Purpose This plan describes the concept, organization, functions, responsibilities, and procedures for control of the Southeastern Europe Simulation 2012 (SEESIM 12) exercise. While the exercise will be conducted at the unclassified level, this plan should only be released to personnel with a need to know: i.e., members of Exercise Control (EXCON). 3. Background The Southeastern Europe Simulation 2012 (SEESIM 12) Computer Assisted Exercise (CAX) is the sixth in a series of exercises within the framework of the Southeast Europe Defence Ministerial (SEDM) process. The purpose of the exercise is to promote cooperation, coordination and interoperability of civil-military operations and reinforce real world crisis response within and among the SEDM nations and their various SEDM initiatives through effective use of computer modeling and simulation (M&S). The specific aim is to develop the capabilities and procedures of national and regional coordination, cooperation, and mutual assistance among the SEDM nations in the face of devastating emergencies, such as natural disasters or terrorist attacks. The main objectives of SEESIM are to: Standardize and improve national, SEEBRIG HQ and regional processes and procedures in emergency response situations; improve interoperability among the SEDM nations and SEEBRIG HQ Provide a training environment to promote SEDM and NATO objectives of transparency, confidence-building and good neighborliness Serve as a focal point for facilitating the integration of SEDM initiatives Encourage development of national simulation capabilities SEDM ministers agreed to create SEESIM as a mechanism for developing and coordinating civil emergency scenarios and Exercises. This effort began with a 2002 Demonstration using a civil emergency (earthquake) scenario (SEESIM 02), 14–24 October 2002. This Demonstration was followed by an Exercise 9–19 December. Greece was the host for the Demonstration and Exercise. Remote sites were established in Albania, Bulgaria, Croatia, Greece, Romania, Slovenia, the former Yugoslav Republic of Macedonia*, Turkey and SEEBRIG HQ. The United States was the support nation and Italy was an observer. * Turkey recognizes the Republic of Macedonia with its constitutional name SEESIM 12 EXERCISE CONTROL PLAN JWFC Support Team 1 SEESIM 12 EXERCISE CONTROL PLAN The second Exercise, SEESIM 04, was executed 2–12 November 2004. Turkey hosted the Exercise with a scenario based on multiple terrorist attacks. Remote sites were established in Albania, Bulgaria, Croatia, Greece, Italy, Romania, Slovenia, the former Yugoslav Republic of Macedonia*, and Turkey. SEEBRIG HQ participated as a response cell in Istanbul and in Ankara. The United States was the support nation and Sweden provided subject matter experts. Bosnia and Herzegovina, Montenegro, and Serbia were invited as guests to observe the Exercise. SEESIM 06 execution took place 8–17 November 2006. This third Exercise was co-hosted by Romania and the former Yugoslav Republic of Macedonia* with a broad scenario of earthquakes and large-scale flooding. SEESIM 06 expanded upon the previous two Exercises and further tested response capabilities in a disaster scenario. Remote sites were established in Albania, Bulgaria, Croatia, Greece, Italy, Romania, Slovenia, the former Yugoslav Republic of Macedonia*, Turkey and Ukraine. SEEBRIG HQ participated as a response cell from its Headquarters in Romania. The United States and Sweden were supporting nations, providing subject matter, operational, technical, and organizational expertise, and funding and equipment when needed. Bosnia and Herzegovina, Montenegro, and Serbia were invited as guests to observe the Exercise. SEESIM 08 execution took place 20–31 October 2008. This Exercise was hosted by Bulgaria and was based on a broad scenario of multiple terrorist attacks throughout South Eastern Europe. Remote sites were established in Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Greece, Italy, Romania, the former Yugoslav Republic of Macedonia*, Turkey and Ukraine. SEEBRIG HQ participated as a response cell from its Headquarters in Turkey. Slovenia was an Observer Nation. The United States and Sweden were supporting nations. Georgia, Moldova, Montenegro and Serbia were invited as guests to observe the Exercise. SEESIM 08 built upon previous SEESIM Exercises and enhanced the scope of the Exercise by utilizing the achievements of other SEDM initiatives such as the Experts’ Group on “Defence/Military Support to WMD Counter-Proliferation, Border Security, and Counterterrorism (CBSC).” The former Croatian CBSC Chairman and the 2008 Bulgarian Chairman of the CBSC initiative facilitated this process. SEESIM 10 was executed 17–26 October 2010. This Exercise was hosted by Albania and was based on a broad scenario of multiple natural disasters and terrorist attacks throughout South Eastern Europe. The added dimension of cyber terrorism was included to ensure current threats in the region were addressed. Remote sites were established in Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Greece, Italy, Romania, Serbia, the former Yugoslav Republic of Macedonia*, Turkey and Ukraine. SEEBRIG HQ participated as a response cell from its Headquarters in Turkey. The United States and Sweden were supporting nations. Georgia, Moldova, and Montenegro participated as observers throughout the Exercise planning process and execution. SEESIM 12 EXERCISE CONTROL PLAN JWFC Support Team 2 SEESIM 12 EXERCISE CONTROL PLAN 4. Concept SEESIM 12 will take place October 2012. The Exercise will be hosted by Bulgaria. The scenario will be based on terrorist and cyber attacks and other man-made and natural disasters throughout South Eastern Europe. The Exercise will stimulate the SEEBRIG Headquarters and National Emergency Operations Centers (EOCs) of participating nations. The EOCs will be staffed by Civilian and Military representatives from relevant Government Organizations (GOs) and Non-Governmental Organizations (NGOs) in the participating nations. They will perform essential tasks and responsibilities in response to emergencies. Each participating nation will develop its own national scenario in accordance with the Broad Scenario. The consequences of the primary events in the Broad Scenario will be severe enough to necessitate requests for international assistance. National scenarios will not address fighting terrorists or nuclear detonations. The Broad Scenario for SEESIM 12 is: “A series of coordinated cyber attacks against the governments of South Eastern Europe followed by biological and/or chemical terrorist attacks on two or three countries with transnational ramifications. A large natural disaster also occurs. These events result in a breakdown of communications and widespread destruction and loss of life. This prompts a comprehensive civilian, military, and political approach by relevant Government and NGOs in the participating nations in performing essential tasks and exercising the responsibilities necessary to respond to national and regional emergencies. These tasks promote: Counterterrorism; Counterproliferation of weapons of mass destruction (WMD), their materials, technologies, know-how, and delivery systems; Transnational and regional cooperation in South Eastern Europe; Border and energy security; Protection of critical infrastructure; Cyber defense capabilities; Emergency response capacities of participating nations; Disaster Relief and Humanitarian Assistance (DR&HA); Coordinated, effective responses to transnational threats; Consequence management; Intelligence and information sharing, collaboration and interoperability; Strategic communications; and Realistic national training objectives.” The Broad Scenario is designed to highlight the SEDM priority of supporting NATO’s policy of strengthening security, stability and lasting peace in the region. It will promote: • • • • • • • • • • Strategic Communications Information Management and subsequent Response Operations Regional Information Sharing Solutions to Transnational Issues Consequence Management Counterterrorism Counter-proliferation Border and Energy Security Cyber Defense Capabilities Protection of Critical Infrastructure SEESIM 12 EXERCISE CONTROL PLAN JWFC Support Team 3 SEESIM 12 EXERCISE CONTROL PLAN For the purpose of this Exercise, consequence management is defined as actions taken following terrorist attacks and other man-made and/or natural disasters (for example, measures to protect public health and safety, restore essential government services, and provide emergency relief to those affected). SEESIM 12 is open to participation by International Organizations (IOs), Government and NGOs. 5. Execution a. Participating nations and SEEBRIG HQ have developed National and Regional Scenarios designed to achieve the goals specified in the SEESIM 12 Broad Scenario. These scenarios include some of the SEDM Ministers’ top priorities, such as their commitment to contribute to NATO’s efforts to strengthen security, stability and lasting peace in Southeastern Europe and support international efforts in the Global War on Terrorism. Scenarios will promote regional communications and information sharing, as well as information management and subsequent response operations. A synchronized Main Event List/Main Incident List (MEL/MIL) and simulation will drive the exercise. SEESIM 12 is designed to address significant issues in the region and promote regional cooperation in dealing with those issues. b. Exercise Control (EXCON) constitutes the control organization that allows the training audience to develop and practice coordination procedures and accomplish the exercise objectives. EXCON includes controllers, liaison officers, response cells replicating national elements, role players, after-action review (AAR) personnel, and scenario managers. EXCON Main will be located in Charalitza, Bulgaria. EXCON’s specific duties and responsibilities are listed in Appendix 1. c. Execution Construct: (1) Training Audience: The training audience is the SEEBRIG HQ staff and national Emergency Operations Centers (EOC). These EOCs consist of personnel from national Civil Protection and Military/Civilian agencies. These personnel are responsible for performing essential tasks in response to national and regional emergencies. Personnel in each national EOC will conduct planning to coordinate assistance from national and international organizations, as well as surrounding nations in response to a crisis situation in their country or in the region. They will react to exercise events they receive and will coordinate with role players and other EOCs to request and offer assistance as required. (2) Response Cells: Response cells are composed of personnel who “role play” the activities of agencies/organizations that may interact with the training audience. For SEESIM 12, the national role players are in the EXCONs Forward and international role players are in the International Response Cell. They will respond to requests for assistance from the training audience and provide notional resources (equipment, SEESIM 12 EXERCISE CONTROL PLAN JWFC Support Team 4 SEESIM 12 EXERCISE CONTROL PLAN personnel, supplies, etc) that the training audience will use during their planning process. (3) Controllers: Controllers are personnel whose primary responsibility is to create the environment in which the exercise objectives, as well as other areas of emphasis may be achieved. Controllers have access to all information provided to the training audience and response cells. They communicate through established channels and alter response cell actions to control the progress and direction of the exercise. All changes to the progress and direction of the exercise must be approved by the Exercise Director. Controller functions include: Monitoring the situation to ensure the exercise progresses in accordance with the scenario to allow accomplishment of the exercise objectives. If problems develop, controllers will take prompt corrective action. All modifications to the scenario must be properly coordinated with the Scenario Managers and the EXCON Director. The Exercise Director must approve major changes. A major change is defined as a change that would affect other nations and/or require changes in the central scenario run from EXCON. Major changes are coordinated at the daily EXCON and MEL/MIL synchronization meetings. Playing the role of agencies and other elements that are not directly participating in the exercise as the training audience. Providing the training audience with scripted information. Creating the environment in which the training audience and response cells react to information flow. Preparing and delivering exercise control material such as MEL/MIL items. Collecting and recording data for exercise after-action reviews as requested by the AAR Analysts. (4) For SEESIM 12, the Joint Exercise Management Module (JEMM) will be used. The JEMM system will allow EXCON members to coordinate incidents and injects throughout the exercise. The system will provide an overview of planned, ongoing and finalized incidents to EXCON. The training audience will not have direct access to JEMM. (5) The Joint Theater Level Simulation (JTLS) will also be used for SEESIM 12. One JTLS workstation will be provided for each nation to enter unit movement directives issued by the EOC. JTLS is used only as a control tool to maintain situational awareness and monitor resource availability for each nation. The training audience will not have direct access to the simulation. SEESIM 12 EXERCISE CONTROL PLAN JWFC Support Team 5 SEESIM 12 EXERCISE CONTROL PLAN d. EXCON Meetings: EXCON meetings are held daily to provide a forum to review the events of the past 12 hours and preview the next 24 hours. The SEESIM 12 EXCON meetings will be a forum for the Exercise Director to review the status of the exercise and issue guidance for implementation. This meeting will be held at the end of each exercise day. Appendix 3, SEESIM 12 EXCON Meetings, establishes responsibilities and procedures for conducting the daily EXCON meetings. e. Academic Training. Training for training audience personnel will be available in a series of training workshops that will be conducted prior to exercise execution. Training for EXCON personnel will be conducted in September and October 2012. The EXCON Training Plan is located at Appendix 4, SEESIM 12 EXCON Training Plan. f. Main Event List/Main Incident List (MEL/MIL): To help manage the exercise, the master scenario is organized into a MEL/MIL. The MEL/MIL describes the events that drive the anticipated course of the exercise scenario. Individual events were scripted prior to the exercise by each participating delegation using the JEMM system and will be injected by the appropriate MEL/MIL Tracker or role player at a pre-determined time. Additional events are scripted during the exercise as required. During the exercise design for SEESIM 12, exercise objectives were analyzed in relation to the core scenario. The analysis provided the basis for a list of scenario events that facilitate attainment of the exercise objectives. Scenario events are the vehicles that trigger the training audience’s information flow and coordination processes. The scenario was examined to determine how best to inject scripted events into the exercise play. The MEL/MIL injects will be the primary tool for sending information to the training audience. 6. Exercise Schedule and Scenario Timeline a. The SEESIM 12 exercise schedule identifies the major activities required to prepare and execute a successful training event. These activities include the installation and testing of equipment at all exercise sites, training for Exercise Control Group personnel, the Opening Ceremony, EXCON Mini-Exercise (MINIEX), exercise execution, Distinguished Visitor’s (DV) Day, and the Closing Ceremony. The EXCON MINIEX will be conducted on 12 Oct 2012 to allow EXCON to establish internal processes and procedures for effective operations within their cells. This is also the opportunity for all exercise control cells to execute a communications checklist and ensure that connectivity with other required cells is operational. Figures 1 and 2 show the SEESIM 12 exercise schedule for September and October 2012. General. This appendix establishes responsibilities and procedures for conducting the daily EXCON meeting. EXCON meetings are the primary vehicle for keeping all EXCON elements informed, reviewing the progress of the exercise, and for disseminating exercise control information and guidance to synchronize activities of the entire EXCON. EXCON meetings will take place in accordance with the published Daily Operational Schedule. 2. Purpose. The EXCON meeting is held at the end of each exercise day to review the progress of the exercise and disseminate control guidance. Remote sites will participate in this meeting via Video Teleconferencing. The meeting is also used to inform the Exercise Director and EXCON Director about the status of the MEL/MIL effort, make recommendations on accomplishment of exercise objectives, and highlight actions to assist with accomplishment of specific exercise objectives. The EXCON Director discusses any other issues affecting the exercise. The Exercise Director informs the control staff of significant future operations or control actions required to meet exercise objectives and issues short-term direction (until the next EXCON meeting) as well as guidance for the next 48 hours. Each EXCON functional cell must be represented at the daily EXCON meeting and will present an overview of activities in its cell for the day, anticipated activities for the following day, and any issues that need to be addressed. 3. Organization. The EXCON meeting is organized and prepared by the EXCON Operations Chief under the guidance of the EXCON Director. The Operations Chief will collect the slides from each of the functional cells and create a single PowerPoint presentation for the meeting.
