Assignment title: Duty station: Department: Project reference: Duration: Consultancy setting: MIS / Software Development for Khyber Pakhtunkhwa Information Commission Peshawar, Khyber Pakhtunkhwa(KP) Provincial Information Department, Government of KP Development of MIS for Provincial Information Department, Khyber Pakhtunkhwa Four Months Background The causes of militancy in KP are multiple and complex, particularly driven by deteriorating citizens’ trust in the State. While, bad governance and poverty are the main drivers of crisis in the region, a wide communication gap between the State and citizens have not only increased the trust deficit but also acted as key drivers of militancy and extremism. The government’s failure in effective communication has fed perceptions, not necessarily founded, that large development budgets available to them have passed them by. The upshot is distrust and the feeling of deprivation that the State is not interested in the redressal of public grievances and needs. Due to state-citizens communication deficit and less exposure of the masses to alternate viewpoints, the vacuum was exploited by militants, who used local communication channels to get their viewpoint across the citizens – leading to rise in militancy. The citizens’ have the right to information, as provided by the Constitution of Pakistan and KP Right to Information (RTI) law – 2013. The law can be effectively used to restore citizens’ trust in the State by properly enforcing it at all levels of the government. In particular, at strategic level, with improvement in information sharing it will have long run affect. Related reforms for streamlining government systems and processes for disseminating the information may be informed by seeking citizens’ perceptions.This can be efficiently achieved by introducing Automated Information System (AIS). The AIS will not only support the government in seeking citizens’ perception about governance reforms but also inform its decision making process. It will support the proactive information disclosure and use as a tool to assess citizens’ trust/perception level on regular basis. 2. Scope of Work The consultant firm is expected to develop, implement and operationalize AIS for the Government of KP. The scope of work is as follows: Major components of the Automated Information System (AIS) will include: I. Web based software applications Data Entry Module Administration Module Reporting Module Dashboard Database II. GIS/GPS Android based module for data collection/capturing III. Provision of required accessories and equipment to be purchased by the firm for Operationalization and implementation of the system i. Fifteen Android devices, Internet/Intranet Services ii. 08 LED TV iii. Chief Minister and Chief Secretary touch screen interface for reporting and data view purpose iv. 4 Laptops v. Hardware and software of recording TV and Radio News for three days. All the hardware equipment should be purchased after the approval of GSP and warranty 3. Key Deliverables/Outputs 4. should be in the name of GSP.Bidder may include or exclude the equipments as per their proposal solutions with specification, quantity and cost. o Performance measurement module o MIS and analytical reports Define requirements through user interviews, document analysis, requirements workshops, business processes’ descriptions, user cases, scenarios, business analysis, task and workflow analysis Develop functional requirements (Business Requirements Document), Use Cases, GUI, Screen and Interface designs Capturing and collecting of information should also be supported by using GIS/GPS technology. Liaison between the business units, technology teams and support teams Develop training material and conduct trainings and workshops on the deployed system. Provide best practices quality control and customer services Provide best practices project management services Development, implementation and Operationalization of AIS Technical Documentations i.e. User Manual, SOP’s, SRS, Functional Documentations, ERD, etc. Develop Training Manual and conducts impart training. Provision of supply,intalation and operationalizing the Hardware and Accessories with two years manufacturer’s warranty and support after successful operation of the system Qualifications Criteria Interested consultant (firm) should be legally incorporated in Pakistan. Interested firm should be qualified/ experienced in the field of assignment. A qualified firm is expected to have sound experience / at least 5 years of experience in: I. Developing Management Information Systems (MIS), preferably in government departments. The supporting information about the firm should include its core business and years in business. II. GIS/GPS based application development, mobile application development and software application development (web based). III. Sound experience in system integration (software and hardware) Interested firm should provide information on their technical and managerial capabilities. Interested firm should provide information on the qualifications of key staff (provide documentary proof of professional and academic qualification; cultural, gender, religious diversity in the representative team will be encouraged). 7 Time Frame and Supervision The estimated duration of the assignment is 6 months effective from the date of award of the consultancy. The consultant shall have a primary accountability to the Secretary, Information Department, Government of KP, and will work closely with the core team of the project in Information Department (MIS specialist, Communication Specialist GSP). 8 Evaluation and Award of Consultancy Award of the contract (consultancy) will be based on qualification criteria mentioned above. The Procurement Committee for the purpose reserves the right to accept or reject any proposal received without offering any explanation. 9 Intellectual Property Rights Any reports, documents graphics, systems, software or other materials, prepared by the consultant for this assignment shall belong to and remain the property of Information Department of Government of KP.
