1. Terms and Conditions of Service
The terms and conditions applicable to this post are those of all NHS Employees.
2. Superannuation
You have the option to join the NHS Superannuation Scheme, to participate in the State
Earnings Related Pension Scheme or to take out a Personal Pension.
Employee’s contributions to the NHS Scheme amount to 5% to 13.3% of salary (depending on
rate of Pensionable Pay) and the employers’ contribution equates to 13.5% of salary.
Employees in the NHS Scheme are “Contracted-out” of the State Earnings Related Pension
Scheme and pay a lower rate of National Insurance contributions. Employees who choose to
participate in the State Earnings Related Pension Scheme pay the higher rate of National
Insurance contribution. A Stakeholder Pension is also available.

National Waiting Times Centre NHS Board (Golden Jubilee National Hospital)
Job Title:-– Prevention and Control of Infection Manager (PCIM)
Immediate Line Manager :- Executive Nurse Director and Chief Executive

Job Purpose
As a member of the Senior Management Team the PCIM will provide strategic and
clinical leadership in infection prevention and control across the Board. This post
fulfils the role of “Designated Senior Manager” required by HDL (2001)10 and HDL
(2005)8
The PCIM is responsible to and supports the delivery of the corporate
accountabilities of the Board Chief Executive and the Executive Nurse Director
(designated HAI Executive Lead).
The post holder is required to be an autonomous practitioner and will lead and
oversee the Board’s compliance with and contribution to local and national
developments in healthcare associated infection policy and guidelines.
This is achieved by having in place clear, risk assessed and effective systems
and processes designed to co-ordinate decisions and actions that achieve Board
wide compliance with mandatory and best practice standards in prevention and
control of infection, policy provision, decontamination, surveillance, cleaning
services, antimicrobial management and catering services.
The PCIM co-ordinates, develops and ensures delivery of the Prevention and
Control of Infection Plan (PCIP) as agreed by the Chief Executive and the Board.
The plan is passed through and reported to the Prevention and Control of Infection
Committee (PCIC) and is agreed by key stakeholders across the organisation.
This plan will incorporate national guidance and key drivers from Government
Healthcare Associated Infection Task Force and Government agencies including
Health Protection Scotland, Healthcare Improvement Scotland (HIS), Health
Facilities Scotland (HFS) and the Healthcare Environment Inspectorate (HEI).
Local issues identified through audit, inspection and surveillance are also
monitored through this plan.
The PCIM is managerially responsible for the
Prevention and Control of Infection Team (PCIT) which includes the
Prevention and Control of Infection Nurses (PCIN),
Prevention and Control of Infection Doctor (PCID) (on day to day issues of
infection control) The PCID is professionally accountable to the Medical Director
Tissue Viability Nurse (TVN))

Dimensions
The post holder is required to cover all infection control dimensions under NHS
NWTC’s responsibility including all partners in care delivery. Infection control
systems, processes and policy impact directly on clinical care of patients and
contribute to the provision of a safe environment for patients and visitors and a safe
working environment for staff.
The post holder works with autonomy at a Senior Management level and has a
close working relationship with senior managers from multidisciplinary
backgrounds, PCIT, PCID, Housekeeping Operations Manager and the Executive
Nurse Director and Beardmore Hotel staff. This will also include liaison with Public
Health Departments when necessary.
In addition the post holder will manage local or national infection control project
work within the organization.
The post holder will maintain appropriate links at a national level with the Scottish
Government HAI Task Force, Infection Control Management colleagues, Health
Protection Scotland’s Infection Prevention and Control team, Healthcare
Improvement Scotland and NHS Education Scotland.
The post holder will ensure that statistical records are kept to demonstrate
monitoring of alert organisms, audit analysis and surveillance which will assist with
identification of trends and outbreak situations.
Number of Staff managed by post holder:
Approximately 50. This will include professional nursing staff as well as
housekeeping, catering and portering staff across the hospital.

Role of Department
Advise senior management on the development of structures, strategies and
processes to support a coordinated and effective risk assessment approach to
the management of infection control, decontamination, surveillance and catering
and hotel services within the Board which meet all national standards and
contribute to quality patient care.
Interpret and advise the Board and its senior management on national
requirements and guidance in relation to infection control, decontamination and
HAI and catering standards. Coordinate the development, implementation of
action plans to address these where necessary and produce regular reports to
the Board on progress on these areas.
Provide professional expertise in the specialist area of infection control and
promote high levels of competence in this area through developing policies,
setting standards and educating, training and motivating all staff to adhere to
these.
Provide specialist expertise in the areas of tissue viability and promote high

Identify and investigate outbreaks or incidents of infection should they occur.
Advise on corrective action and monitor/ follow up to ensure that the incident or
outbreak is effectively resolved and appropriately reviewed to inform future risk
assessment and minimise the opportunity for recurrence. This includes liaison
with external bodies where appropriate including Health Protection Scotland and
the Public Health Department where appropriate.
Coordinate surveillance and record keeping activities and correlate information
for provision to national surveillance monitoring bodies. Liaising with these as
necessary to ensure that NHS NWTC conforms to requirements and that
feedback is appropriately interpreted and utilised for the benefit of the services
and the Board.
Establish and maintain joint responsible with the CSPD manager for the
development, implementation and monitoring of all policies and procedures
relating to decontamination of medical devices to ensure that the national
standards, guidelines and legislation are met by the hospital’s Central Sterile
Processing Department (CSPD). Governance of this service will be through the
Decontamination committee, a sub group of the Prevention and Control of
Infection Committee.
Ensure the provision of housekeeping services within NHS NWTC, which
provide high standards of safety, service and amenity to patients, staff and
public, contribute positively to the Board’s Infection Control Strategies.
Through the Catering Operations Manager, recruit, develop and manage
catering services staff and create an open supportive and positive culture to
maximise their potential Ensure and support the provision of catering services
within NHS NWTC to deliver a high standards of food safety, service and
amenity to patients, staff and public. Support delivery and monitoring of Food in
Hospitals, Catering and Nutrition Specifications at local and national levels
Through the Housekeeping Operations Manager, recruit, develop and manage
housekeeping services staff and create an open supportive and positive culture
to maximise their potential Ensure efficiency and effectiveness in all aspects of
their roles and ensure that customer care is developed that responds to the
needs of service users.
Instigate and support research and development to advance patient care and
service development
As part of the Clinical Governance and Risk Management Group, the post
holder will provide professional leadership and management for HAI and food
safety functions so that all appropriate professional standards are met, and
ensure that the function is effectively developed, organised and integrated with
other professional and support functions to achieve the strategic aims of the
Board.
The post holder will develop within the Prevention and Control of Infection
Planned Programme and the hospital integrated training programme, the
mandatory requirements for induction and in-service education. This includes

collaborating with NHS Education for Scotland to implement programmes such
as Cleanliness Champions Training.
Quality Standards
In collaboration with the Chief Executive, Nurse Director, the Clinical
Governance manager and other Hospital Managers, the Board’s Risk
Management Strategy will be interpreted and implemented through a variety of
clinical, professional and operational initiatives.
The post holder will take a lead to ensure Healthcare Environment standards are
met
The post holder will work with colleagues and staff within their designated
department to implement appropriate Clinical Governance Standards so that the
Board may be assured that the security and quality of clinical services delivered
conform with standards developed by Healthcare Improvement Scotland and
other appropriate bodies.
Specifically s/he will work closely with the nutrition lead for food, fluid and
nutrition standards and lead clinician for infection control standards
The post holder will work with colleagues and staff within his/her designated
departments to implement appropriate Clinical Effectiveness Standards and in
partnership with all appropriate (clinical, non-clinical and) managerial interests,
ensure that effective clinical and non clinical risk management processes are
developed and implemented, to eliminate or reduce potential hazards and
safeguard the security of clinical services.
Strategic Role
The post holder participates in the Board’s Local Health Plan, by being an active
participant in ongoing projects and initiatives. S/he will be responsible for
including and encouraging all staff in activities related to the job function,
through personal work plans.
The post holder complies with the requirements of the registration and advisory
bodies within nursing and of the wider hospital arena i.e. RCN, NMC, NHS
Education for Scotland, Healthcare Improvement Scotland.
The post holder ensures the delivery of patient care based on standards of care
agreed throughout the organisation and in line with national standards. S/he will
work with the multidisciplinary team to achieve a high standard of patient care.

Assignment and Review Work
The Infection Control Manager works autonomously.
The Infection Control Programme is decided annually by stakeholder review and
includes all Scottish Government Health Department initiatives related to infection
prevention and control. It is a Board approved programme and the review of work
will be carried out quarterly and annually by the Infection Control Committee, Risk
Management Committee and the Clinical Governance Committee. The Annual
Report will be reviewed by the Senior Management Team and the Board

The post holder is expected to communicate with all levels of senior clinical and
non-clinical staff within the Board, and with senior officials in external
organisations. Excellent communication skills are required to integrate new
policy/ practice in to areas where the post holder has no direct line management.

Facilities Scotland SSHAIP and Healthcare Improvement Scotland to
represent the Board in discussions relating to the monitoring of national
standards in relation to HAI, decontamination. (and where required, Food
Fluid and Nutrition requirements along with Nutrition Lead).
With specialist colleagues in other NHS organisations in meeting and
working groups to discuss issues of common concern, share good
practice, contribute to the development of common strategies in
conjunction with colleagues at senior level both internally and externally.

The post holder must be educated to degree level or equivalent. The post would
require a significant training and experience as an infection prevention and
control clinician, a high proportion of which should be at management level

operational management skills and a supportive and visible leadership style. The
post holder should be willing to function at strategic level in collaboration with the
