Mr. Lacher’s experience includes design, design management, project management, construction management, CPM scheduling, inspection, and claim analysis/resolution. He has also managed specific projects on multiple sites on school, wastewater, and public works construction. He is trained in the Implementation of Community Development Block Grant programs and projects and has completed many FEMA Public Assistance and Disaster Recovery projects. Mr. Lacher has been employed as a Project/Construction Manager for the last 25 years. Prior to that, he worked as a Project Manager for Rogers & Babler Construction and as a Project Engineer for Green Construction Co. Mr. Lacher is active in the Construction Management Association of America and received the Distinguished Service Award in 2012, the Chairman’s Award in 2010 and 2012, and served as the Gulf Coast Chapter CMAA president from 2011 and 2012. He currently serves on the Board of Governors for the Construction Management Certification Institute. Finally, Mr. Lacher has led construction management training programs for the Department of Public Works and Capital Projects Administration Departments for the City of New Orleans, the LSU College of Construction Management, and is the Chair of the Certified Construction Manager Study Group Committee for the Gulf Coast Chapter of CMAA. Relevant Experience Marrero Commons Housing – The B.W. Cooper Housing project was severely damaged by hurricane Katrina in New Orleans in 2005 and was reconstructed in 2010-2014 using the design-build lease back process. Mr. Lacher served as Sr. Project Manager for the developer/builder and was responsible for day to day operations including scheduling, cost management, response to RFI’s and change requests, and compliance with FEMA and other DR/PA funding requirements. The project consisted of the construction of 410 mixed income housing units and complete site development including road reconstruction, landscaping, and maintenance and community center buildings. Construction value = $90 million. Birchwood Homes, Ft. Wainwright, Alaska – This 801 Housing project was built under the Lease-Lease Back program for housing the 6th Light Infantry. Mr. Lacher provided project leadership as the Sr. Project Manager representing the Owner in all dealings with the Corps of Engineers and the general contractor, Hensel Phelps Construction. The scope of the project was full site development of 76 acres and the construction of 400 housing units. Litigation Consulting – Plaquemines Parish Sheriff’s Office – Mr. Lacher served as expert witness on behalf of the Parish providing a professional evaluation of “Project Management Services” provided by the plaintiff. Plaintiff withdrew complaint after expert report issued. Anderson vs. FINS – Mr. Lacher served as expert witness on behalf of the Owner of an historical 16 unit apartment complex in New Orleans. Contractor withdrew claim after deposition. Pasadena USD – Mr. Lacher served as Person Most Knowledgeable on a school district modernization program in Pasadena, California. (Case still in progress.) Office of the Inspector General, City of New Orleans – Mr. Lacher was selected to represent the OIG in matters related to program, project, and construction management on Recovery School District projects in New Orleans. Commercial Office Buildings - Mr. Lacher was Construction Manager on the Southern Savings Association Building and the Thomas Lupo Building in downtown New Orleans. Each of these buildings was cast-in-place concrete structures, ten stories in height. Justice Facilities - Mr. Lacher served as Project Manager/Master Scheduler on construction of the $220 million California State Prison at Imperial North and as Scheduler (Design Phase) on the 23 story San Diego Central Courthouse Project in California. Mr. Lacher was also the Project Director on the Lubbock County and Gillespie County Jail Projects in Texas. LA Police Department Headquarters Facility - Mr. Lacher was Sr. Construction Manager for the Headquarters Facility for the Los Angeles City Police Department. The project consisted of three structures; a 500,000 SF Administration Building, an 850 space six story parking structure, and a secure 350 space underground parking garage. This project had a total project value of $441 million and was completed on time and within the budget in October of 2009. The project was LEED Certified Gold and Mr. Lacher was awarded “Team Builder of the Year” by the Los Angeles Chapter of the American Institute of Architects. Higher Education: Residence Hall Rehabilitations, Dillard University This project was a FEMA funded restoration project to reconstruct and restore three buildings on the campus. Mr. Lacher served as Project Manager on this $25 million program. The project includes supporting site selection, planning, design and renovation of the 93,500 sq. ft. Hartzell/Camphor and Straight Dormitories located at Dillard University Campus. The buildings will house students and include additional space for offices and activities. Mr. Lacher was also the Project Director for the team of Public Assistance professionals on the Dillard University - FEMA Public Assistance Program Management. The project included the review and closeout of over 200 Hurricane Katrina Project Worksheets and reconciliation of the University’s private insurance proceeds. The project also included the development of Alternate and Improved Projects, development of PW Version Requests and development/administration of multiple Hurricane Sandy Legislation Alternate Procedures Pilot Program Projects.
