IUPUC Health Services Administration Concentration Proposal
The purpose of the concentration in Health Services Administration in the IUPUC Division of Business
is to offer pre-Nursing students who are not accepted into the Nursing program alternative educational
paths. This proposal for a new concentration within the Bachelor of Science in Business degree
program was drafted after reviewing similar degree programs at IUPUI-Indianapolis, Central Michigan
University, Ferris State University, and Georgetown University.
For alternative educational path #1, students can complete their BSB with a concentration in Health
Services Administration at IUPUC and complete all of the required coursework to apply to the IUPUIIndianapolis Accelerated BSN 2nd degree Option within 121 credit hours. The extra credit hour required
over the BSB degree is due to the number and credit hours of biology and microbiology courses required
as prerequisites for the Accelerated BSN 2nd degree Option. The extra credit hour is not a requirement
of the BSB degree with the Health Services Administration concentration. Students choosing the
Health Services Administration concentration can complete a BSB in Health Services Administration
and a BSN degree in about 5½ years.
For alternative educational path #2, students can complete their BSB with a concentration in Health
Services Administration at IUPUC and then pursue a graduate degree in public health (hopefully the
MHA program in the Fairbanks School of Public Health) or business.
For alternative educational path #3, students who complete their BSB with a concentration in Health
Services Administration at IUPUC may enter the workforce in health care administration. Occupational
possibilities from this path include among others: group practice administrator, health care consultant,
long-term care administrator, health industry sales representative, and hospital administrator.
IUPUC denies admission to 80-120 prospective Nursing students a year, about 30% of whom do not
further their education after not entering the Nursing program. These students, since they do not
continue their education, have a negative impact on IUPUC student retention and graduation. This new
concentration will improve IUPUC retention and graduation rates. Retention of an additional 40
freshman to their sophomore year could improve the retention rate for the IUPUC campus by as much as
five to ten percentage points. The impact of negative Nursing admission decisions on the region is even
greater with lost wages and shattered dreams for some prospective Nursing students. The Health
Services Administration concentration provides students with a new path for earning the clinical BSN
degree they initially pursued through the Accelerated BSN program as well as alternate opportunities for
careers in health care administration. It will improve educational attainment in South-Central Indiana by
providing greater options for students interested in the health care field.
Bachelor of Science in Business Degree requirements: General Education (39 credits), Business Core
(39 credits), Electives (24 credits, at least 12 credits non-Business), and Business Concentration (18
credits). We propose a Health Services Administration concentration within the Bachelor of Science in
Business undergraduate degree. Students take courses in Finance, Ethics, and Strategy as part of the
Business core classes. Students also must complete an internship as part of their degree requirements.

As with the existing BSB concentrations available at IUPUC (Accounting, Finance, Management, and
Marketing), the proposed concentration is 18 credits.

None of these classes exist at IUPUC. We will begin the remonstrance process in the Spring 2014
semester. All courses will be open to any IUPUC student subject to course availability and
completion of any necessary prerequisites.
Potential Issues/Questions
Why is there a large difference in the number of credit hours between the existing Health Services
Administration programs and the proposed concentration?
We believe the difference in the credit hours is because at IUPUI-Indianapolis and the other larger
institutions you only take Health Services Management classes (accounting, finance, management,
marketing, human resources, strategy, etc.) after completing general education and elective class
requirements. IUPUC students, after completing their general education and elective courses, take,
common to all business students, a 39 credit-hour Business core and the specific 18 credit-hour Health
Services Administration concentration for a total of 57 credit-hours. For example, the course content
overlap of introductory Health Services Management finance and Business finance classes is probably at
least 80 percent and the two courses would be based on the same finance theories.
How can we know this is a quality concentration?
The mission of the Division of Business is to offer students a quality education through distinctive
programs for a lifetime of achievement. Our mission is omnipresent in our thinking and this
concentration. First, we have to meet external and international accreditation standards as we work
towards AACSB accreditation. AACSB accredits the top five percent of international business schools.
Second, we assume that our IUPUC and IUPUI-Indianapolis colleagues perceive our current business
core and concentration are of sufficient “quality.” The Health Services Administration concentration is
of no different “quality” than our existing concentrations. No difference in general education
requirements, no difference in math and science requirements, no difference in the minimum grade point
average to graduate, and no difference in degree requirements other than the 18 credit hours in the
Health Services Administration concentration.

Can students who transfer to this major after receiving their notice of not being admitted to the
IUPUC Nursing program take classes immediately?
Students who elect to take this concentration will be ready for some business core classes immediately
upon transfer to Business. Health Services Administration students will need to take two Economics,
two Accounting, two Statistics, and the second Introduction to Business Management class in their first
year. After completing those courses, they will meet the prerequisites to pursue introductory business
classes and then later in their junior and senior years Health Services Administration concentration
classes. Please refer to the proposed plan of study below.
Will this concentration negatively impact enrollment at IUPUI-Indianapolis, or in the Fairbanks
School of Public Health B.S. in Health Services Management (BSHSM) and its Health Systems
Administration minor?
We do not anticipate any negative impact on IUPUI-Indianapolis enrollment nor the existing BSHSM
program in the Fairbanks School of Public Health. First, Bartholomew County residents make up only
0.8% of IUPUI-Indianapolis students. Second, we anticipate announcing to juniors and seniors in this
concentration the existence of the Fairbanks School of Public Health Master of Health Administration
(MHA) program and the Second Degree B.S. in Nursing Accelerated Track program. Our hope is that
some of our Health Services Administration undergraduates will pursue graduate opportunities at
IUPUI-Indianapolis therefore increasing enrollment at that campus. A letter of support from Fairbanks
is attached below.

provide an alternate option for pre-nursing students who might leave your

Science in Health Services Administration on the IUPUI campus. It is our hope
