RULES European Club Cup Men 2007 EUROPEAN CLUB CUP for Men- Rules 2007 RULES EUROPEAN CLUB CUP MEN l. ENTRIES Entries must be made by the EJU Member Federations for the clubs and be sent to the EJU General Secretariat, 37, Marina Court, Giuseppe Cali’ street, Ta’Xbiex MSD 14, Malta, Phones +356 21 319944, Fax +356 25401186, email generalsecretariat@europejudo.com. Applications must be received by the EJU General Secretariat not before 31 January 2007 and not later than 15 February 2007. The final of the ECC 2007 for men is on Saturday, 15 December 2007. Teams authorised to compete are maximum three club teams per EJU Member Federation, (with mentioning the preference of 1 club to the other), as well as the semi-finalists and finalists of the European Club Cup of the previous year. In total 32 clubs can enter. The organising country has the right to enter 3 teams, which can be extended to 4 teams in agreement with the EJU, provided no other teams have to be refused. The medallists of the previous year will be seeded (Maximum 4). A list of competitors on the official form confirmed by the member federations of the clubs must be submitted. Any competitors whose names are not on the list will not be allowed to compete. The list must be sent to the EJU General Secretariat at the same time as the application form. In order to participate in a competition of the European Club Cup, a judoka must be an authorised member of the club. During this time, he/she cannot participate in a European team contest for another club. Each team is allowed to have any number of foreign fighters on the list of competitors who, however, have to fulfil the same conditions as authorised members of the club. FEES FOR PARTICIPATION The EJU fee is 1.000 EUR. The organising club and the winner of the previous year must not pay the entry fee. Payment dead line is 15 February 2007. VENUE For the decision of the venue (with minimum 2 contests areas), the teams who want to organize this competition have to present their Bid Book on the 4th of April 2007, during the EJU Directing Committee Meeting in Belgrade/Serbia. The EJU Directing Committee will make the decision about the venue during the meeting. The EJU General Secretariat will inform all participants. The organiser has to send the technical details to the EJU General Secretariat 3 months before the event (to clear the details) and all participating teams 2 month before the event. The participating teams have to inform the organiser latest 1 month before the event about the transport and the accommodation. The fee to be paid by the organiser to organise the ECC Men is at least 40,000 Euro. The organiser also has to host 14 delegates from the day before the competition till the day after the competition. Further obligations should be discussed and agreed on with the European Judo Union. 4. WEIGH-IN The official weigh-in must be organised on the evening before the competition on Friday, 19 October 2007. 533577159 Page3of 10 EUROPEAN CLUB CUP for Men- Rules 2007 Unofficial weigh-in: 18:00h – 19:00h Official weigh-in: 19:00h – 20:00h The referees are responsible for the control of the weigh-in. 5. DRAW Inscription dead line is 15 February 2007. The draw will be made by the EJU Sports Director evening before the competition on Friday, 19 October 2007 at 20:00h. 6. REFEREEING The EJU Refereeing Commission will nominate 5 referees for each contest area. 7. OFFICIAL OBSERVER 14 EJU officials (including 9 EJU Refereeing Commission) will take part. 8. TEAMS The team will consist of seven (7) competitors in the following weightcategories: -60 kg -66 kg -73 kg - 81 kg -90 kg -100 kg +100 kg The competition will proceed in this order. Each competitor is authorised to fight in his category or the category immediately above. 533577159 Page4of 10 EUROPEAN CLUB CUP for Men- Rules 2007 The teams must bring blue and white judogis. During the European Club Cup the EJU enables the clubs more possibilities for advertising as laid down in the IJF rules, for example sleeves and trousers. Additional advertisement has to be agreed by an EJU observer. 9. COMPETITION FORMULA The competition will be held under the contest rules of the European Judo Union. The competition will be done by eliminatory system without repechage. The winners of the 4 pools are fighting in the semi-finals. The winners of the 2 semi-finals are going to fight in the final; the losers of the 2 semi-finals are bronze medallists. To designate a winner between two teams, one round with 7 contests is necessary. The winner team should have minimum 30 minutes rest before going to fight against another team in the next round. If at the end of the contest there is not at least a difference of one Koka between the two contestants, the fight should finish with Hikiwake. The winning team will be decided on the number of contests won. If the number of contests won is the same, the result will be decided on the number of points scored. If for any reason it is impossible to designate the winning team according to the above mentioned, all Hikiwake-fights must repeat again. These deciding fights will be ruled by “Golden score “ system, however the victory will only be awarded with 1 point as a way of decision. According IJF rules Appendix article 19 (7) All competitors accepted for the competition after the official bow on the mat by their team have to compete. If one competitor does not compete, the club, through their Federation, must pay a fine of 500 EUR. A competitor, who has presented himself for the competition and does not compete, looses the right to compete. The team can enter another fighter as replacement in the same weight category in the next round. 533577159 Page5of 10 EUROPEAN CLUB CUP for Men- Rules 2007 If one team does not arrive for a match after the draw, the other team will be declared the winner by 7-0 (70-0). In the case that a team withdraws from the competition and has not informed the organiser and the EJU General Secretariat by written notice at least 1 month in advance, the club will pay the amount of 1.000 Euro to the organiser. In case such a notice is not received or is received less than 15 days in advance, the amount will be 2.000 Euro. The amounts will be paid even if no costs are involved. No club can lay claim to any additional compensation whatsoever. In case of “force major”, recognised by the EJU, the amount to be paid to the organiser can be reduced or waived. 10. MEDIA The organiser is obliged to provide phone, fax and internet line for the press. The organising club is obliged to send immediately, at latest 1 hour after competition, the result list, signed by the referees, to the EJU General Secretariat. 11. FINANCIALS Each team will take charge of its travelling and hotel costs. The organiser will take charge of the costs for accommodation of the EJU delegates. The organiser will take charge of the costs for the travel, accommodation and the food of the (through EJU Ref. Commission) nominated referees. Transfer for the teams delegations, EJU delegates and referees from airport / official hotel / competition hall will be provided by the organiser. DOPING CONTROL / MEDICAL ASSISTANCE Participants cannot refuse doping control, but it is not obligatory to be arranged by the organiser. The organiser is obliged to provide medical staff and ambulance for the complete duration of the competition. 13.
