
Corps (AFJROTC) Missouri–851 (MO - 851), Gateway Institute of Technology, St. Louis,
Missouri.” The MO stands for Missouri, the number 851 means it was the first unit established in
Missouri in the year of 1985.
1.1.3. Mission. The mission of MO 851 is to “Develop citizens of character dedicated to
serving their nation and community.”
1.2. Organization.
1.2.1. Level of Cadet Organization. AFJROTC Guide, 22 June 2011 states that units should
establish a unit organization structure best suited for that unit to run an efficient program. The
structure must reflect actual functions within the corps and be consistent with military
organizational principles. MO-851 is organized as a group per this guidance and SASI
determination.
1.2.2. Functional Organization. The Group Organizational Chart and Staff Department Chart
are attached to this directive.
1.2.3. Cadet Appointment, Promotion and Rotation. The Senior Aerospace Science
Instructor (SASI) with the assistance of the Aerospace Science Instructor (ASI) will establish the
appointment, promotion, and rotation system for MO - 851 according to pertinent instructions
and operating instructions for AFJROTC units.
1.2.3.1. All Group positions and assignments will be published on Cadet Special Orders which
will be numerically sequenced.
1.2.3.2. Cadet Officers will normally serve in a staff position for one semester or longer;
however, some rotation of assignments may be accomplished at times to provide leadership
experience for a larger number of cadets.
1.2.3.3. A cadet may resign from any position/assignment, but the intention to resign must be
reported personally by the cadet through the chain of command.
1.2.3.4. Rotation of Flight Commanders, Flight Sergeants and other Flight assignments will
normally be accomplished each quarter (except for first-year cadets). First-year cadets will
rotate bi-weekly or weekly for maximum training of the new cadets and to provide an
opportunity to evaluate the cadets’ capabilities by the SASI and ASI.

1.2.3.5. The rotation system in no way guarantees that all cadets will be assigned to any
leadership position.
1.2.4. Cadet Rank and Promotion.
1.2.4.1. Cadet maximum rank authorizations are outlined in the Unit Manning Document. See
Atch 13.
1.2.4.2. Cadets initially assigned to a command or staff position will not be awarded the highest
rank authorized by the UMD. This permits promotions on an actual performance basis in any
particular assignment.
1.2.4.3. Promotions may be temporary or permanent. Temporary promotion will not be awarded
solely because a cadet has completed any period of time as a member of the cadet corps.
1.2.4.4. Cadets are appointed to positions based on the units needs, the cadets abilities and
desires. If a cadet has a desire for a certain position he/she should let the ASI know. If approved
by the SASI, training will be provided.
1.2.4.5. Should a cadet demonstrate by attitude and behavior that he/she is no longer able to
properly execute assigned responsibilities, a reduction in rank and reassignment by the SASI is
justified.
1.2.4.6. No cadet will hold a grade higher than authorized for his or her current position except
fourth year cadets and past Group Commanders. They may continue to hold the highest rank to
which they have been appointed.
1.2.4.7. Students transferring into the MO - 851 Unit from other JROTC organizations will hold
a rank equal to those within that year group. Appropriate documentation must be obtained to
verify the cadet’s awards and rank. WINGS will be used to the maximum extent possible to
verify cadets’ awards and rank.
1.2.4.8. Cadet ranks are not to be confused with or used interchangeably with USAF rank or
grade designations. The term “Cadet” will be part of any written or spoken reference to a
specific cadet rank. Example: a cadet with the grade of staff sergeant would be spoken to as
“Cadet Staff Sergeant or Sergeant,” and when written, referred to as C/SSgt.
1.3. Grading.
1.3.1. The Aerospace Science, Leadership, and Physical Training (PT) grades are combined to
provide quarter and semester grades (report card grades).
1.3.2. Aerospace Science accounts for 40%, leadership accounts for 40%, and PT accounts for
20% of the total AFJROTC grade. The Aerospace Science subjects will provide a daily grade

based upon class assignment completion and behavior. Written test, quizzes, and special
projects will be averaged for the quarter/semester.
1.3.3. Cadets will receive a leadership grade based upon proper uniform wear during the entire
day (except when changing out for physical education), classroom behavior, projects,
assignments, and tests. One day each month all cadets will wear the service dress uniform on the
same day and a military ceremony (either a Reveille or Retreat) will be performed. On this day,
two (2) leadership grades are given. (1 for proper uniform wear and 1 for participation and
military bearing during the ceremony).
1.3.4. Cadets will normally wear the uniform one day per week on a specific day. If a cadet
changes out of the uniform for any reason (other than gym) without the instructors approval, the
grade will be a permanent “0” (this is an Honor Code violation).
1.3.5. Cadets not in uniform or absent from school on their assigned leadership lab day will
receive a daily grade of “0.” This grade MUST be made up. If they are absent their grade will
begin with 100%. However, if they did not wear the uniform (for whatever reason) their grade
starts at 90%. A cadet will make up missed uniform wears by wearing the uniform for the entire
day (except gym) and be inspected by the ASI or his/her designated cadet. Any cadet that has 2
or more uniform misses in the quarter will NOT be considered for promotion or any awards (i.e.
dress and appearance ribbon). Continued non-wearing of the uniform is serious and will
constitute the grade of “F” for the quarter, and the cadet will be recommend for removal from the
AFJROTC program without credit. In addition, uniform make up requirements will be covered
by your ASI and posted in the classroom.
1.3.6. Cadets in uniform MUST conform to Air Force personal appearance standards, see
Attachment 9. Mixing of military uniform items and regular civilian clothing (civilian coat
instead of military overcoat) will not be tolerated.
1.3.7. Male cadets MAY NOT have braided hair or wear an earring while wearing the uniform.
1.3.8. Female cadets MAY NOT allow their hair to be longer than the lower portion of the collar
of their shirt/coat.
1.3.9. Cadets who are guilty of disruptive conduct in class may be recommended for removal
with prejudice from the AFJROTC program.
Chapter 2
Military Deportment
2.1. Squadron Area and Classroom Procedures. Cadets are expected to show respect for all
teachers, military instructors, cadet officers, cadet noncommissioned officers and other cadets.
2.2. Calling the room to attention.

2.2.1. When a military person, administrator, teacher or instructor enters the room.
2.2.2. Cadet Officer enters the room without an instructor being in the room.
2.3. Addressing Other Cadets. Cadets should address male cadets by their cadet rank or by
Mister/Sir. Cadets should address female cadets by their cadet rank or by Miss/Ma’am.
2.4. Military Salute.
2.4.1. The hand salute will be rendered when reporting in to an officer or a cadet officer. It will
also be rendered when making the routine roll call report in the classroom, at the monthly
Reveille/Retreat when commanded and during drill practice.
2.4.2. The salute will also be rendered between cadet airman and cadet officers and between
cadet junior officers and cadet senior officers while outdoors when in uniform. It must also be
given when greeting an officer outdoors on a military installation.
2.4.3. The junior cadet initiates the salute 6 paces from the person to be saluted and is held until
the senior returns the salute.
2.5. Reporting In. A cadet will formally report in when directed by the SASI/ASI or called in
front of a formation to receive an award. The proper procedures for reporting in are: stand at
attention and face the person you’re reporting to; if the person is an officer render a salute and
hold it until that person drops his/her salute. While saluting, give your reporting statement:
Sir/Ma’am, Cadet (your name) reports. Then state why you’re reporting, e.g., there are
four cadets absent / all present and accounted for / requests permission for... etc.
If the person you’re giving the report to is not an officer, simply stand at attention, give your
report, and then wait to be dismissed or excused.
For teaching purposes enlisted instructors may ask cadets to salute in the classroom when
giving an official report. Enlisted instructors will not be saluted in the instructor’s office.
2.6. Open Ranks Inspections.
2.6.1. Cadets will conduct an open ranks inspection on their leadership lab days. During the
first semester the ASI will perform the first few inspections to demonstrate proper technique for
the AS-1s. After which the Flight Commander and Flight Sergeant will conduct inspections with
the ASI observing. AS-2s through AS-4s Flight Commander and Flight Sergeant will perform
the open ranks inspection unless otherwise advised. NOTE: AS-3s and 4s may be asked to
inspect AS-1s and 2s.
2.6.2. The following items will be rated/graded during the open ranks inspection (again, see
Atch 9 for specific details):

Hair (length and color for everyone, and what is used to pin it up for females); makeup; facial
hair (males); earrings (females); socks; dirty; ironed; belt; gig line; buttons; strings; shoes
shined; alignment of ribbons and rank insignia; talking; moving; and behavior.
2.6.3. The open ranks inspections will be used for grades, special awards and promotions.
2.6.4. Any cadet removed from the inspection formation for conduct will receive a grade of “0”
for the behavior portion of their overall weekly grade and 30 points off the inspection grade.
Chapter 3
The Air Force JROTC Uniform
3.1. Basic Concept. The Air Force JROTC uniform must be worn correctly and should be worn
with pride. The uniform, with the exception of the arm patch and insignia, is the same as the
official United States Air Force uniform. Everyone will take notice when you are in uniform. If
a cadet has good behavior, bearing, is courteous and well groomed, he/she will give a good
impression.
3.2. Responsibility.
3.2.1. Cadets are issued a complete Air Force JROTC uniform, insignia and textbooks required
for the program. The proper wear of the uniform will be taught to you using the leadership
education books. Pictures and examples of proper uniform setup will be in the classroom.
3.2.2. Each cadet is personally responsible for the correct and timely manner in which they wear
the uniform. A sign will be placed in several locations as a reminder. The cadets are required to
wear the uniform all day (except for gym). Remember, the uniform wear is like other teacher’s
quizzes or tests, you must take them, make them up, or receive a “0.”
3.2.3. The uniform is property of the United States Air Force and thereby federal property. Each
cadet will sign for custody of the uniform items they receive and these items must be returned in
good condition when the school year is ending, or transfer out of the program. Items lost,
damaged or stolen must be reported to the ASI immediately. If negligence on the part of the
cadet is the cause for the loss or damage, they must pay for the replacement.
3.3. Winter Uniform Wear. The cadets will be required to wear the service jacket (coat),
trench coat, or light weight blue jacket (which ever has been issued OR which ever has been
directed for wear) during certain times of the year or on special occasions. The service dress
jacket is required for all military ceremonies such as Reveille/Retreat, for special programs or
guest speakers, and field trips unless directed otherwise.
3.4. Wear of the Hat/Cap. Cadets in uniform must wear the hat/cap when they are outdoors if
they have been issued hats. The hat/cap must be removed when they enter the building.

3.5. Correcting Uniform and Behavior Violations.
3.5.1. Cadet Officers and cadet NCO’s are authorized to make on-the-spot corrections of
uniform and behavior violations of cadet of equal and lower rank.
3.5.2. When cadets are correcting other cadets they will do so in private and in a polite manner.
They must use good human relations skills when correcting violations and not play around, tease,
or threaten other cadets. They will use the words PLEASE and THANK YOU. Any cadet that
feels that they have been treated unfairly should immediately report it to the SASI or the ASI
who will investigate the report.
3.5.3. Cadets being corrected should accept and respond in a positive manner. If they respond
with vulgarity or inappropriate behavior, the SASI or ASI after investigating, will take
disciplinary action. If they do not respond, ignore, or continue to violate dress and appearance
standards they will be reported to the SASI or ASI who could then in turn assign demerits that
will affect their grade and possible promotion.
Chapter 4
Career Planning and Preparation
4.1. Concept. The time to start planning and preparing for a lifetime vocation is during the high
school years. The following information is provided to assist the cadet in evaluating his/her
aptitudes, interests and personal career motivations.
4.2. Service Academy Appointments. Cadets should consider applying for a competitive
Service Academy appointment during their junior year. Service Academy catalogs are available
in the office. Service Academy Liaison Officers are available to assist the candidate.
4.3. ROTC Scholarships. Application information is available in the office. Applications
generally must be completed during the first semester of the senior year. Representatives from
service ROTC programs may visit the unit and will answer any questions. Cadets are urged to
visit an ROTC program on a university campus.
4.4. Service Enlistments. Cadets considering entering the military service have many of the
credentials based upon their AFJROTC experiences. Additional benefits are gained from two
years of AFJROTC, such as advancement to a higher rank (more pay) and better chances for
being chosen for leadership positions. Local recruiting offices of the Air Force, Army, Navy and
Marine Corps will be pleased to answer your questions.
4.5. Armed Services Vocational Aptitude Battery Testing. This test predicts basic aptitudes,
skills, abilities and probable success factors in mechanical, electrical, administrative and
technical specialty areas. The service is free and has no obligation of any sort. The test is used

for career field placement should the individual desire to enter the military service as well as
whether or not you qualify for the service you are interested in.
4.6. Use of Counselors and Advisors. Your counselor is always a valuable source of
information and guidance in helping with the decisions you make. Also, the SASI and ASI have
many years of military experience on which to draw to help you. Do not hesitate to ask for their
advice before you make commitment.
4.7. Career Information Materials. You are encouraged to ask the SASI or ASI for further
information.
Chapter 5
Awards and Decorations
5.1. Concept. The AFJROTC Awards Program is designed to recognize the achievements of
the cadets. Various national, veteran and citizenship organizations also participate in the
program. The awards and criteria are listed in detail in AFJROTC Uniform and Awards Guide.
5.2. National Organization Awards.
5.2.1. General criteria for National Award eligibility are based on academic and general military
excellence, demonstrated qualities of leadership, self-discipline, character, good citizenship and
dependable performance of duty and patriotism. National organizations that make awards
available to AFJROTC cadets are as follows:


5.3. Air Force JROTC Awards. There are ONLY four AFJROTC medals awarded to
AFJROTC cadets; these awards involve voluntary acts of valor or heroism such as a lifesaving
action. All other AFJROTC awards are recognized by ribbons.





Community Service with Excellence Award
5.3.1. The Gold Valor Award recognizes the most outstanding voluntary acts of self-sacrifice
and personal bravery by a cadet involving conspicuous risk of life above and beyond the call of
duty.
5.3.2. The Silver Valor Award is awarded to a cadet for a voluntary act of heroism which does
not meet the risk-of-life requirements of the Gold Valor Award.
5.3.3. The AFJROTC Cadet Humanitarian Award is intended to recognize cadets who provide
aid in response to a singular extraordinary event such as a natural disaster or other catastrophe
that has placed or has the potential to place a hardship on their fellow citizens. This award is not
to be used to recognize day-to-day service in the community.
5.3.4. The Community Service with Excellence Award is intended to recognize those individual
cadets who provide significant leadership in the planning, organizing, directing, and executing of
a major unit community service project that greatly benefit the local community. This is not an
award given to participants but to the key leader(s) of the project.

5.4.1. Outstanding Cadet – Awarded annually to the outstanding first-year, second-year, thirdyear, and fourth-year cadet. The recipient from each class must be of high moral character,
demonstrate positive personal attributes, display outstanding military potential, and attain
academic and military excellence.
5.4.2. Leadership – Awarded for outstanding performance in a position of leadership as an
AFJROTC cadet in corps training activities. Limit this ribbon to 5 percent of the eligible group
to ensure recognition of cadets who have consistently displayed outstanding leadership ability
above and beyond expected performance.
5.4.3. Achievement – Awarded for a significant achievement as deemed appropriate by the
SASI. Limit this ribbon to 5 percent of the cadet corps. Individuals may not receive more than
one ribbon during a 1-year period.
5.4.4. Superior Performance – Awarded annually for outstanding achievement or meritorious
service rendered specifically on behalf of AFJROTC. Present the ribbon for a single or sustained
performance of a superior nature. Limit this ribbon to 10 percent of the cadet corps to ensure
recognition of achievements and services which are clearly outstanding and exceptional when
compared to achievements and accomplishments of other cadets.
5.4.5. Distinguished Unit Award - Awarded to cadets enrolled during the academic year when a
unit is selected by HQ AFJROTC to receive the DUA. Units have to set and accomplish goals
for the year to attain this award. AFJROTC Operations Support will post specific criteria for this
award annually in the Cyber Campus HQ Library Distinguished Unit Award folder.

5.4.6. Aerospace and Technology Honors Camp Ribbon. Awarded for attendance at Honors
Camp. This award consists of a Leadership School Ribbon with an “H” device and will be
provided by HQ AFJROTC at the Honors Camp site.
5.4.7. Top Performer Award. The Cadet Top Performer Award is a Headquarters, AFJROTC
award presented to a maximum of 2 percent of the current unit cadet corps population
(unduplicated headcount). All currently enrolled cadets may be considered. Specific
consideration should be given to cadets not previously recognized for superior performance.
5.4.8. Academic – Awarded for academic excellence as signified by attaining an overall grade
point average of at least “B” for one academic term, in addition to an “A” average in AFJROTC.
5.4.9. Outstanding Flight – Awarded each academic term to members of the outstanding flight
under criteria determined by the SASI.
5.4.10. Leadership School - Awarded for completion of an approved leadership school program
of at least 5 days duration. Add an “H” Device for completion of an Air Force Honors Camp
(provided by HQ AFJROTC at camp site). Add a silver star for outstanding performance or
leadership ability at a Leadership School. Limit the star to 10 percent of the class. This ribbon
may only be earned once.
5.4.11. Drill Competition – Awarded to drill team members for placing first, second or third
place in an Air Force or Joint Service drill meet.
5.4.12. Orienteering Competition – Awarded to team members for placing first, second or third
place in an orienteering meet.
5.4.13. Co-curricular Activities Leadership – Awarded for leadership in AFJROTC cocurricular
activities (such as dining-in chairperson, military ball chairperson, etc.). The recipient must have
demonstrated exceptional leadership in achieving objectives through the coordinated efforts of
others. This award may be earned a maximum of four times. An oak leaf cluster should be
added to this ribbon for each additional award.
5.4.14. Drill Team – Awarded for distinguished participation in at least 75 percent of all drill
team events per academic year, or 10 drill team events in an academic year, whichever is lower.
An oak leaf cluster should be added to this ribbon for each year of qualifying membership
beginning with the second year.
5.4.15. Color Guard – Awarded for distinguished participation in at least 75 percent of all color
guard events per academic year, or 10 color guard events in an academic year, whichever is
lower. An oak leaf cluster should be added to this ribbon for each year of qualifying
membership beginning with the second year.
5.4.16. Saber Team – Awarded for distinguished participation in at least 75 percent of all saber
team events per academic year, or 10 saber team events in an academic year, whichever is lower.

An oak leaf cluster should be added to this ribbon for each year of qualifying membership
beginning with the second year.
5.4.17. Service – Awarded for distinctive performance in school, community, or AFJROTC
service projects. Limit to members whose active participation in a service project contributed
significantly to the goals of the organization. Participation in Drill Teams, Saber Team or Color
Guard does not qualify for the service ribbon.
5.4.18. Extreme Excellence Challenge (E2C) Ribbon - Awarded for participation in the Extreme
Excellence Challenge (E2C) physical fitness program. All cadets who participate in the E2C
program with a passing grade will receive the Physical Fitness Ribbon. The Bronze Star device
will be awarded and worn on the ribbon to any cadet scoring in the 80-89 percentile in the E2C
program. If a cadet earns a percentile score of 90-99 they will wear a Silver Star. If they receive
a perfect 100 percent they will wear the Gold Star on the ribbon. The percentiles are computed
automatically under E2C Assessment in Cyber Campus. You have to load the initial baseline
exercises and then the end of semester/year exercises.
5.4.19. Recruiting - Awarded for outstanding effort in support of unit recruiting activities. The
SASI awards this ribbon based on locally developed criteria.
5.4.20. Activities – Awarded for participation in cocurricular activities other than Drill, Color
Guard, and Saber teams. These include, but are not limited to science fairs, band contests,
computer contests, debate meets, robotics meets, orienteering teams, model rocketry clubs,
AFJROTC academic teams, and AFJROTC sports teams. An oak leaf cluster should be added to
this ribbon for each year of membership beginning with the second year.
5.4.21. Attendance – Awarded to cadets with no more than 4 excused absences and no
unexcused absences in an academic term (may also be applied to class tardiness at the SASI’s
discretion).
5.4.22. Good Conduct – Awarded to cadets with no suspensions of any kind, no adverse reports
from other staff or faculty in an academic term.
5.4.23. Dress and Appearance – Awarded for wearing uniform on all designated uniform days
and conforming to all AFJROTC dress and appearance standards.
5.4.24. Longevity – Awarded for completion of each AS year.

5.6. Procedures.
5.6.1. Most awards will appear on Group Special Orders and on an individual Award Certificate.
Presentation will be made at an appropriate ceremony.
5.6.2. A ribbon signifies the initial award; additional awards are signified by a bronze oak leaf
cluster (OLC). If a cadet should earn a fifth award, instead of another bronze OLC a single silver
OLC is placed on the ribbon.
5.6.3. The record of each awarded is to be posted in the personnel record file in CIMS of the
cadet recipient for permanent reference.
NOTE: The routine wear of medals and ribbons (mixed) is prohibited. However, medals and
ribbons may be worn on special occasions such as a Dining Out, annual awards ceremony or
military parade.

A.1. Cadet Group Commander Responsibilities and Duties.

A.2. Cadet Deputy Group Commander Responsibilities and Duties.
A.2.1. Commands the Group in the absence of the Group Commander.
A.2.2. Assumes all duties of the Commander in his/her absence.
A.2.3. Assists the Group Commander in accomplishing drill, flag ceremonies and performs
other duties as requested by the Group Commander.
A.2.4. Maintains special meeting attendance and a summary for reference.
A.2.5. Makes inspections of staff functions and reports deficiencies such as: incomplete cadet
records, incomplete staff assignments and inactive staff personnel.
A.2.6. Establishes committees, outlines committee duties, establish committee target dates and
monitors the committee progress.
A.2.7. Keeps the Group Commander informed of all activities related to the Deputy Commander
position.
A.3. Cadet Special Assistant Responsibilities and Duties.
A.3.1. The Special Assistant to the SASI is a position of great significance and importance. This
honor and privilege will be given only to past Group Commanders. The Special Assistant will
advise and assist the SASI on all cadet activities, the cadet organization and cadet personnel.
A.3.2. The Special Assistant will attend all Group staff meetings as an advisor to the Cadet
Group Commander.
A.3.3. The Special Assistant will represent the SASI at the Staff meetings when so advised by
the SASI. An oral or written report will be provided to the SASI after each meeting attended.

A.4. Executive Officer. Directly assists and supports the commander and deputy commander in
all aspects, paying particular attention to citations, awards, ceremonies, and policy.
A.5. Command CMSgt – Liaison between the enlisted staff and the senior staff. Advises the
senior staff on matters impacting the enlisted force. Also responsible for conveying the corps
policies and directives to the enlisted ranks. Communicate matters associated with morale and
attitudes of the enlisted corps. Should meet with 1st Sergeants at least quarterly or as needed.
A.6. Group Guidon Bearer - Will perform necessary duties during Reveille, Retreat, Pass and
Reviews and other special functions. Report directly to the Command CMSgt.
A.7. Cadet Staff.
A.7.1. Cadet Operations Officer Responsibilities and Duties.
A.7.1.1. The mission of Operations is to provide for the corps training activities and the
planning and conducting of the Group co-curricular activities.
A.7.1.2. The Operations Officer directs the Group Operations directorate and assists in the
selection of cadets to conduct the following activities.
A.7.1.2.1. Training - Provides for training needs of the corps by implementing such training
programs as necessary. Coordinates the arrangement for field trips between the SASI/ASI and
the cadet organization.
A.7.1.2.2. Military Activities - Plans organizes and conducts Group participation in parades,
military Pass and Reviews, changes of command and similar military performances and
formations. Arranges, schedules and monitors flag details.
A.7.1.2.3. Social Activities - Plans organizes and conducts activities of a social nature that
includes the Dining Out or other similar functions.
A.7.2. Cadet Personnel Officer Responsibilities and Duties.
A.7.2.1. The Personnel Officer is responsible for the timely and accurate initiation of personnel
actions and maintenance of cadet records.
A.7.2.2. The Personnel Officer provides a written report of problems and recommendations each
school quarter; attends the Group staff meetings prepared to report on current personnel
problems and recommendations.
A.7.2.3. Cadet Records - Initiates WINGS folder on newly assigned cadets. Maintains an
accurate cumulative record in WINGS reflecting complete documentation on the cadet activities
in the program.

A.7.2.4. Special Actions - Responsible for preparing and maintaining a promotion eligible
roster. Prepares and maintains the cadet roster required by the SASI/ASI.
A.7.2.5. Individual cadets may inspect their own record files by request and on the scheduled
record check when announced. A cadet may also ask the SASI/ASI to inspect his/her record file.
A.7.2.7. The Personnel Officer will direct a record check at the beginning of each school year
and twice during the school year (Jan & Apr).
A.7.3. Cadet Finance Officer Responsibilities and Duties.
A.7.3.1. The Finance Officer oversees the financial operation of the Group, including initial
fund raising, accounting, control and disbursement of Group funds. In accordance with Gateway
STEM policy, all student funds are under the final control of the SASI and ASI for depositing
and disbursement of the unit funds.
A.7.3.2. The Finance Officer provides a written report of income, expenditures and the cadet
unit fund balance to the Group staff at each regular staff meeting. A similar report will be
provided the cadet newly assigned the position of the Cadet Finance Officer.
A.7.3.3. The Finance Officer directs the Finance office and assists in the selection of cadets to
conduct its activities.
A.7.3.4. Accounting - Responsible for delivery of funds. Monies collected are to be turned in
the same day and period collected to the SASI/ASI. Also responsible for the accurate accounting
of the Group financial records. Prepares a monthly statement of the Unit Fund Finances to be
posted on the Group bulletin board.
A.7.4. Cadet Public Affairs Officer Responsibilities and Duties.
A.7.4.1. Public Affairs directs the dissemination of information and communications with
Gateway Institute of Technology, school organizations, community organizations and
individuals. The activities and achievements of the MO - 851st Unit are to be made known to
achieve favorable recognition by the school and the community. The unit Public Affairs Officer
will assure unit recognition throughout the school year.
A.7.4.2. The Public Affairs Officer directs the Public Affairs Office and assists in the selection
of cadets to conduct the following activities.
A.7.4.3. Public Relations - Reports activities and achievements of the unit to the school and
local media. Provides photos and brief accounts of events to the school paper and yearbook
staff. Posts items of interest to AFJROTC cadets on the cadet bulletin board. Maintains and
updates the display case as required.

A.7.4.4. Group Newspaper - Responsible for the publishing of the Group Newspaper (Cadet
Gazette). Monitors and directs the picture coverage of the unit’s activities. Responsible for
maintaining a unit scrapbook for each school year.
A.7.4.5. Typist - Provides a rough draft for Public Affairs Officer to edit. Performs such
typing and clerical functions appropriate to the Public Affairs Officer’s requirements.
A.7.5. Cadet Special Projects Officer Responsibilities and Duties. Responsible for the
planning, coordination and execution of all special activities in the group, including the Dining
Out, fundraisers, and other major special functions as assigned by the commander. Additionally
he/she submits after action reports on all special projects using proper coordination and chain-ofcommand procedures.
A.7.6. Cadet Logistics Officer Responsibilities and Duties.
A.7.6.1. The mission of Logistics is to insure the proper Air Force supply discipline in the
custody, security, control and issuance of United States Air Force and school equipment.
A.7.6.2. The Logistics Officer assists in the selection of cadets to conduct its activities. Attends
Group staff meetings prepared to report on the status of uniforms, accessories and special
equipment.
A.7.6.3. Uniform control - Responsible for the security in the issuance of uniform and
accessories. Maintains a record of all accountable items issued.
A.7.6.4. Textbook Control - Responsible for the security, issuance and serviceable condition of
AFJROTC text material, training publications and training aids.
A.7.6.5. Inventory - Assists the ASI in the periodic and special inventories of the United States
Air Force and school property.
A.7.7. Cadet Information Management Officer Responsibilities and Duties.
A.7.7.1. Information Management provides administrative support for the Group. It is
responsible for preparing, authenticating and distributing the Unit Special Orders and Group
Special Operating Instructions (SOIs). It serves as the records keeping agency for the Group.
The Manpower and Organization personnel report directly to the Director of Information
Management and the SASI in the maintenance of the organization charts. The Cadet Custodian
of the Technical Library reports to the SASI for activities pertaining to that function. The Cyber
Officer is aligned under the information management branch.
A.7.7.2. Manpower and Organization - Responsible for the maintenance of the Group
organizational charts.

A.7.7.3. Internal and External Communications - Responsible for maintaining the Group
bulletin boards. Attends the Group staff meetings as recorder of the minutes. Maintains a file of
staff minutes for reference.
A.7.7.4. Central Files - Maintains administrative files, Group regulations, Special Operating
Instructions, extra copies of Special Orders, forms and files orders.
A.7.7.5. Technical Library - Responsible for organization and maintenance of the Group
Technical Library. Coordinates with the SASI for inventory and listings of library materials.
A.7.8. Cadet Awareness Presentation Team Responsibilities and Duties.
A.7.8.1. The mission of the Awareness Presentation Team (APT) is to promote awareness to
students in middle and high schools. The team gives presentations for community organizations
that request their services and presents a positive peer and role-model image.
A.7.8.2. Meetings - Conduct meetings at least twice a month or as needed.
A.7.8.3. Training - Identify the training needs of the APT by implementing training programs
as needed.
A.7.8.4. News releases - Responsible for writing articles for the unit and school paper.
A.7.8.5. Displays - Maintains and updates drug and alcohol display case in the library and
crossroads.
A.7.9. Cadet Color Guard - Drill Team Responsibilities and Duties.
A.7.9.1. The mission of the Color Guard (CG) and Drill Team (DT) is to provide
personnel/teams to perform for ceremonial purposes, parades, Dining Out and other activities as
requested by the school.
A.7.9.2. The CG and DT Commanders organize and train the CG, DT and Saber Team for
ceremonial and competition purposes. Assists in the selection of cadets to conduct the following
activities.
A.7.9.3. Training - Provides the initial and continuing training for CG, DT and Saber Team
personnel.
A.7.9.4. Inventory - Conducts periodic and special inventories of all CG & DT equipment.
Special emphasis will be placed on the control and inventory of the 24 M - 1 rifles and 7 sabers.
A.7.9.5. Field Trips - Coordinates and prepares any administrative requirements for
competition, training, performances and formations.

A.7.9.6. In order for a cadet to be on, remain on, or participate in DT, CG or Saber Team
activities, the following criteria must be met:

A.7.10. Cadet Recruiting Officer Responsibilities and Duties.
A.7.10.1. The recruiting Officer oversees the AFJROTC recruiting program in Gateway High
School and other middle feeder schools. Maintains recruiting posters on appropriate bulletin
boards and display cases in the classrooms.
A.7.10.2. Recruiting materials - Maintains and develops folders to be handed out at special
functions and trips. The folders contain pencils, pens, pamphlets and literature about the program
and the school.
A.7.10.3. Gateway AFJROTC Banner - Insure banner is displayed properly and in good repair.
A.7.10.4. Recruiting trips - Coordinates and prepares field trips between ASI and recruiting
staff to the feeder middle and other special functions. Conducts school tours.
A.7.11. Cadet Historian Officer Responsibilities and Duties.
A.7.11.1. Historian Officer oversees the operations of the history office. Responsible for
accurate accounting of the Group’s history. Records all events and keeps the unit history up-todate in WINGS, including both the school year and the summer months.
A.7.11.2. The officer will ensure that all staffs know to coordinate and inform this office of all
activities, note worthy data, etc. to be filed in Group archives and loaded into WINGS.
A.7.11.3. The officer will ensure files are up-to-date and available for review by the SASI, ASI
and Group staffs.
A.7.12. Cadet Safety Officer Responsibilities and Duties.
A.7.12.1. Safety Officer oversees the operations of the safety office. Performs monthly
inspections and informs the Group Commander of safety hazards.

A.7.12.2. The Officer will ensure that all corps personnel are briefed on an as-needed-basis or as
directed by the SASI, ASI or Group Commander.
A.7.12.3. Safety violations should be brought to the attention of the Group Commander ASAP.
If the violation is of the nature that it can be corrected on the spot, do so and still report the
infraction. If it is an emergency safety violation, report it to the SASI, ASI, school administrator
and Group Commander ASAP!
A.7.13. The Librarian Officer Responsibilities and Duties.
A.7.13.1. Librarian Officer oversees the operations of the library. Keeps an accurate
record/inventory of all required classroom books, music CD’s, tapes, etc., video tapes, cadet
handbooks and any other documented materials required by the instructor staff or Group
Commander.
A.7.13.2. Coordinate and assist the audio visual Officers in inventorying all videotapes, film and
media data and maintain an up-to-date inventory list of all items.
A.7.13.3. Research and assist the historian office in any data that will help keep an accurate
account of the Group’s history.
A.7.14. The Morale Welfare and Recreation (MWR) Officer Responsibilities and Duties.
A.7.14.1. The MWR Officer oversees the operation of the MWR Office.
A.7.14.2. The MWR Officer is responsible for all physical/athletic activities that enhance the
morale and welfare of the cadet corps. The officer will coordinate all activities with the school
Gym Coordinator through the AFJROTC instructor staff.
A.7.14.3. Develops/trains cadets in classroom exercises prior to and during classes and
physical/athletic activities. Assist the Group Commander and other staffs on developing and
implementing programs to enhance the Group’s morale and welfare.
A.7.15. The Audio Visual (AV) Officer Responsibilities and Duties.
A.7.15.1. The AV Officer oversees the Audio Visual Office.
A.7.15.2. The AV Officer ensures all events are photographed and/or videotaped. Assists all
staffs in their audio visual requests to cover all scheduled events.
A.7.15.3. Maintains an accurate inventory list of all equipment, film, videotapes, media data,
etc. The inventory list should be coordinated with the Group library office. A complete
inventory of all AV equipment will be completed at the beginning of each school year and at the
end of each marking period.
A.7.16. The Group Chaplain Responsibilities and Duties.

A.7.16.2. The Chaplain is responsible for, counseling cadets, assisting and planning special
religious events and coordinating and conducting the food and toy drives. Update and brief the

A.7.16.3. Ensures that Get - Well and Sympathy cards are sent to cadets, staff, teachers, etc.

Promotion Criteria
A.1.1. Promotions are normally based on a grading period and will be announced at a
Reveille/Retreat ceremony or other special function. Special Orders will be posted with those
names that received the promotions. There are usually three promotions during the school year
with the final promotion being announced at the Dining Out or other annual awards program in
May. All cadets are assigned a permanent grade commensurate with the number of AFJROTC
years satisfactorily completed; i.e., the permanent grade for first-year cadets is Airman; secondyear, Airman First Class; third-year, Senior Airman; and fourth-year, if offered, Staff Sergeant.
Permanent grades are awarded during the second semester of each year. Retention of permanent
grades is contingent upon satisfactory performance and behavior as determined by the SASI/ASI.
Permanent officer status will be awarded to cadets holding officer positions for two or more
grading periods. Exceptions are authorized at the discretion of the SASI and in accordance with
published unit and headquarters AFJROTC guidance. Out of cycle promotions are authorized
primarily for senior cadets.
A.1.2. Cadets may be assigned a temporary grade based on a specific position. Use of a
temporary-permanent grade pattern is optional and intended to serve as an administrative vehicle
for rotation of responsibility and to avoid imbalances in grade structure. Cadets serving in a
temporary grade may revert to their permanent grade upon completion of these duties. At the
discretion of the SASI, cadets in their final term of AFJROTC may retain the highest rank to
which they have been promoted, regardless of course level.
A.1.2.1. Certain criteria must be met for a cadet to be promoted.
A.1.2.2. Must have a passing grade at the time of announcement of promotion.
A.1.2.3. Must have fulfilled all financial obligations to the corps (cleaning/activity fee, etc.).
A.1.2.4. Must have less than two (2) uniform misses at time of announcement of promotion.
A.1.3. Cadets who have not met the criteria but do so later, may have the promotion reinstated at
the discretion of the SASI.

Classroom Procedures
A.1. This SOI established procedures to be used by the Flight Commander/Flight Sergeant in
Commanders absences for AFJROTC daily classes.
A.1.1. Beginning of the class.
A.1.2. Upon SASI or ASI entry to classroom the Flight Commander or Flight Sergeant
will stand and call the flight to attention.
A.1.3. Flight Commander will face SASI/ASI salute and give the attendance report.
A.1.4. Flight Commander will lead the class in the reciting of the Pledge of Allegiance and the
Cadet Code (AS-2’s, 3’s & 4’s will recite the Cadet Pledge).
A.1.5. End of class - The instructor will signal the Flight Commander to stand and call the flight
to attention; the SASI/ASI will then release the flight.

Uniform Inspection Procedures
A.1. The flight will conduct the routine opening and report.
A.2. The formation and inspection for AS-2s, 3s and 4s will be the responsibility of the Group
Commander, Deputy Commander, Squadron Commander or Flight Commander.
A.3. AS - 1 cadets will follow the instructions and commands of the ASI during the first
semester. In the second semester the Flight Commander or Flight Sergeant will be responsible
for the commands and inspection.
A.4. AS - 1 cadets may be given a maximum of ten (10) minutes for grooming in preparation for
the open ranks inspection.
A.5. AS - 1 cadets, whether in uniform or not, will stand during inspection. However, ONLY
cadets in uniform can perform as Flight Commander or Flight Sergeant.
A.6. Cadets will be scored on personal appearance, military bearing, behavior and conduct.
Wear of the uniform will be primary consideration for awards and promotions. All cadets must
conform to the Air Force dress and appearance standards (i.e. hair, earrings, facial hair, makeup).
A.7. There will be NO ACCEPTABLE EXCUSES FOR NOT WEARING THE UNIFORM ON
THE SCHEDULED DAY. If a cadet has damage to the uniform he/she must inform the ASI so
points will not be deducted. The uniform wear is like another teacher’s tests or quizzes and
MUST be made up. To make up a missed uniform wear, the cadet must wear the uniform on
another day (all day) and be inspected by ASI or the appointed cadet. If the make up is because
he/she did not wear it on the scheduled day, the cadet will begin with a score of 90%. If the
cadet has an excused absence, the cadet will begin with a score of 100%. Three (3) uniform
misses will constitute a grade of an “F” for that quarter.
A.8. One day per month the Cadet Corps will have a military ceremony that will require the
attendance of all cadets in full dress uniform. This ceremony is worth two (2) grades. Absences
on these days can be costly to their grade if the uniform inspection portion is not made up.

Merit/Demerit System
A.1. Purpose. This instruction establishes guidance and procedures for the unit’s merit/demerit
system. Merits enable cadets to gain recognition of a service to the unit, school and community
or improve their grade.
A.2. Merit Award Activities.
A.2.1. As a general rule, one (1) merit will be awarded for each hour of work performed in any
unit activity other than classroom assignments. Example: AFJROTC extracurricular activities
such as APT, DT or recruiting trips. Maximum of merits that can be obtained is twenty-five (25)
per semester. This is equal to 5 points toward the grade.
A.2.2. Merits can also be awarded for participation in special events such as the Veterans Day
Parade and perfect attendance for the flight. Construction of model aircraft, contributions during
the can food and toy drives, drawing something that deals with aircraft or a report paper on a
curriculum subject.
A.3. Demerit Activities.
A.3.1. Demerits will be given for specific reasons listed below:
A.3.2. Improper conduct for a cadet (profanity, discourteous behavior, horseplay, uniform
violations, smoking).
A.3.3. Public displays of affection while in uniform (kissing, excessive hugging, holding hands).
A.3.4. Infractions of the Honor Code that does not result in removal from the cadet corps. (i.e.
changing out of uniform without approval).
A.4. Only the SASI and ASI may assign demerits, and ONLY after investigating the offense
and circumstances. Cadet Officers may recommend that a cadet they observe committing one of
the infractions outlined above receive demerits by the use of the referral form. However, the
responsibility to assign any demerits remain with the ASI and SASI.

Shoulder Chords
A.1. This SOI authorizes certain cadets to wear ONE shoulder cord on the left shoulder IAW
AFJROTC Cadet Uniform and Awards Guide.
A.2. Cadets occupying the following positions may wear shoulder cords.
A.2.1. Special Assistant to SASI.
A.2.2. Cadet Group, Deputy and Squadron Commanders.
A.2.3. Cadet Staff Officers.
A.2.4. Cadet Group Guideon Bearer.
A.2.5. Cadet Flight Commanders.
A.2.6. Cadet Flight Sergeants.
A.2.7. Cadet Flight Guideon Bearer.
A.2.8. Color Guard.
A.2.9. Drill Team.
A.2.10. Rifle Team.
A.3. Cords must be worn as part of the uniform on the left shoulder. If a cadet should vacate a
position listed above they must return the cord immediately. If a cadet should hold two (2)
positions they may only wear one (1) cord.

AFJROTC INSPECTION Deductions
A.1. All cadets begin with a score of 100%. Points will be deducted for discrepancies in uniform
appearance, military bearing and conduct.

1.Scheduled uniform wear is normally Wednesday (A Day) & Thursday (B Day).
2. Proper hair color (natural and blended) and length. Females does not extend beyond bottom of
collar, males does not touch collar, ears, or eyebrows. NO FADDISH Hairstyles. No braids or
Dreds for males. Females can NOT wear bows, ribbons, or any decorations in their hair. Only
plain barrettes, bands, or bobby pins that match the hair color.
3.Female cadets may wear one small spherical (diamond, gold, white pearl, or silver) pierced or
clip earring on each earlobe. The earring worn in each earlobe must match. Earrings should fit
tightly without extending below the earlobes, unless they are clip earrings. Male cadets in
uniform may not wear earrings. Earrings cannot cover the majority of the earlobe.
4.One (1) small conservative gold or silver bracelet and one (1) watch may be worn.
5. No necklaces of any type.
6. Three rings may be worn.
7. Acceptable finger nail polish color for females are subtle shades of pink, browns, reds,
creams, and white French tip only (no solid white nails, just French tip). No designs or
decorations. No neon colors or any other color than those listed (pinks, browns, reds, creams).

Uniform Care Procedures
A.1. The AFJROTC uniform is issued clean and ready to wear. It is each cadet’s responsibility
to keep it clean and pressed through out the school year.
A.2. The uniform shirts (male and female) are to be laundered - no starch required. The use of
liquid soap (shout) is recommended to remove ring around the collar. LAUNDER AFTER
EACH WEAR!
A.3. The coat, trousers, skirts, caps and ties MUST BE DRY-CLEANED (NO EXCEPTIONS).
DO NOT ATTEMPT TO PRESS ANY OF THESE ITEMS WITH A HOT IRON!
A.4. Accidental damage to any uniform item is to be reported to the ASI. A replacement item
will be issued in exchange for the damaged item. Lost uniform items are to be paid for
according to the Air Force EMALL price list.
A.5. Male cadets are loaned a lined light weight jacket, overcoat (trench), jacket, long and short
sleeve shirts, trousers tie, socks, cap, shoes and insignias.
A.6. Female cadets are loaned a lined light weight jacket, overcoat (trench), jacket, long and
short sleeve shirts, slacks, tie tab, skirts, socks, cap, shoes and insignias.

Cadet Recognition Program
A.1. Airman of the Month (AOM). The purpose is to recognize deserving first year cadets in
the grades of Cadet Airman Basic to Cadet Senior Airman.
A.1.1. Eligibility.
A.1.1.1. Be a first year cadet.
A.1.1.2. Maintain a 2.0 (C) in Aerospace Science.
A.1.1.3. Must be active in school and/or AFJROTC activities.
A.1.1.4. Must display outstanding professionalism, managerial and leadership potential.
A.1.1.5. Must not have received any disciplinary action during the month for selection period.
Personal appearance must be above average.
A.2. Noncommissioned Officer (NCO) of the Month. The purpose is to recognize deserving
second year cadets in the grades of Cadet Staff Sergeant (C/SSgt) through Cadet Technical
Sergeant (C/TSgt).
A.2.1. Eligibility.
A.2.1.1. Be a second year cadet.
A.2.1.2. Maintain a 2.0 (C) in Aerospace Science.
A.2.1.3. Must be active in school and/or AFJROTC activities.
A.2.1.4. Must display outstanding professionalism, managerial and leadership potential.
A.2.1.5. Must not have received any disciplinary action during the month for selection period.
A.2.1.6. Personal appearance must be above average.
A.3. Senior Noncommissioned Officer (SNCO) of the Month. The purpose is to recognize
deserving third year cadets in the grades of Cadet Master Sergeant (C/MSgt) through Cadet
Chief Master Sergeant (C/CMSgt).

A.3.1.1. Be a third year cadet.

A.5. Cadet of the Month. The purpose is to recognize deserving second through fourth year
cadets in the grades of Cadet Staff Sergeant (C/SSgt) through Cadet Colonel (C/Col).

A.5.1.1. Be a second, third or fourth year cadet.
A.5.1.2. Maintain a 2.0 (C) in Aerospace Science.
A.5.1.3. Must be active in school and/or AFJROTC activities.
A.5.1.4. Must display outstanding professionalism, managerial and leadership potential.
A.5.1.5. Must not have received any disciplinary action during the month for selection period.
A.5.1.6. Personal appearance must be above average.
A.6. Cadet Sharp. The purpose is to recognize deserving first year cadets in the grades of
Cadet Airman Basic to Cadet Senior Airman.

A.6.1. Eligibility.
A.6.1.1. Be a first year cadet.
A.6.1.2. Must have a 98% or better on all uniform inspection during the month.
A.6.1.3. Must NOT have any uniform misses during the month.
A.6.1.4. Must NOT have any unexcused absences from school during the month.
A.6.1.5. Maintain a 3.0 (B) in Aerospace Science.
A.6.1.6. Must be active in school and/or AFJROTC activities.
A.6.1.7. Must display outstanding professionalism, managerial and leadership potential.
A.6.1.8. Must not have received any disciplinary action during the month for selection period.
A.6.1.9. Personal appearance must be outstanding.
A.7. Recognition Received.
A.7.1. Cadets chosen will be recognized at the monthly military ceremony (i.e.
Reveille/Retreat, Dining Out, Pass and Reviews).
A.7.2. Winners will receive a trophy or plaque.
A.7.3. Winners will receive a special certificate of recognition.
A.7.4. Winners will have their name engraved on the appropriate award plaque.
A.7.5. Cadets will have their picture displayed for the school year.
A.7.6. Cadet Sharp will get special consideration for early promotion.
A.8. MO - 851st ACE CLUB. The purpose of the “ACE CLUB” is to recognize cadets who
have distinguished themselves by putting forth the extra effort to earn five (5) or more “A’s” in
the school semester. (“A’s” in courses that meet for 2 class periods will count as 2 “A’s”.) The
cadet/cadets with the most “A’s” will earn the distinction of being the ACE of ACE’s.
A.8.1 Recognition Received.
A.8.1.1. Cadets will be recognized at the monthly military ceremony (i.e. Reveille/Retreat,
Dining Out, Pass and Reviews).

A.8.1.2. Winners will have their name displayed in the appropriate award case. Cadets will be
recommended for the Achievement Ribbon.
A.9. TOP GUNS. The purpose of the TOP GUN is to recognize those cadets who have attained
and distinguished themselves by obtaining a grade of 90% (A) or better in Aerospace Science
and an overall GPA of 3.0 (B) or better during a semester.
A.10. HIGH FLYERS. The purpose of the HIGH FLYERS is to re recognize those cadets who
have distinguished themselves by attending school with ONLY one (1) excused day of absence
from school.
