The purpose of this benchmarking program is to provide participating institutions with a tool for quantitative analysis of their operations and activities using comparative data. The program is based on the FY 2002 Student Affairs/Student Services Survey. The Survey was created and tested by a committee of student affairs professionals who are members of The NASPA and BearingPoint. Together, NASPA and BearingPoint developed the program and administer the survey. The survey is open to all institutions of higher education, and questions relate to the following Student Affairs/Student Services administrative areas: Career Services, General Student Affairs, Judicial Affairs, Orientation, Special Populations, Student Activities/Student Union, Counseling Services, Residence Life, Health Center, Admissions, Financial Aid, and Intramural Sports. The data - submitted by each institution - provide valuable insight into: what each department does, what resources are used, the areas where departments excel, and the areas where departments may need improvement. Using this baseline information, participants can create a context for fact-based decision making, develop continual improvement initiatives, and start tracking a department's performance over time. This report has been prepared specifically for Mississippi State University, as part of its participation in the FY 2002 survey. Description of institutions whose data is included in the Comparison groups follows. 4 The Benchmarking Comparison Groups The following charts compare Mississippi State University’s performance metrics with two comparison groups from the FY 2002 NASPA-BearingPoint benchmarking Survey. The first comparison group (in yellow) includes the institutions included in the same student population size group of Mississippi State University. Use of Mean .The mean represents a form of central tendency (measures of the location of the middle or the center of a distribution) and is the sum of all the values divided by the number of Institutions. “Special Populations Offices” include the following departments: • Office of Student Support Services • International Students Office • Cultural Diversity Center “Other Departments” include • Sexual Assault Services • Police Department 11 Limitations on the Use of Comparative Data Internal Measures. Good comparative data offers an advantage over internal performance data in that it provides an external reference that helps provide an indicator of “where we should be”. However, good comparative data is often not readily available for some types of performance data, and developing it requires considerable resources and expertise that are not usually available to most student affairs offices. The development of internal performance data for “self comparison” purposes is often necessary. For example, comparative data about processing times for various student services processes are simply not available and would be difficult to develop. Yet, they are key measures of process efficiency and effectiveness that most offices should track.. Comparative data must be used with care. Just as reliance solely on qualitative data to have a picture of “how we are doing” is insufficient, so too is over-reliance on quantitative data. Both types of data must be used together to see the whole picture. Some of the more obvious concerns follow: Validity and Reliability. Typically, comparative data is not representative of all institutions because the source is generally a self-selecting group of cooperating institutions. While the data can often be controlled for such things as student populations and other demographic variables, the overall sample is not random and survey populations will change from year to year. Lack of established definitions for such terms as "full time equivalent”, “judicial cases”, “counseling session” etc, and lack of consistency in reporting such data create difficulties in generating accurate comparative data. Moreover, some survey responses are estimates because some institutions do not keep precise data in all the areas surveyed. All these factors affect the quality of the results. Institutional Comparability. There is no way to establish truly homogeneous peer groups for institutions. Major factors, such admission, location, organizational structures, salary levels, etc. create unique financial and operating patterns. Thus, peer group comparisons that lead to administrative or financial policy changes require sensitivity to the many factors not readily apparent from the statistics. In our experience, comparisons with groups of institutions with similarly sized student populations provide a good, all purpose “peer group” 12 for comparison on most student services metrics.
